The Revenue Accountant position is part of the General Ledger and Financial Reporting unit within the Finance Section. The General Ledger and Financial Reporting unit maintains financial integrity over the general ledger accounts, oversees toll revenue from the seven state-owned toll bridges and from the express lanes, prepares the Annual Comprehensive Financial Reports (ACFR) and other stand-alone financial statements, and works closely with the auditors for the annual audits.

Under the supervision of the Toll Revenue Supervisor, this position prepares toll revenues from the seven state-owned toll bridges and from the express lanes. This process includes preparing daily toll revenue entries and monthly toll revenue and traffic reports; reviewing trial balance from the Regional Customer Service Center to record into BATA financial statements; researching and investigating variances; recording and analyzing the data; working with the Electronic Toll Collection (ETC) unit, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting; reviewing and reconciling the general ledger accounts; and performing other job-related tasks or assignments as required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in accounting, public administration, business administration, finance or related field, including completion of a minimum of 24 semester hours in accounting.  A Master's degree is desirable.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)  

Experience: Three years of increasingly complex professional accounting and auditing experience, with demonstrated proficiency in overseeing at least one major accounting program area; including the equivalent of two years as an Accountant/Auditor I for MTC.

License/Certificate: 
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the supervision of the Toll Revenue Supervisor, the Revenue Accountant will prepare the toll revenues from the seven state-owned toll bridges and from the express lanes.  This process includes, but is not limited to, the following:

• Prepare daily toll revenue entries.
• Prepare monthly express lanes and other revenue entries.
• Prepare monthly toll revenue and traffic reports by bridges. Coordinate the overall toll revenue reporting.
• Reconcile and identify toll revenue variances and investigate the reasons for the differences.
• Summarize the individual bridge reports into the monthly consolidated toll revenue report.
• Perform complex monthly reconciliation of revenues by bridge and adjust as appropriate.
• Perform monthly reconciliation between General Ledger and service center trial balance and various reports.
• Analyze, classify, and determine proper accounting treatment of toll transactions. Allocate and segregate toll revenue by programs. Coordinate and record financial entries into the financial system in accordance with accounting principles.
• Perform analysis and management studies of accounting requirements and participate in the decision-making process to resolve financial issues.
• Establish and maintain strong, collaborative relationships with ETC revenue section, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting.
• Assist in other monthly financial close activities, year end close, and with the annual audits.
• Prepare year-end schedules for audit and provide documentation for auditors as necessary.
• Assist in the preparation of Accounting Comprehensive Financial Report (ACFR).
• Perform other job-related duties as assigned by the Section.

The Assistant Director, Financial Reporting and Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of the general ledger and financial reporting group; as well as production and publication of financial reports for the agency and its component units.  The Assistant Director will provide oversight in the development and/or review of policies and procedures for proper accounting and financial reporting of capital assets.  In coordination with internal stakeholders, this position will assist in developing and evaluating the internal controls associated with accounting and financial reporting of financial transactions.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the financial reporting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial statements and communicate important financial information clearly to all entities. The Assistant Director will perform other job-related duties as needed or assigned by the section.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Accounting Section Director, the essential duties and responsibilities of the Assistant Director include, but are not limited to, the following:
 
Examples of Essential Functions

• Manage internal accounting controls for General Ledger. 
• Oversee all month end, quarterly, and annual G/L journal entries. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements. 
• Prepare monthly financial statements and related reports for the Agency and all its component units and Commissioners and Boards of Directors; as well as various external reports such as State Controllers and National Transit Database. 
• Plan, organize, and perform assessments to ensure administrative, accounting, and internal controls exist and are properly functioning. 
• Manage all external financial and governmental/grant audits including the preparation of Annual Comprehensive Financial Reports and Single Audit Reports. 
• Work cooperatively and collaboratively with MTC staff and external stakeholders;
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including, establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. Ensure EEO policies and procedures are followed. Coordinate staff training and professional development. 

Examples of Duties

• Monitor and ensure timely identification and compliance with evolving governmental accounting standard pronouncements, provide Generally Accepted Accounting Principles (GAAP) interpretation and prepare technical memorandums that document issues in a clear, logical, and comprehensive manner. 
• Research, interpret, implement, and enforce GASB standards and pronouncements. 
• Oversee the accounting and reporting of capital assets and projects and grant transactions. 
• Ensure compliance with federal and state grant accounting regulations and conditions. 
• Review accounting journal entries and ensure the accuracy of information. 
• Oversee the production of monthly financial statements/reports. 
• Oversee compliance with audit recommendations. Maintain records and audit reports for follow up audits and to monitor compliance with recommended changes in policy and procedures. 
• Review the Annual Comprehensive Financial Reports for all business units and update the report with the various notes as they relate to each of the business units. 
• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested.
• Evaluate job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities.

The Assistant Director of Budgets and Financial Planning and Analysis, under the direct supervision of the Section Director, will have management and oversight of capital and operating budgets for the Metropolitan Transportation Commission (MTC), the Association of Bay Area Governments (ABAG) and its affiliated entities, contracts management, grant compliance and reporting operations, the Overall Work Program, manage and account for budget to actual financial operating activities, develop and maintain financial forecasting models, maintain existing and ongoing internal controls, develop and implement internal controls, staff management and training, and career development and succession planning.  In coordination with internal stakeholders, this position will assist in developing an internal budget and grant management committee and collaborate with staff in maintaining grant management and reporting compliance requirements.

Directly and through management delegation to budget staff, this work includes organizing, managing, coordinating, and monitoring capital and operating budgets, leading and providing oversight in the preparation of MTC’s Overall Work Program (OWP) per Federal and State government funding requirements, provide grant oversight, and financial reporting analysis for all agency entities. This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the budget team and  overall relationship with agency Sections and program staff; coordinate with various outside agencies; analyze financial statements and communicate important financial information clearly to staff, the Executives, internal and external stakeholders, committee, commission, and board members.

The Assistant Director of Budgets and Financial Planning and Analysis in coordination and collaboration with staff, grant award subrecipients, and other agencies, will support and manage all administrative responsibilities and compliance requirements for grant awards and funding sources. This position will lead efforts in cross-departmental coordination with MTC business units (Contracts, Finance, Legal, project managers, etc.) to ensure funding is effectively and efficiently managed from pre-award to project closeout. Prior experience with grant and contract administration and knowledge of federal and state grant compliance is required.

The incumbent will be a professional with exceptional analytical and management skills, who can organize, prioritize, and process large volumes of financial and grant information timely and accurately, on budget and with intense attention to detail. Operating and Capital Budget Management for all Entities and Funds

• Plan, organize, analyze, monitor and compile the preparation and development of complex capital and operating budget schedules
• Assist with budget projections and tracking revenue and expense trends
• Manage the posting, balancing and reconciliation of the general ledger and subsidiary accounts; ensure all transactions comply with accepted accounting practices
• Manage, direct, develop and review work completed by budget staff
• Work cooperatively and collaboratively with MTC staff and external agencies
• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested
• Develop, analyze and interpret budget policy and procedure, directives, regulations; maintain budgetary records in compliance federal, state and local regulations and requirements
• Develops, recommends, and implements policies and procedures related to operating and capital budget management, including providing primary leadership on developing, maintaining and updating the budget policy and procedures manual.  
• Train relevant stakeholders on the budget process including monitoring and budget amendments
• Recommend budgetary adjustments and develop narrative justification to support unanticipated changes in operations and/or funding to include preparation, analysis and administration of budget transfers and appropriations to/from fund balance; advise on the propriety and legality of using funds for specific purposes
• Determine the propriety and cost effectiveness of funding requests and expenditures through review of budget and accounting transactions and analysis of productivity, workload and program accomplishments, and funding availability 
• Execute and oversee weekly, monthly and/or quarterly reviews such as budget variance analysis, short and long-range forecasting; review and investigation of financial entries, documents, and reports for errors and inconsistencies
• Develop complex financial models utilizing Excel, Business Analytics, trend analysis, proformas, the collaborative process, etc.
• Assist and advise in the preparation and monitoring of the Capital Improvement Program

Grant Management and Reporting Compliance

• Monitor grant programs for required reporting and program compliance
• Coordinates with staff to ensure adherence to grant management workflow processes and that programmatic, fiscal, and regulatory requirements are consistently met 
• Develops, recommends, and implements policies and procedures related to grants management, including providing primary leadership on developing, maintaining, and updating the organization’s Grants Management and Administration Manual
• Develops the organization's annual grants project plan; and assigns and monitors the work of staff engaged in grants management activities, including grant application review and approval, grant award acceptance, budget-to-actual performance, and compliance reviews
• Oversees the development of the Cost Allocation Plan and departmental indirect cost rate proposals; and assists in interpreting the methodology behind the development of indirect cost rates for all departments
• Analyzes and interprets guidelines and funding requirements for grants and other funding sources 
• Performs highly complex analysis, evaluation, and review of grant revenues and expenditures 
• Provides technical assistance to staff and departments in application procedures, post-award approvals, and use of the grants management database(s)
• Acts as a liaison to federal, state, and local grantors/funding agencies
• Coordinate with staff and departments in the preparation, reporting and compliance requirements, and monitoring of the Overall Work Program (OWP) and subsequent amendments and provide to Caltrans, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) for review, comments, and approval

Staff Management and Career Development

• Lead, direct, and develop workplans for budget staff, ensure adherence to the organizations policies and procedures
• Manage and career develop staff, monitor performance, and provide immediate, frequent as well as annual performance feedback, training, and ongoing succession planning
• Manage deliverables and deadline adherence

The total salary range for the Council Policy & Legislative Director classification is $68,619.98 - $109,791.76 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.  

The Mayor serves as the political leader of San José, and under the City Charter, is responsible for recommending policy, program, and budget priorities for the City. The Office of Mayor-elect Matt Mahan is recruiting for a full-time Council Policy & Legislative Director and seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, make recommendations, and develop action plans for meeting the Mayor’s policy objectives. Experience and knowledge of public policy in homelessness and affordable housing is highly desirable. Bilingual language skills (Vietnamese, Spanish, and/or Chinese) both oral and written skills are desirable, but not required. 

Responsibilities for the position may include, but are not limited to the following:  

• Leads initiatives within an assigned policy portfolio, with a focus on policies related to affordable housing, homelessness, and neighborhood quality of life. Drives policy priorities through government and legislative process. Research best practices on assigned policy portfolio. 
• Gathers background information relative to issues pending before the City Council, most notably on affordable housing development, homelessness, and matters pertaining to neighborhood quality of life. 
• Drafts routine to complex correspondence, memoranda, and reports which articulate the Mayor’s housing policy initiatives. 
• Prepares or assists in preparation of speeches and talking points for the Mayor. 
• Develops and maintains positive working relationships with council offices, city staff, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office.

Position and Duties  

The City Manager’s Office is recruiting for an Assistant to the City Manager position to serve as an Operating Budget Coordinator to help guide and facilitate the development of the City’s Operating Budget.  This is an unclassified, salaried position, which means that the position is not part of the Civil Service system.  This management position is not represented by a bargaining unit.  This at-will position reporting to the Assistant Budget Director is limit-dated through June 30, 2023, and is anticipated to be considered for further extension into the 2023-2024 fiscal year.

The Operating Budget Coordinator will play a key role in developing and managing issues related to the  City’s annual operating budget.  Serving as one of two Operating Budget Coordinators, the ideal candidate for this new position to the Budget Office’s senior leadership team possesses the technical budgeting and strategic management skills necessary to provide additional capacity within the Budget Office for complex budgetary development and problem-solving activities while simultaneously ensuring accuracy of budget recommendations and publications. 

In support of the Budget Director, the incumbent will help coordinate key aspects of the operating budget development and modification processes, and will be responsible for the accuracy and issue management of significant portions of the City’s budget.  The position is expected to self-initiate, design, and implement projects to improve budgeting processes and outcomes, and will often be called upon to craft effective written communication of complex financial, budgetary, and operational information in a manner clear and accessible to the City Council and members of the public. 

Key Responsibilities

This position is responsible for the following:

• Shares responsibility with another Assistant to the City Manager in facilitating operating budget development and adjustment processes, with anticipated oversight of all non-personnel expenditure budgeting.
• Manages and ensures accurate implementation of the General and Special Fund budget balancing strategy for each budgeting process, including the Proposed Budget, Mid-Year Budget Review, Year-End Clean-up Actions, and Annual Report.
• Leverages the analytical and reporting functionality of the Hyperion budgeting platform to improve budgeting processes, monitoring and outcomes, and conducts regular training of departmental staff.
• Working collaboratively with City departments and Budget Office senior leadership, solves complex operating budget issues, mindful that competent and quick resolutions positively impact service delivery to the community.   
• Coordinates memorandum review activities and provides staff support for budget/fiscal implications for all City Council memoranda.
• Monitors economically-sensitive information affecting various City funds.
• Effectively supervises and motivates a team of Budget Office staff to ensure timely and accurate completion of assignments. 
• Ensures alignment of the Capital Program with City Council priorities, policies, and budget principles and City Manager directives and budget guidelines.
• Authors, reviews, and edits budget documents, reports, memoranda and briefing materials for the capital budget.
• Studies City organizations, operations and services to make recommendations to improve quality and effectiveness of service delivery. 
• Resolves and facilitates major issues which are confidential, controversial or of major significance to the organization.
• Represents the Budget Office or City Manager’s Office as assigned at public events including community groups, City Council sessions, and Committee meetings.

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.  The salary range for the Senior Executive Analyst classification is $94,224.88  – 143,942.32.00 and with the 5% non-pensionable pay, the salary range is $98,936.13 - $151,139.44.

The Senior Executive Analyst (SEA) is a manager level classification and plays a critical role in developing Analysts and guiding them with their assignments.  The SEA position is distinguished from a Budget Analyst position primarily by the scope and complexity of their assignments, the supervisory role they play, and the ability to independently perform their work. The incumbent will be responsible for operating and/or capital budgetary analysis assignments for a City Service Area (CSA) and several City departments, including assisting their assigned CSA/departments in developing and monitoring their operating/capital budgets; analysis of revenues and expenditures; coordination and presentation of budget information to the City Manager; preparation of the City's annual Operating and/or Capital Budgets; review of budget-related departmental requests; collaboration with departments to resolve budgetary issues; review of City Council memoranda for budget implications and appropriate budget language, conducting research on budget and policy-related matters; and special projects as assigned. During critical times of the year, you will be expected to work overtime, both weeknights and weekends, for the preparation and release of several key budget documents.
