 THE POSITION  

The Community Development and Transportation Department (CDT) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development and Transportation Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Shadowing and assisting Planning staff during counter hours
• Maintaining a database of Planning permit records and files to serve an online permit viewing tool;
• Conducting research for various strategic planning studies that could include: Central Redwood City Master Plan, an Accessory Dwelling Unit Showcase, and Historic Preservation Ordinance;
• Investigating opportunities for increasing public involvement in Planning Division activities;
• Investigating opportunities for new methods of communicating with the public using social media, videos, and newsletters
• Preparing updates to documents, forms, handouts and other materials;
• Other appropriate tasks as needed.

About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting with community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents regarding Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in planning research, analysis, and written communication.  The expected start date for the interns is on or after July 8, 2024. We have limited flexibility to change the start date.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Perform a full range of professional level engineering duties in support of the City’s public works engineering projects, services, and activities including design and construction programs for City streets, storm drains, sewer lines, traffic, and related capital improvement programs.
• Perform plan check, review, and processing of plans for projects affecting City streets, sewers, drains, and related public works facilities; review engineering design and construction plans, drawings, specifications, contract documents, cost estimates, engineering calculations, and related documents prepared by consulting engineers and contractors for compliance with professional and City standards and practices; coordinate reviews with other departments and agencies.
• Prepare designs and specifications for assigned projects; develop engineering drawings, construction plans, specifications, contract documents, bid documents, calculations, and cost estimates for proposed projects; research project design requirements; prepare estimates of time and material costs.
• Act as the resident engineer on construction projects; administer contracts for assigned engineering projects; conduct site inspections during and at completion of project; monitor construction progress and changes to scope of work; discuss and recommend change orders; review and process requests for contract and final payments; prepare project close-out documents.
• Investigate field conditions related to public improvements, public utilities, and traffic safety operations; investigate field problems affecting property owners, contractors, and maintenance operations; work with public or private contractors on public improvements.
• Maintain accurate records of projects, budgets, or field observations required for the delivery of civil engineering services for the City.
• Prepare special engineering studies and reports.
• Perform survey, mapping, and data collection; evaluate data and prepare recommendations.

The Position
This announcement is for two (2) positions as described below: 

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (lead and support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City.
The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e., signals, warning beacons, regulatory signage, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements.
 
The division also focuses on multi-modal planning and implementation related explicitly to the goals and projects included with the City’s Bicycle Plan, Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, traffic control device operations, and project management and delivery is essential to success in this position.

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero);
• Conduct studies and analyses of traffic engineering projects or problems, and prepares technical reports; 
• Coordinate engineering activities with other City departments and other public agencies in the transportation related matters;
• Track and manage project budgets; 
• Manage operation of City traffic signals, intelligent transportation systems, and traffic control devices.
• Develop and review traffic signal timing parameters and coordination timing plans;
• Supervise, train, and support associate engineers; 
• Check plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure;
• Prepare and administer grant funding applications and reports 
• Conduct field and office work, 
• Supports the City’s Bicycle and Pedestrian Advisory Committee; and
• Work with the public and consultants on various projects and transportation related inquiries. 

Water and Sewer Utilities Department

The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts.  The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. The Senior Civil Engineer delivers projects with widely varied scopes, from small, customer-focused, residential projects, to large, high-profile capital improvements with City and Region-wide implications for the delivery of services well into the future.
 
Under direct supervision, the Senior Civil Engineer performs the following duties:

• Perform high-level, fast paced engineering work relating to the permitting, design and construction of water, sewer, and other utilities projects within the City.
• Review proposed public and/or commercial utilities projects for compliance with City, County, State and Federal government construction and environmental standards, design criteria, rules and regulations.
• Be a part of a dynamic small team of engineering professionals, working on delivering projects in the Water, Sewer, and Recycled Water Utilities through their entire project life cycle, including research and design, plan review, construction, operation and maintenance.
• Assist the Principal Engineer in the planning, organizing and management of the work of the Utilities Engineering Division.
• Perform technical and administrative tasks and exercise a high degree of   independent judgment and decision making in resolving problems.

Typical Duties

Duties include, but are not limited to the following:

Under general supervision:
• Conduct studies and analyses of engineering projects or problems, and prepares technical reports on matters of public interest, including City infrastructure and transportation planning activities, public works maintenance programs, public works projects and other municipal or public facilities (e.g., storm drains and sanitary sewer systems, urban roadways, bridges, traffic and transportation system, and  public buildings)
• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates) for a wide variety of municipal public works projects such as those described above
• May assist with the department’s annual and five-year capital improvement budgets and the operating budget
• Update the City Standard Specifications, Standard Details, and Design Criteria
• Supervise the management and maintenance of engineering records and drawings
• Prepare and administer grant funding applications and reports
• Oversee inspection and testing of public works projects and Encroachment Permit projects
• May manage the City’s Federal Emergency Management Agency (FEMA) Community Rating System (CRS) Program

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications
• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Five (5) years of progressively responsible experience in civil engineering office and field work performing professional level engineering work, and

Possible Substitutions
• A Master's Degree in any branch of Civil Engineering from an accredited college or university may be substituted for one (1) year of experience

LICENSES& CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Senior Civil Engineer prior to September 1, 2015 are waived of the required Registration as a Civil Engineer in the State of California

About the Opportunity

We currently have an exciting opportunity for full-time Senior Planner to join our team in Millbrae, San Mateo County.  

Your key responsibilities are:

• Managing highly complex projects on a wide range of current and advance planning topics such as mixed-use developments, implementing and updating the City’s Specific Plans
• Researching and preparing complex reports regarding long-range planning policy topics, including but not limited to, General Plan, Specific Plan, municipal code amendments, rezoning requests, and environmental review

More About You

Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field. Master’s degree in a related field is highly desirable.

The City of Foster City has an opening for a Engineering Intern in the Public Works Department. The position is part-time with flexible scheduling, up to 980 hours per fiscal year, and no benefits provided. The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department! 

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.  

DEFINITION: Under general supervision, performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

SUPERVISION EXERCISED AND RECEIVED 

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment.
