DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
•  Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required

THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for up to four (4) interns who will assist on various municipal projects. Positions are considered for the following fields of interest:

• Capital Improvement Program (CIP) – Civil engineering majors with an interest in capital improvement projects, design of civil infrastructure, and construction delivery procedures. Assist with project standards, standard specifications and drawings, CAD drafting, plan review, construction cost estimates, data collection and analysis.

• Transportation Planning/Traffic Engineering – Civil engineering majors with an interest in parking, transportation, and traffic engineering. Assist with creating parking zone signage, mapping, program evaluations, document organization and filing, field data collection and analysis, traffic studies, and plan reviews.

• Clean Water Program (CWP) – Civil engineering majors with an interest in water resources, sanitary sewer rehabilitation, design, construction. Assist with project standards, standard specifications, plan review, construction cost estimates, data collection and analysis, and construction site visits.

• BA/BS Candidate or MA/MS Candidate in civil engineering or related field as described above is highly desirable
• Strong analytical, writing, research, and verbal skills; effective written and oral communication
• Valid California Driver’s License (Class C)

• Ability to learn new information quickly
• Proficiency in Microsoft Office applications (Excel, PowerPoint, Project) and web-based resources
• Ability to plan, organize and coordinate workload
• Ability to work independently and within teams
• Exhibit a positive attitude and flexibility in accepting assignments
• Adobe Acrobat Pro, AutoCAD, Google Earth, or ArcGIS experience is highly desirable
• Writing experience for webpages, social media, and outreach material is highly desirable
• Experience with interpretation of technical information and statistics

The primary duties will depend on the intern’s assigned position and associated field of interest and may include the following:

• • Assisting engineering project managers with administrative or technical tasks
  • Drafting engineering plans/standards in AutoCAD
  • Creating map displays using Google Earth or GIS
  • Gathering, compiling, and presenting data for engineering and construction projects
  • Organizing and tracking inspection reports, testing results, invoices, and other construction documentation
  • Conducting field assessments of the condition of streets, drainage/collection systems, and other infrastructure
  • Investigating and proposing responses to questions or inquiries from residents
  • Assist in other areas such as procurement, communication, public outreach, and public surveys.

In addition, the intern may work on a variety of other projects depending availability and workload.

The San Rafael Public Library is accepting applications for Substitute Librarians and Substitute Library Assistants to work in our San Rafael Public Libraries, including Downtown (1100 E Street), Pickleweed (50 Canal Street), and Northgate (5800 Northgate Drive, Ste. 083).  We are looking for people who are available on call, weekends, or other limited shifts.  This is a great opportunity for those interested in working at both a downtown and neighborhood branch libraries, as well as those excited by providing library services to a diverse community.  These are temporary positions, limited to 1,000 hours worked within a fiscal year (July 1 thru June 30) and receive no City benefits.

Substitute Librarians perform professional-level library public service work, including answering reference questions, providing readers’ advisory, providing technical assistance, and presenting programs (as needed).

Substitute Library Assistants perform circulation tasks such as checking materials in and out, and work at the public service desk, assisting patrons with basic requests including answering simple questions, creating new patron accounts, and referring patrons to other staff for more complex questions. 

DESIRED QUALIFICATIONS:

Substitute Librarians:

• Knowledge of Library Services and reference materials; readers advisory; professional practices and techniques of library science; and on-line library systems and information resources.
• Masters in library science issued by a college or university accredited by the American Library Association is preferred.
• Ability to work and effectively communicate with a diverse range of patrons.
• Bilingual in Spanish desired.

Substitute Library Assistants:

• Knowledge of basic office practices and procedures, including the operation of standard office equipment; alphabetical, numerical, and topical filing systems; material organization and structure of libraries; including categories of materials and general arrangement; library technical services terminology and equipment including on-line databases.
• Experience working in public libraries preferred.
• Ability to work and effectively communicate with a diverse range of patrons.
• Bilingual in Spanish desired.

THE POSITION:  

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.  

Essential Duties

What you will do:   

Duties may include, but are not limited to the following:
 
Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness;
 
Ensures that all departmental procedures are followed.
 
Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise.
 
Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures.
 
Maintains and physically organizes volunteer work areas, files and records.

Under general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
 
Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals.
 
Assists with production and update of volunteer training manuals and volunteer job descriptions.
 
Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention.
 
Coordinates volunteer meetings and annual Volunteer Recognition event.
 
Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.
 
Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.
 
License & Certificates: Possess and maintain a valid California Class C Driver's License.

The Department of Public Works is currently recruiting to fill a Communications Technician position for the Radio Communications Shop. The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services).

The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. These vast stand-alone radio systems with fault-tolerant designs are essential to providing the public with reliable emergency response services 24 hours a day, 365 days a year with demand for system survivability through any catastrophic event.

The key responsibilities of the Communications Technician may include:

• Installation, maintenance and repair of mobile and portable radios, base and control stations, microwave systems, dispatch consoles, voting receivers and comparators, digital Microwave system and P25 LMR systems.
• Respond to trouble reports, perform preventative maintenance and project assignments. Update technical documentation including wiring block assignments, CEB programming and configurations, as-built drawings of installed equipment at City radio sites, specialized vehicular installations, and diagrams of the City's various communications systems.
