The City of Brisbane is currently recruiting Police Officer candidates at the Academy Graduate and Lateral level.  Police Officers are responsible for performing a wide variety of law enforcement duties involving the prevention of crime, protection of life and property, and the enforcement of laws and ordinances; control traffic flow and enforce state and local regulations; perform investigative work and other related police work assignments.  Duties and hours will vary with assignments.  A full job description is available online at www.brisbaneca.org.

The Brisbane Police Department strives to meet the expectations of our citizens and preserve their quality of life by working under the Community Oriented Policing and Problem Solving (COPPS) strategy, partnering with the community to solve problems.  Our dedicated staff consists of 13 sworn positions reporting to our Chief of Police.  Specialty assignments include School Resources Officer, Traffic Officer, Detective and North County SWAT.

Qualifications:

For all candidates:

1. Minimum 21 years of age
2. U.S. Citizen or Permanent Resident Alien who is eligible and has applied for citizenship
3. Graduation from an accredited or approved U.S. high school or equivalent
4. Possession of California Driver’s License and able to maintain satisfactory driving record
5. Able to meet POST standards of adequate physical stature, endurance and agility.
6. Free from felony convictions or domestic violence convictions

Academy Graduates:  Possess a certified POST Basic Course Completion Certificate of at least 800 hours issued within the past three years.

Academy Attendee:  Currently enrolled in a POST Basic Academy of at least 800 hours as a “non-affiliate.”  (Must successfully complete academy to be appointed)

Lateral Candidates:  Completion of POST approved Basic Academy and actively employed by a California Law Enforcement Agency as a Peace Officer within the past 12 months, has successfully completed probation, and possesses a POST Basic Certificate of at least 800 hours. 

SALARY:  $8,814.69 - $9,255.41 - $9,718.17 - $10,204.08 - $10,714.28 per month. Appointments to this classification are normally made at the first step of this five-step salary range.  Candidates are also eligible for additional salary incentives including Holiday Pay, Education Incentives, and other special assignment pays. 

BENEFITS: This position is eligible for benefits under the Brisbane Police Officers Association Memorandum of Understanding.

SELECTION PROCESS:

Applications will be screened for completeness.  After an initial screening of applications, those applicants that meet the minimum qualifications and appear to best meet the Department’s need will be invited to participate further in the recruitment process and will be contacted for an oral panel interview.   Candidates must receive a score of 70% or higher on the oral interview exam to be placed on the initial eligibility list.  A limited number of candidates from the eligibility list will be invited for an interview with the Police Commander and Police Chief.  Depending upon the number of candidates in each recruitment set, this process may be altered.    After a mutual interest has been established, a thorough background investigation will be conducted, including fingerprinting and a polygraph.  Upon successfully passing the background investigation, candidates must successfully complete a psychological evaluation, a medical evaluation, and provide proof of legal right to work in the U.S. prior to appointment.  The Police Chief will make the final recommendation for appointment.

Role description

Under direction, the 2595 Senior EAP Counselor provides direction and supervision to counselors providing organizational wellness services and engaged in direct client counseling; provides clinical assessments, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems; conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Participates in the selection of, trains and evaluates a team of journey level counselors.
2. Provides clinical assessment, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling to family members and significant others as appropriate.
3. Educates employees, managers, supervisors, and union personnel regarding employee assistance program service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program; directs the development of programs, resources, and EAP initiatives.
4. Provides consultation to managers, supervisors, union personnel, human resources professionals, clinical specialists, and family members regarding specific issues of individual employees in conformance with program and confidentiality policies; recommends specific methods or techniques for resolving performance problems, including appropriate managerial and supervisory interventions.
5. Directs development of, creates, and facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
6. Provides crisis intervention, trauma response, and mediation/conflict resolution services as necessary.
7. Leads evaluation efforts to determine the effectiveness of the overall program and specific services provided and prepares the reports.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

THE POSITION

POSITION

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.  A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

QUALIFICATIONS

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,252 - $8,059 per month
• Medical Benefits: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) into a MissionSquare 457 deferred compensation plan

Experienced & (Currently Employed) Lateral Applicants: Priority will be given to qualified lateral and experienced applicants. The most qualified applicants based on background and experience as evidenced by their application, will be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

Entry-level applicants:   Applicants who meet the minimum qualifications may be invited to take an online Dispatcher test and will be notified by email of their scheduled testing date.  The most qualified applicants based on background and experience as evidenced by their application, and those with a passing score on the online test may be invited for an oral board interview, which is weighted 100%.  To be placed on an eligibility list, an applicant must receive a passing score of 70 or more from each panel member.

A thorough background check, as well as a physical, including a drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. Under general supervision, Police Officers will patrol an assigned beat, protect life and property, prevent crime, maintain order, enforce laws, ordinances, and constitutional mandates, perform investigative work in detection of crime, perform public service tasks, and work varying hours and shifts.

Basic Examples of Duties

Duties may include, but are not limited to the following:

• Patrols an assigned area of the City by car, foot or as designated by the Police Chief, divisional commander or line supervisor.
• Maintains law and order, responds to emergencies as directed by radio and telephone.
• Investigates unusual or suspicious conditions, directs traffic, investigates traffic accidents, administers first aid, gives assistance to the injured.
• Makes arrests, serves subpoenas and warrants, guards prisoners, conducts interviews, notes and report unsafe conditions, prepares evidence and appears in court, searches for stolen property and lost persons.
• Gives information to the public regarding laws, ordinances, traffic safety, directions and available public services, issues citations to traffic violators, writes reports of daily activities and action taken.
• Investigates vice conditions, analyzes facts, clues and evidence and makes investigations to determine law violators and their whereabouts.
• Maintains effective working relationships with other law enforcement agencies, employees and the public.
• Operates the radio and other communication equipment, protects the life, property, public order and constitutional rights of all citizens.
• Adheres to the California Peace Officers Standards and Training Code of Ethics.
• Works varying hours and days of the week.
• May take on additional duties as requested, such as field training officer or instructor in one or more areas including, but not limited to firearms, defensive tactics, hostage negotiations and canine handling.
