DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
•  Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required

THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for up to four (4) interns who will assist on various municipal projects. Positions are considered for the following fields of interest:

• Capital Improvement Program (CIP) – Civil engineering majors with an interest in capital improvement projects, design of civil infrastructure, and construction delivery procedures. Assist with project standards, standard specifications and drawings, CAD drafting, plan review, construction cost estimates, data collection and analysis.

• Transportation Planning/Traffic Engineering – Civil engineering majors with an interest in parking, transportation, and traffic engineering. Assist with creating parking zone signage, mapping, program evaluations, document organization and filing, field data collection and analysis, traffic studies, and plan reviews.

• Clean Water Program (CWP) – Civil engineering majors with an interest in water resources, sanitary sewer rehabilitation, design, construction. Assist with project standards, standard specifications, plan review, construction cost estimates, data collection and analysis, and construction site visits.

• BA/BS Candidate or MA/MS Candidate in civil engineering or related field as described above is highly desirable
• Strong analytical, writing, research, and verbal skills; effective written and oral communication
• Valid California Driver’s License (Class C)

• Ability to learn new information quickly
• Proficiency in Microsoft Office applications (Excel, PowerPoint, Project) and web-based resources
• Ability to plan, organize and coordinate workload
• Ability to work independently and within teams
• Exhibit a positive attitude and flexibility in accepting assignments
• Adobe Acrobat Pro, AutoCAD, Google Earth, or ArcGIS experience is highly desirable
• Writing experience for webpages, social media, and outreach material is highly desirable
• Experience with interpretation of technical information and statistics

The primary duties will depend on the intern’s assigned position and associated field of interest and may include the following:

• • Assisting engineering project managers with administrative or technical tasks
  • Drafting engineering plans/standards in AutoCAD
  • Creating map displays using Google Earth or GIS
  • Gathering, compiling, and presenting data for engineering and construction projects
  • Organizing and tracking inspection reports, testing results, invoices, and other construction documentation
  • Conducting field assessments of the condition of streets, drainage/collection systems, and other infrastructure
  • Investigating and proposing responses to questions or inquiries from residents
  • Assist in other areas such as procurement, communication, public outreach, and public surveys.

In addition, the intern may work on a variety of other projects depending availability and workload.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

POSITION

The City of Seal Beach is seeking a skilled Accounting Technician that will serve as the liaison between the City, vendors, customers, and staff regarding invoices. The Accounting Technician will process accounts payable and/or accounts receivable invoices, business expense reimbursements; warrant requisitions; and generate bank transmission files and warrant registers.  Under general supervision, performs difficult and responsible accounting support and administrative work in the Finance Department; participates in the preparation, review and adjustment of accounting records related to accounts payable, accounts receivable, purchasing, payroll, utility billing, insurance billing, budgeting, and other functions; and does related work as required.  

The ideal candidate for this position will provide excellent customer service, demonstrate strong attention to detail, and be a team player. The Accounting Technician should possess strong technical skills and have experience working with various software systems in order to analyze data and conduct research. This person should also have excellent communication, accountability, and organizational skills.

DISTINGUISHING CHARACTERISTICS

The Accounting Technician is distinguished from accounting clerical personnel by its specialized knowledge of technical accounting methods and procedures. The Accounting Technician is differentiated from the Senior Accounting Technician, which exercises lead direction over accounting clerical staff and has responsibility for the preparation and reconciliation of a broader range of accounting and financial reports and audit schedules. 

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

1. Processes Accounts Payable and/or Accounts Receivable invoices, verifies  authorization signature, and balances weekly totals. Verifies accuracy of invoices and related supporting documents.
2. Inputs and edits vendor/customer invoices, Capital Improvement Project (CIP) billings and utility billings. Verifies batch edits for accuracy, reconciles and posts batch edit reports. Researches and matches vendor invoices to receiving documents for payment.
3. Reviews, prints, and processes warrant requisitions. Ensure accounts are coded correctly and recorded.
4. Prints checks, remits payments, balances and distributes check registers. Audits check copies for errors and appropriate back-up. Matches supporting documentation with checks to validate check issuance.
5. Acts as liaison between the City and its vendors/customers. Obtains information from vendors/customers regarding statements and invoices. Provides information regarding payments and related issues. Research questions and resolves problems.
6. Processes monthly journal entries. Reviews and distributes aging reports.
7. Handles the cashiering function for all City revenue; receives payments from mail and walk-in customers; records incoming revenue for the city including utility bills, accounts receivable, invoices, collects and accounts for money; issues receipts; reconciles cash receipt batches and prepares daily deposits.
8. May support utility billing for utility service by telephone, correspondence and in person; analyze customer records to establish appropriate deposit amounts from written guidelines for new and existing utility users and prepare deposit refunds for manager approval.
9. Use various computer systems extensively to post payments; enter data of new utility customers and make data changes; interact with customers, coordinate with service and billing divisions, obtain other information to assist customers, research, and use discretion to determine deposit and restoration of service requirements.
10. Perform financial transactions including processing or transferring payments, refunding credit amounts or deposits, adjusting charges and/or deposits, reversing payments, issuing refunds, and adjusting service fees.
11. Reviews and adjusts accounting and budgeting entries; assures that proper account numbers, rates and deductions, purchase orders, or payment information has been provided.
12. May audit fee payments and aging reports for cash and electronic transactions.
13. May conduct business research to identify entities requiring licenses, including analysis of sales records, tax returns, and other data sources.
14. May train other accounting and office personnel regarding accounting procedures.
15. May perform other duties as assigned.

The City of Foster City has an opening for a Engineering Intern in the Public Works Department. The position is part-time with flexible scheduling, up to 980 hours per fiscal year, and no benefits provided. The department is interested in candidates for the summer or candidates who can start as soon as possible.  

Important and Essential Responsibilities: 
Daily responsibilities will include works directly with the Public Works staff, populating the Geographic Information Systems (GIS) database, and performing indexing and data entry. Other duties may include providing project assistance to technical and engineering staff related to capital improvement projects, researching, CAD drafting, plan review, data collection and analysis, permit issuance, and compiling information from various sources, and providing administrative or other support in the Public Works Department. 

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

• Education: Graduation from high school. A degree or degree in progress in Engineering program in a school or university is required.
• Experience:  No experience is necessary; 6 months of paid or documented volunteer experience in a municipal agency is desirable.

Licenses, Certificates, Registration: 
Possess a valid California Driver's license with a good driving record.

Salary will be determined by experience and education.
