The Engineering and Transportation Department (ETD) is a new department resulting from a recent organizational assessment. The study reviewed the Community Development and Transportation Department’s Planning, Engineering, and Transportation divisions and aimed to identify operational efficiencies, technology improvements, and a staffing structure better aligned with the workload in order to improve efficiencies. As a result, the Engineering and Transportation functions will now operate as a stand-alone Department with a new Director and Assistant Director. The first step in implementing the Study’s recommendations is to hire a Director and Assistant Director, one of whom will serve as the City Engineer. The new Director, reporting to the Assistant City Manager responsible for land use and development functions, will have functional responsibility for land development, engineering, and transportation, including the City’s Capital Improvement Program (CIP), which includes utilities, civic projects, and construction inspection.

The new Engineering and Transportation Department is supported by 24 FTE and has a FY 2023-24 Capital Budget of approximately $38 million in general infrastructure and transportation projects and $13 million in utility infrastructure projects. The Five-Year CIP (FY 2023-24 to FY 2027-28) totals $473 million, including citywide projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, and transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. Other major projects entail the Transit Center, the Water Master Plan implementation, finalizing and implementing a Recycled Water Master Plan, and various Stormwater System improvements. Future priorities will involve developing an Adaptation Plan to address Sea Level Rise and the Redwood Shores and Bayshore protection projects.

Foster City is looking for a strong leader and strategic thinker with a proven track record of success overseeing major projects to fill the position of Chief Building Official. The Chief Building Official  plans, organizes, oversees, coordinates, and manages the staff and operations of plans examination, building inspections, permitting, and related programs.

This position ensures City structures are built and inspections are conducted in compliance with federal, state, and local building codes; performs contract administration, project management, and coordinates activities with various outside agencies, contractors, municipalities, and other departments; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Director of Community Development.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade supplemented by specialized courses in building construction principles, practices and techniques and five (5) years of increasingly responsible building inspection experience involving structural, housing, electrical and plumbing inspection work.

Licenses and Certifications:

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of International Code Council (ICC) certification as a Combination Building Inspector.
• Newly hired Chief Building Official will possess a Chief Building Official (CBO) certification within one year.

The ideal candidate will possess a Chief Building Official (CBO) certification, a Plan Check certification, and the Certified Access Specialist (CASp) certification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Director of Community Development will make the hiring decision.

The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department! 

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.  

POSITION

Under general supervision, provides highly responsible administrative support to the City Clerk to assist with the day-to-day operations of the City Clerk’s Office. This is a part-time, non-benefited position. Work schedule is flexible up to 30 hours per week.

ESSENTIAL FUNCTIONS

• Maintains the electronic documents management system of all meeting minutes, ordinances, resolutions, contracts and agreements, County recorded documents, and other vital City records.
• Assists the City Clerk in Fair Political Practices Commission filings such as Statements of Economic Interest for City Council members, commissioners, and designated employees.
• Types a variety of materials, including those of a sensitive or confidential nature; performs a variety of administrative support tasks such as photocopying information, and maintaining records and files; assists with the sorting of incoming mail and various administrative support on an as-needed basis.

Position Description:
Under the direction of the Chief People Officer, the Human Resources (HR) Compliance Manager oversees and coordinates agencywide compliance related to federal, state and local regulations on drug and alcohol testing, driver’s license, medical certifications and substance abuse programs, as they apply to safety sensitive positions.  The HR Compliance Manager will be primarily responsible for managing, organizing and directing the work of the San Francisco Municipal Transportation Agency’s (SFMTA) HR compliance programs, which include License & Medical compliance and the Substance Abuse Program.

Examples of Important and Essential Duties:

• Plans, organizes, directs and evaluates the work of the License & Medical and Substance Program and staff to ensure the operations and services are effectively integrated with the operations of other divisions.
• Responsible for program management over the Drug & Alcohol (D&A) Program to include all policies and testing in accordance with the SFMTA Policy and Federal Transit Administration regulations.
• Oversees the program to ensure that implementation is handled properly throughout the Agency.
• Responsible for submitting the annual Management Information System (MIS) data.
• Oversees contractor D&A program compliance and oversight.
• Maintains accurate and current Drug/Alcohol and Drug-Free Workplace policies and procedures in accordance with Federal Transit Administration (FTA) regulations; coordinates and monitors required testing; prepares reports as required; acts as liaison with third-party testing administrator, Medical Review Officers (MRO), and all employees.
• Coordinates and oversees the design and delivery of trainings related to license & medical and Substance Abuse Professional (SAP) programs and ensures that employee and managers receive relevant FTA drug and alcohol training.
• Works with managers to ensure that safety sensitive employees have up to date driver’s license and Department of Transportation (DOT) medical.
• Oversees the coordination of drug & alcohol testing program for safety-sensitive employees.
• Works with staff to interpret and explain FTA/DOT regulations.
• Ensures compliance with Federal Transit Administration (FTA) program guidelines and prepares reports for audits.
• Advises HR classification team to develop and update job descriptions for safety-sensitive roles.
• Monitors developments and legislation (state, local, and federal) related compliance requirements to inform policies, and procedures for the programs.
• Builds a culture of trust and alignment with SFMTA core values; takes appropriate steps to improve performance, including coaching and training.
• Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major SFMTA priorities.

• Monitors and analyzes the substance abuse program and related data to develop periodic reports or recommendations.
• Administers the program budget.
• Coordinates audits of license and medical compliance.
• Performs other related duties and responsibilities as assigned.

Nature of Work:

Candidate must be willing to work a 40-hour work week as determined by the SFMTA, on-call support, and occasional weekend and holiday work as needed.

APPOINTMENT TYPE: Permanent Exempt - This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

  • One year of full-time experience as a building inspector with a public agency, OR

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

The City of Auburn is hiring to fill a part-time, Retired Annuitant Bus Driver I/II position.  Under general supervision, this position operates a bus over designated routes to transport passengers; maintains established schedule; and ensures passenger safety.

The Retired Annuitant position is limited to work no more than 960 hours per fiscal year.  Placement in the class series is dependent upon qualifications.  The salary range for each level is below:

• Bus Driver I:  $45,864 - $58,552

REPRESENTATIVE DUTIES

• Drive a bus over a designated route to transport passenger in accordance with established time schedule; follow all rules and regulations including those in the vehicle code and motor carries commercial diver’s handbook.

• Collect fares and issue passes to passengers.
• Ensure passenger safety on bus; maintain order among passengers on the bus.
• Render aid to passengers in an emergency.
• Transport passengers on field trips and to special events.
• Make regular inspections of bus including pre-trip safety inspections following established check lists; check belts, oil, and water levels.

• Drive a bus over a designated route to transport passenger in accordance with established time schedule; follow all rules and regulations including those in the vehicle code and motor carries commercial diver’s handbook.
• Pick up and off load passengers at pre-arranged locations; assist passengers in boarding and departing the bus; secure all wheelchairs with proper devices.
• Collect fares and issue passes to passengers.
• Ensure passenger safety on bus; maintain order among passengers on the bus.
• Render aid to passengers in an emergency.
• Transport passengers on field trips and to special events.
• Make regular inspections of bus including pre-trip safety inspections following established check lists; check belts, oil, and water levels.
• Perform minor repair and maintenance of bus; regularly wash bus, inside and out; maintain cleanliness of bus shelter.
• Maintain daily records of bus operation.
• Perform related duties as required.

KNOWLEDGE, SKILLS AND ABILITIES

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:  Safe and defense driving principles and practices; basic first aid principles and practices; operational characteristics, maintenance, and emergency repair principles related to assigned vehicles; vehicle inspection principles and practices; geography of the City; pertinent federal, state, and local codes, laws, and regulations including traffic and safety laws, ordinances, regulations, and rules applicable to the operation of vehicles in the transportation of passengers; occupational hazards and standard safety practices; methods and techniques of public relations and customer service; basic principles and procedures of record keeping.

Ability to:  Drive a bus and other automotive equipment safely and efficiently in traffic; maintain order among passengers on a bus; properly load, tie down, and secure wheelchairs on the bus; apply applicable state and local laws, codes, and regulations pertaining to transportation as well as administrative and departmental policies and procedures; respond tactfully, clearly, concisely, and appropriately to inquiries and requests from the public; work safely and adhere to principles of safety; work independently in the absence of supervision; understand and follow oral and written instructions; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment:  Field environment; travel from site to site; extensive public contact; exposure to all types of weather and temperature conditions; noise, dust, fumes, noxious odors, and gases.
Physical: Primary functions require sufficient physical ability to operate a passenger bus for extended periods of time; push, pull, lift, and/or carry moderate amounts of weight; twist; climb steps; operate assigned vehicles.

Vision:  See in the normal visual range with or without correction.

Hearing:  Hear in the normal audio range with or without correction.

SELECTION PROCESS

Applicants will be screened in relation to the qualifications and duties of the position.  Candidates deemed highly qualified will be invited to the interview process.  Meeting the minimum qualifications does not guarantee an invitation to the process.  The process may include other skills assessments, interviews and/or related components. The selected incumbent must pass a pre-placement process including a background check, live scan and medical exam.
