Summary Description

Under the direction of the Pool Manager, organizes and instructs swim classes, maintains records and documentation involved with instruction classes, monitors swimmers in the pool area, enforcing pool rules and regulations, preventing accidents and rescuing swimmers in distress during public swim sessions. This is an at-will, intermittent, part-time, hourly position without City-paid benefits.  Some evening and weekend work may be required.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Conduct all levels of swim instruction and water safety lessons for participants from ages six months to adult.
2. Assist in curriculum instruction planning and pre-registration program to assess participants’ ability levels.
3. Patrol and monitor aquatics facility, watch for accidents and hazards in the pool areas; enforce rules.
4. Responsible for following accepted lifesaving practices and standards including the administering of cardiopulmonary resuscitation (CPR), O2 and First Aid as needed.
5. Assist with facility operations, aquatics competitions and special events throughout the year, including setup and cleanup.
6. Assist with desk reception, telephone support and related customer service activities; accepts registrations, collect fees and process receipts on a City computer.
7. Responsible for meeting all program goals and objectives.
8. Complete accurate reports and documentation of accidents and incidents in pool and pool area.
9. Attend scheduled staff meetings.
10. Assist with routine pool cleaning and maintenance as needed.
11. Responsible for maintaining a safe and clean swimming pool environment.
12. Responsible for maintaining personal fitness sufficient to perform the required duties.
13. Perform other position-related duties designated by the Pool Manager.

 

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Minimum Requirement:

Work Permit may be required if under the age of 18

Possess current and valid certificates from American Red Cross in First Aid, CPR for the Professional Rescuer and Lifeguard Training which must be maintained throughout employment.

Prior experience working with age appropriate groups desirable.

 

Knowledge of:

Principles and practices of lifeguarding and water safety.

Effective lifesaving techniques.

Advanced and basic swimming strokes, methods and procedures of swimming pool operations.

Effective teaching techniques and practices

 

Ability to:

Maintain a flexible work schedule, which may include evenings, weekdays, weekends and holidays.

Act quickly, calmly and appropriately in emergency situations; perform lifesaving and rescue activities, including administering CPR, O2 and First Aid.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Demonstrated swimming skills that meet the American Red Cross guidelines for aquatics program personnel.

Experience:

Ability to read and write at a level necessary for acceptable job performance, including the ability to follow and to interpret written instructions and to perform basic arithmetic.

Prior experience working with age-appropriate groups preferred.

License or Certificate:

Possession of a valid ID.

Possession of valid certificates from American Red Cross in Lifeguard Training, CPR for the Professional Rescuer, and First Aid; Water Safety Instructor certificate is desirable.

Physical Demands and WORKING ENVIRONMENT

The Department

 

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team strives to provide and AFS staff work together to provide a continuum of supportive services that range from health promotion activities to home-based end of life care. AFS has a Senior InfoLine (phone and email) that is answered in 4 language (Farsi, English, Spanish and Chinese) that is often an entry point. As an older adult or their caregiver’s situation changes, they seamlessly have access to a continuum of programs that include counseling and emotional support; care coordination and resource assistance; specialized family caregiver support and education. Many of these supportive services are provided in the resident’s home. We also provide regular expert clinical consultation, supervision, opportunities for self-reflection, and team building, fostering a culture of empathy, inclusivity, humility, and respect.

 

The Position

 

Under the supervision of the Age Well Center Managers, the Chef/Food Services Manager position manages meal programs for the City of Fremont’s Age Well Centers. Chef responsibilities across both Age Well Center locations include the performance of menu planning, purchasing of foodstuffs, preparing quantity meals, supervising and assisting kitchen employees and volunteers and maintaining clean and orderly kitchens.

The incumbent will be responsible for properly cooked, economical, and wholesome, well balanced meals in City operated Age Well Centers. This position is not limited to being responsible for the assignment of work, supervision and evaluation of paid and volunteer food service workers. The review and approval of proposed menus, food purchases, control and monitoring of expenditure rates; and institution of disciplinary actions are functions reserved for the Program Coordinator or Age Well Center Managers.

 

Examples of Duties

 

• Plan menus with consideration for the dietary needs of older adults, wholesomeness, quantity of food to be prepared and budgetary constraints.
• Estimate food requirements and requisitions for food and supplies.
• Prepare, cook, and serve a wide variety of foodstuffs for quantity food service.
• May cut/carve and cook meats; bake breads, cakes and pastries; peel and prepare vegetables; and make salads.
• Place food in serving containers and serves food.
• Maintain proper temperature, rotation and storage of food.
• Direct and assist in cleaning kitchens and kitchen equipment after each meal.
• Estimate food requirements and requisitions for food and supplies.
• Direct and assist in the cleaning of the kitchen and kitchen equipment after each meal.
• Oversee that the kitchen and equipment are kept clean, sanitary and in proper working condition. Schedule regular maintenance of kitchen equipment as needed. Maintain standards of safety and sanitation in kitchen area.
• Recruit, train, supervise, instruct, and direct employees and volunteers assigned to working in the kitchens.
• Develop and support additional meal programs, including, but not limited to fundraisers, catering events and cooking demonstrations and special events.
• Keep records and prepare reports as required. Inclusive of any certification requirements and/or medical clearances required of subordinate employees and volunteers.
• Oversee community garden program, including crop rotation, seasonal planting, and maintenance assignment.
• Coordinate with office staff, marketing and sales strategies to increase visibility and participation for meal programs.
• Ensure kitchen compliance with health regulations and participate in health inspections.
• Other duties as assigned.

LIFEGUARD I ($16.54 hourly)

SUMMARY

Under immediate supervision, monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; learns, explains, and enforces safe swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required.  Lifeguards may be asked to perform office or front desk duties in the aquatic office only.  

 

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

 

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Lifeguard series.  Initially under close supervision, incumbents learn to perform essential lifeguard duties.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.  As experience is gained, assignments become more varied; close supervision and frequent review of work is reduced as an incumbent demonstrates the skills necessary to perform the work independently. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Prior experience participating in aquatics programs or performing lifeguard duties is desirable.

• Operational characteristics of water rescue safety equipment and devices.
• Principles and practices for providing high level of customer service.
• Modern office practices, methods, and computer equipment and applications.

• Learn and understand the organization and operation of the District’s aquatics facilities.
• Learn, monitor, and enforce District regulations, policies, and procedures.
• React to and handle swimmer rescue and medical emergencies in a safe and effective manner.
• Administer first aid, CPR, and AED as needed.
• Maintain order and safety in a crowded and noisy environment.
• Maintain facilities and equipment in a clean, safe, and secure manner.
• Perform work in an efficient, effective, safe, and timely manner.
• Demonstrate strong customer service skills and establish, maintain, and foster positive and effective working relationships.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

 

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

 

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays. 

 

PRE-EMPLOYMENT CONDITIONS

• Department of Justice fingerprint clearance.
• TB Test.

LIFEGUARD II ($19.20 hourly)
 

SUMMARY

Under general supervision, opens, closes, and secures the pool facility; monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; explains and enforces swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; prepares facilities and sets up equipment for special activities and events; and performs related work as required.

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

 

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the Lifeguard series responsible for performing the full range of lifeguard duties, including patron safety and opening/closing an assigned pool facility.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the aquatics operating procedures and policies.  This classification is distinguished from the Aquatics Lead in that the latter is an advanced journey-level classification which provides technical and functional direction over assigned lifeguard staff.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

4. Prepares facilities and sets up equipment for scheduled aquatics activities and events; may assist in the implementation of aquatics programs and special events.
5. Performs all required lifeguard-training skills as needed.
6. Assists and aids in swim lesson programs under the direction of assigned Swim Instructor.
7. Provides high quality customer service in a safe and timely manner.
8. Inspects and maintains swimming and pool equipment for functionality, ensures proper placement and availability in the pool area, and recommends maintenance and repair, as needed.
9. Maintains pool and restroom areas in a safe and clean condition.

• Lifeguard (Recreation Leader) - $17.14 - $20.84/hourly
  • Under general supervision of the Recreation Coordinator, Senior Lifeguard or Pool Manager, the Lifeguard performs swim instructor duties in teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.  Lifeguards must have knowledge and be physically able to perform emergency rescue and lifesaving techniques. • Senior Lifeguard (Senior Recreation Leader) - $18.24 - $22.22/hourly
  • Under general supervision from the Recreation Coordinator or Pool Manager, must be able to perform all duties as a Lifeguard and know operational rules and protocols of Dan Oden Swim Complex. Must have basic customer service practices and knowledge of all current safety standards and information related to aquatics. Must assist in teaching swimming lessons and lifeguarding.

 

• Pool Manager (CRS Program Manager) - $19.93 -$24.22/hourly
  • Under general supervision of the Recreation Coordinator, able to perform all duties and responsibilities of a Lifeguard and Senior Lifeguard, assist in staff meetings and lifeguard trainings, direct contact for participants to explain pool rules, policies, and procedures. Pool Manager assists in implementing and scheduling staff, program, and services.

Located at the McBean Memorial Pool, our Lifeguards and Water Safety Instructors are an essential part of the aquatics recreational programs that we offer our residents.  Be a part of a team that makes teaches important swimming skills and allows everyone to beat the heat and have fun!

We are looking for candidates with qualities such as reliability, creativity, dependability and enthusiasm.  The aquatics programs will require you to work various days, weekends or evenings, but we are flexible with schedules.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in conducting classes at all participant skill levels (beginning through advanced) and supervise the conduct of swimmers in City pool in order to maintain a safe environment.

• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Perform related duties as assigned.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Perform heavy manual labor; learn to operate a variety of equipment; work with tools related to recreational maintenance. The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The incumbent needs to have the ability to hear and speak for purposes of communication. The position also requires both near and far vision when administering programs and operating equipment. The need to lift, carry and push equipment and supplies weighing 25 pounds or more is also required. The incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.

We are currently looking to fill one (1) vacancy for the Clinical Therapist I/II with our Child and Family Services Department in our School Partnership Team.

Our Clinical Therapist I/II  will appeal to individuals who are passionate about working with children, adolescents, young adults and their families in the field, in the office, and/or in the school setting.  In addition, we offer flexible scheduling options including telecommuting, bilingual and on-call pay!

The positions are responsible for a variety of ongoing responsibilities including, but not limited to:

• Provide individual, family, group therapy for adults, children, adolescents, and youth with mental illness and their families; facilitate child and family team meetings;

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Provide home, field, office and/or school services; complete all DMH documentation; participate in the on-call rotation;

• Perform routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

The City of Berkeley is seeking a Senior Public Health Nurse who is passionate about working with community members and partners! In this role, you will take an equity-focused approach to supporting good health for families and individuals across the lifespan.

The Senior Public Health Nurse will provide health consultations and case management in a multidisciplinary team for families facing complex health challenges. In addition to providing consultations and trainings for community based organizations and providers, this position will also lead initiatives to enhance professional development for a team of nurses and support program planning for Public Health Nursing services.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is:
Equivalent to graduation from a four year college or university accredited by the National League for Nursing, with major course work in nursing, and two (2) years of public health nursing experience. 

Other requirements include:

• Possession of a valid California Registered Nurse License

• Possession of a valid California State Public Health Nursing Certificate

• Willing to work evenings or weekends

• Ability to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, must maintain a valid California driver's license and a satisfactory driving record.

Role description

Under direction, the 2595 Senior EAP Counselor provides direction and supervision to counselors providing organizational wellness services and engaged in direct client counseling; provides clinical assessments, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems; conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Participates in the selection of, trains and evaluates a team of journey level counselors.
2. Provides clinical assessment, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling to family members and significant others as appropriate.
3. Educates employees, managers, supervisors, and union personnel regarding employee assistance program service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program; directs the development of programs, resources, and EAP initiatives.
4. Provides consultation to managers, supervisors, union personnel, human resources professionals, clinical specialists, and family members regarding specific issues of individual employees in conformance with program and confidentiality policies; recommends specific methods or techniques for resolving performance problems, including appropriate managerial and supervisory interventions.
5. Directs development of, creates, and facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
6. Provides crisis intervention, trauma response, and mediation/conflict resolution services as necessary.
7. Leads evaluation efforts to determine the effectiveness of the overall program and specific services provided and prepares the reports.
