The Department: 

The City Clerk’s Office administrates democratic processes such as elections, access to records, and all legislative actions, ensuring transparency to the public. The City Clerk’s Office is responsible for acting as a compliance officer for federal, state, and local statutes including the Political Reform Act, the Brown Act, and the Public Records Act.

The Position:

Under general direction, the Deputy City Clerk is responsible for providing back-up support to the City Clerk and Assistant City Clerk.  This includes but is not limited to records management, public records requests, attendance at Council and/or Standing Committee meetings, preparing and editing minutes, and assisting with special projects. May be responsible for noticing, advertising, and calendaring public hearings.

POSITION

Under general supervision, plans, performs maintenance and repair work of the City’s utility systems and does related work as required.

The Water Operator is an entry-level position. Incumbents learn and perform a variety of semi-skilled duties in the construction, operation, maintenance, and repair of the City’s potable water distribution and distribution, wastewater, stormwater systems, equipment, and facilities.

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

1. Inspects and maintains pump and booster stations and associated equipment; analyzes, treats, monitors, and records water quality; tabulates flow rates to maintain proper reservoir levels; analyzes chlorine residual tests and makes adjustments.
2. Measures monthly well levels; acquires well samples for lab testing; operates SCADA monitoring equipment.
3. Performs water meter testing, system meter repairs, and related maintenance; may tabulate flow rates to check for accuracy.
4. Manages pumping station equipment servicing as needed; services and maintains system pumps and associated apparatus.
5. Assists with testing and repair or backflow prevention devices according to County regulations.
6. Performs hydrant flushing program; repairs hydrants and exercises valves.
7. Handles water quality complaints and records in logbook; provides data for regulatory agency reporting.
8. Performs pipeline, facility, and related system maintenance; exercises valves; repairs breaks and leaks; monitors blow-off and air relief; marks for Underground Service Alert (USA) tickets; inspects installation of associated infrastructure.
9. Operates a variety of equipment and tools such as loaders, combination vehicles, backhoes, bobcat, forklift, pneumatic tools, jackhammers, and tampers.
10. Performs monitoring rounds at station and collection system, and repair as necessary.
11. Conducts upkeep at water well and reservoir sites; makes repairs to facilities.
12. Maintains records and logs of daily activities.
13. Responds to emergency calls as needed.

This is a part-time non-benefited position. Work schedule is flexible up to 29 hours per week.

 

This position will be assigned to Utilities Division of the Public Works Department.

POSITION

Depending on assignment, essential duties may include but are not limited to the following:

• Removal and clearing of debris from gutters, culverts, and drainage structures.
• Perform custodial and general maintenance of City facilities.
• Perform pick and shovel work; assists in concrete work; operates power machinery and a variety of hand tools.
• Assists in the setup of equipment (tables, chairs, canopies, etc.) and bleachers for special events.
• Read and accurately record water consumption data for all accounts, including construction meters; investigate and resolve meter irregularity issues.
• Complete service orders such as service turn-ons, turn-offs, and re-reads; deliver door hanger notices as necessary, this may include interaction with customers to gain access and/or discuss related issues. 
• Perform meter and meter box maintenance functions to improve meter readability; test meters for proper operations; perform meter replacements and minor meter repair work.
• Assist Utilities Division with water and sewer maintenance and repair efforts, such as manholes, fire hydrants, valves, meters, vaults, boxes, and lids.
• Perform a variety of unskilled and semi-skilled work in the maintenance and repair of beach facilities, including dumping trash cans, picking up debris along waterline, cleaning rest rooms, driving 4-wheel drive trucks on beach, performing minor plumbing and building maintenance, removing graffiti, painting, hand-picking litter and other related duties as assigned.

 

THE DEPARTMENT

The American Canyon Police Department provides first response services to all forms of emergencies and crises.  The Department provides public safety by enforcing the Penal Code, Health and Safety Code, Vehicle Code, and local ordinances.  American Canyon Police Department is comprised of 24 sworn peace officers, two non-sworn Police Technicians, and an Administrative Clerk.

THE POSITION

The Police Technician performs a variety of non-sworn, administrative and field support tasks associated with law enforcement support services, which may include property and evidence collection, crime prevention, parking enforcement, vehicle abatement, and community relations; to maintain confidential and highly sensitive records related to police activities; and to perform a variety of tasks relative to assigned areas of responsibility.

This is a high-profile position with frequent interactions with community members in often difficult circumstances. The quality of the work performed in this role is reflective of the standards of the Department and the City. This is a uniformed, civilian position that does not require peace officer status. However, a detailed background investigation, medical exam and drug screening is required due to the sensitive nature of the work involved.

This position is not designated for retired annuitants.

 

THE POSITION

Typical duties performed by a Police Technician may include, but are not limited to, the following:
 

• Patrol areas of the City to identify and resolve parking violations and traffic hazards and enforce applicable laws; respond to citizen complaints regarding parking and abandoned vehicle laws; tag and arrange transportation of abandoned vehicles.
• Provide assistance, information and directions to motorists; assist in the coordination of Police Service support for special events in the community; provide traffic control at local schools.
• Respond to non-emergency calls and service requests; take information from citizens and prepare crime reports for non-active calls; interview victims, suspects and witnesses, as directed, and provide referral information.
• Assist with Neighborhood Watch meetings and other crime prevention activities; provide information to interested citizens on neighborhood alert procedures; assist in coordinating crime prevention public displays.
• Collect, receive, and safeguard property/evidence; maintain evidence chain-of-custody records; transport evidence to Sheriff’s Department, Department of Justice, and outside crime lab.
• Coordinate public education, safety and prevention programs, and community outreach activities related to assigned responsibilities.
• Serve as liaison between court staff and Police Officers; assist Police Officers with follow-up evidence requests from the District Attorney’s Office. 
• Log and distribute subpoenas to officers and citizens.
• Receive calls; respond to citizen’s questions and complaints within established guidelines; distribute calls for officer assistance to communications centers; take and relay messages to department personnel as required.
• Handle the abandoned vehicle program to include locating and citing abandoned vehicles and overseeing the towing away of the vehicle.
• Coordinate various crime prevention, volunteer, and community policing programs.
• Research and compile statistical data.
• Assist Police Officers with vehicle and person searches.
• Drive a City vehicle to respond to citizen/officer requests; assist and support patrol division in the performance of their duties in the field.
• Assist with coordination of fleet maintenance and daily fueling of vehicles. 
• Respond to public inquiries in a courteous manner.
• Complete special projects as assigned.
• Perform general administrative support functions; type letters, forms, memoranda, and reports; transcribe police reports and notes; operate a computer system to enter/retrieve/transfer data; copy materials; maintain filing systems, screen, sort, and distribute mail; order and maintain office supplies and equipment.
• Assist Police department personnel as needed.
• Perform related duties as assigned.

The Position: 
 
This is a professional position in the unclassified service, responsible for managing the one or more of the Engineering Divisions of the Electric Department relating to transmission planning, distribution engineering, capital improvement project delivery (design & construction), system expansion program, and environmental compliance.  The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department and with customers, professionals, managers and all City Departments.

Typical Duties

 

Duties include but are not limited to the following:

Under general direction: 
• Plan, develop, coordinate, perform, and direct the activities of the Engineering Division of the Electric Utility Department;
• Provide management and supervision for all activities of Engineering in the planning, engineering and design of individual system extensions, revisions and improvements;
• Provide recommendations on a broad spectrum of division-related issues;
• Manage assigned staff, provide technical instructions and assistance as necessary; develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws;
• May be responsible for directing the activities of consultants and contractors;
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects;
• Represent the City at industry meetings, management groups, professional organizations, and other meetings;
• Make periodic and special reports, which describe the current Engineering Division activities and conduct special studies and prepare reports, including findings and recommendations, as required;
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards;
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and
• Perform other related duties as assigned. 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION
• Possession of a valid certificate of registration as an Electrical Engineer issued by the California State Board of Registration for Civil and Professional Engineers may be substituted in lieu of a bachelor’s degree in electrical engineering or closely related field.

Typical Duties

Duties may include, but are not limited to, the following:
 
Under general supervision:
• Participates in field survey activities such as assisting with measuring and recording distances and elevation using Global Positioning System (GPS) equipment
• Prepares maps and drawings using geographic information system (GIS) tools to place symbols and apply color codes for the identification of facilities
• Receives, reviews, provides comments, files, and returns maps, documents, and plans using AUTOCAD
• Performs scaling and dimensioning to verify the accuracy of maps and plans
• Assists in conducting field inventory of existing primary and secondary conductors, transformers, switches, poles, pole attachments, manholes, and conduit locations
• Draws and updates electrical schematic diagrams, panel wiring diagrams, substation layout drawings using AUTOCAD, and organizes associated documentation
• Prepares scaled and dimensioned plans, using AUTOCAD based on sketches prepared by engineering/estimating personnel
• Operates a computer and standard office plotting/copying equipment
• Conducts records research including job files, property ownership, easement and right-of-way records
• Maintains records of equipment databases, log books, and map inventories
• Operates passenger vehicles requiring Class C driver's license
• Orders office drafting supplies, manages outside reproduction services, and coordinates vendor services for office drafting equipment maintenance
• Performs other related duties as assigned

 

 

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Graduation from an accredited junior college with an Associate of Arts degree or higher in engineering or its equivalent, including satisfactory completion of college level courses in writing, mathematics, engineering and related courses; and
• One (1) year working with geographic information system (GIS) tools and systems or one (1) year working with computer-aided drafting (AUTOCAD).
 
Desirable Qualifications:
• One year (1) experience working with computer-aided drafting (AUTOCAD) and one year (1) experience working with geographic information system (GIS).
• Completion of courses in GIS and AUTOCAD.
 
Possible Substitutions:
• Three (3) years of work experience performing mapping/drafting activities of electric utility facilities, involving the use of CAD and GIS systems and tools may substitute for the required education and experience.
 
LICENSE
Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.
 
OTHER REQUIREMENTS
• Employees are required to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements.
• Must be able to perform all the essential functions of the job assignment.

The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. The COO is responsible for forecasting service requirements and for planning, organizing and directing assigned resources of the electric utility division in order to meet those requirements. This includes developing and administering the department operations and capital improvement budgets. The COO is expected to exercise critical thinking and detail oriented oversight in ensuring that utility operations are smooth, efficient, and compliant, with responsibility for results including costs, methods, and staffing.

The Construction Secretary will assist the Chief of Construction, Construction Services Manager and the Construction Project Analyst with administrative tasks within the division.   

This position requires a highly motivated, responsible, organized, problem-solver and self-starter individual who can handle an array of tasks, has excellent written and verbal communication skills, has good judgement, and works independently or as part of a team. The individual must be able to come up with multiple solutions to any given problem, in areas that may be outside their expertise, and be willing to take on uncertain challenges.

This is a supportive role to the construction division with high use of various computer software, research, problem solving and communication skills for a person at a intermediate level. The work performed will support MRCA’s new construction operations, emergency projects, general improvements to parks, and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

This position reports to the Chief of Construction. Assorted tasks may be supervised by the Construction Services Manager and the Construction Project Analyst.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Coordinate material orders, delivery and invoices.
• Maintain division files, including documentation of and authorization for expenses, project progress, contracts, project budgets, contacts, and correspondence.
• Order materials, equipment, and tools.  Coordinate delivery/pick up of items.
• Prepare and maintain vendor and agency phone and mailing lists.
• Assist in planning and coordination of construction projects.

• Assist with MRCA’s Safety Program committee and write reports on safety issues for agency wide distribution.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work on evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. 

MINIMUM QUALIFICATIONS

The position is responsible for the performance of both the day-to-day power settlements among NCPA members, Western, California, and Federal electricity markets, local balancing authority area operators (CAISO, BANC, EIM), as well as settlement activities associated with NCPA Power Management’s Service Customers. Other responsibilities include tracking and meter data management validation duties, GHG (Greenhouse Gas) monitoring and analysis, analysis and testing associated with new CAISO market initiatives, and comprehensive analytic or technical studies, as required, including proceedings before state and federal regulatory agencies and public officials. This is a full journey-level position capable of performing all the duties and responsibilities of the Settlements Analyst I. Performs the full range of duties as assigned, receiving only occasional instruction, training, or assistance as new or unusual situations arise. Additionally, incumbents perform a variety of assigned complex technical and professional work in the areas of power accounts settlements, budgeting, systems development, and audit. Incumbents also provide technical analysis and assistance to staff, Members, contractual participants, and others, as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsibilities:
Provides technical advice, functional instruction, and guidance to less experienced Power Settlement staff as needed. Trains new Power Settlements Analysts and cross trains as roles evolve. Recommends personnel actions. Prepares and presents training/tutorials on All Resources Bill, Pre-Bill process, Power Settlement processes overall, and various other topics, as needed, in person or via webinars (s) to NCPA Members and Project Participant staff.

Serves as subject matter expert, working with Information Services, on Power Settlements application requirements, such as All Resources Bill enhancements, and testing system enhancements in development.

Implements and operates complicated power settlements systems. Prepares complex analytical reports and supporting documentation.

Provides analysis, integration, and implementation of new energy market initiatives and/or customers/Scheduling Coordination accounts (e.g., ISO, Western Energy Imbalance Market (“EIM”), renewable generating resources, Community Choice Energy/Aggregators (“CCE”).

Monitors settlements associated with Renewable Energy Credits and acts as or provides support to NCPA’s Qualified Reporting Entity representative; registers credits on the Western Renewable Energy Generation Information System (“WREGIS”) or its successor.

Monitors settlements functions of Western capacity and energy allocations, market purchases and sales, Pool transmission activity, and other transactions as they occur; Prepares or reviews power settlement transactions for proper budget classification.

Conducts special studies requiring complex, voluminous, and detailed analysis of power costs and revenues. Recommends operational changes that provide better value to Members and Participants.

Coordinates and participates in the development, analysis, and monitoring of the Agency's power supply budgets. Acts as power settlements representative to other department managers and supervisors in regard to cost summary and budgetary reports.

Assists with the implementation of systems, policies, and procedures and special projects requiring highly technical study and analyses. Recommends changes or modifications to methods or systems as applicable.

Assists with formal budget and other presentations to upper management and the governing body.
Performs special assignments for the Power Settlements Supervisor or others as assigned, including preparation of testimony and exhibits for presentation before state and national regulatory proceedings.

MINIMUM QUALIFICATIONS

Education and/or Experience
Bachelor's degree (B. A.) from a four-year college or university with an emphasis on quantitative analysis, plus four (4) years of prior experience as a Power Settlements Analyst I or an equivalent combination of education and experience.

KNOWLEDGE AND ABILITIES 
Knowledge:
Knowledge of California Independent System Operator settlements procedures for tariff services and Metered Subsystem services; NCPA settlements procedures for scheduling coordinator services and the ten-member power pool; California Energy Imbalance Markets; NCPA’s Western (WAPA) contracts
California’s Green House Gas rules; CARB renewable energy credits; Knowledge of NCPA settlements procedures for scheduling coordinator services and the ten-member power pool.

Abilities:
Ability to retrieve detailed records and summary-level data from NCPA’s Oracle database systems through the use of Structured Query Language (“SQL”) statements in proprietary software (e.g., SAS, Toad, SQL Developer, Oracle Database Connection [“ODBC”]) and process through proprietary or open-source software programming applications (e.g., SAS, Visual Basic for Applications [“VBA”], R, Python, Excel workbooks); Ability to read, analyze, and interpret CAISO tariff, NCPA operating agreements, and contracts, standard industry power purchase agreements, technical procedures, and governmental regulations; Ability to write reports, business correspondence, and procedure manuals; Ability to present information effectively and respond to questions from groups of managers, clients, customers, and the general public; and the Ability to analyze and interpret settlement formulas expressed in summation notation.
