The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. A key player on this team is the Maintenance Worker. You would be joining over 500 people whose mission is to serve the San Mateo community with a collaborative, innovative and professional spirit.

What You'll Do

The Maintenance Worker position may be filled at either the I or II level based on experience. The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Work cooperatively and effectively with co-workers.

Definition:  Under general supervision, performs a variety of unskilled, semiskilled, and skilled manual tasks and related work as required in the water, streets, storm, facilities and collection system and parks divisions of the Public Works Department; safely and properly operate all equipment, tools, and vehicles required to accomplish assigned tasks; performs related duties as assigned.

Distinguishing Characteristics

This is the entry level in the Public Works Maintenance Worker series responsible for a wide variety of maintenance and construction tasks.  Work is usually supervised while in progress and fits a pattern which has been established and explained before the work is started.  Generally, changes in procedures or exceptions are explained in detail as they arise.

Duties and Responsibilities:   The duties and responsibilities listed below are illustrative only and are not meant to be a complete and exhaustive listing of all of the duties and responsibilities of the classification.

• Assists in ensuring that all City infrastructure complies with the City’s level of service standards, including all transportation systems, storm/surface water management systems, City facilities and infrastructure, and park and recreation facilities; assists in identifying and requesting assistance for maintenance projects.
• Operates a variety of hand and power tools and equipment in the performance of assigned duties including:  personnel hoists, tamping equipment, construction tools including asphalt rakes, shovels, hammers, tapping equipment, cement finishing equipment, chain saws and light mechanical equipment; ride-on and walk-behind mowing equipment; operates small trucks with manual or automatic transmissions and two-ton dump truck.
• Performs heavy labor, shoveling and lifting, in the construction and repair of landscaping, parks, sewers, streets, water and storm drain lines and services.
• Performs a variety of maintenance tasks under identified standards, policies, practices, and procedures including but not limited to: sidewalks, curbs, gutters and street pavement repair; pavement marking; sweeping; sign installation, removal, and repair; mowing; weeding; cleaning, installing, and repairing storm basins and systems; play equipment inspection and repair; maintaining public restroom facilities; landscaping; read meters; constructs forms, boxes, fences, walls, and barricades; and general building maintenance.
• Performs and responds to emergency calls including repair and installation of sewers, streets, water and storm drain lines and services; maintains the required response time in order to answer emergency, after hour and weekend calls for service.
• Cleans and maintains buildings and facilities, gutters, park pathways, floors, windows, and restrooms in parks and Civic Center complex, park equipment, streets, sidewalks, tools and equipment, parks medians, and other landscaped areas.
• Performs basic carpentry, cement work, oxyacetylene cutting and burning, and painting.
• Performs the handling and/or application of hazardous materials, fertilizers, herbicides, and other chemicals in accordance with applicable regulations and instructions.
• Maintains records of daily activities, purchase receipts, and inventories including reading meters and test samples.
• Treats all members of the public respectfully, courteously, and as a customer.
• Completes special projects as assigned; assists other departments as assigned.
• Maintains City easements and rights-of-way to be free of weeds and debris; performs upkeep of trees and vegetation.
• Properly uses construction tools including shovels, rakes, chain saws and light mechanical equipment.
• Perform related duties as assigned.

Minimum Qualifications:

Knowledge of:  Principles, practices and techniques of public works and parks maintenance and repair; basic building maintenance and repair; automatic and manual irrigation systems;  methods, practices, tools, equipment and materials associated with the work; construction, repair and maintenance techniques and applications of roads, parks, landscaping, buildings, and other public works infrastructure; knowledge of safety hazards and applicable safety precautions associated with the work; effective techniques of communication including verbal and written.

Ability to:  Think and act quickly in emergencies; understand and carry out verbal and written instructions; meet standards of work performance; meet and maintain physical requirements of the job; establish and maintain cooperative relationships with those contacted in the course of the work; respond to work at any hour of the day or night as required during a disaster or other emergency situations; adhere to prescribed policies, procedures routines and practices; carry out assignments with minimal instructions; read and understand written instructions, equipment operation manuals and other written documents associated with the work.

Maintenance Worker I

Education:  High School Diploma or equivalent GED.

Experience:   One year full-time in semiskilled construction maintenance or landscape maintenance work.

License:  Must possess and maintain a valid Class C California Driver's License with a satisfactory driving record.

Physical Requirements:

Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably.  Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying and/or handling material weighing up to one hundred (100) pounds.  Work in confined spaces and wear protective equipment.  May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and inclement weather for extended periods of time; work in conditions that may contain dust, mold and various chemicals.

Special Requirements:   

Ability to report to work at any hour of the day or night as required during a disaster or other emergency situations; must respond to the job site, within the designated time frame, in response to after hour and weekend service calls.  Carry communication equipment in order to respond to after work hours.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.

Under the supervision of the Building/Code Compliance Coordinator and the Chief Building Official/Senior Plans Examiner, the Building/Code Compliance Inspector performs work in the areas of building, electrical, mechanical, plumbing, energy, green, zoning, and residential fire protection inspections; various aspects of code enforcement; and other duties as assigned.

CLASS CHARACTERISTICS

This is the journey-level, professional class that is expected to read plans, make code interpretations, have comprehensive knowledge of construction materials and techniques, and be able to perform field inspections (both Building and Code Enforcement) on their own.

This position is distinguished from the next higher class of Senior Building/Code Compliance Inspector by the latter providing training, technical advice, and lead assistance to incumbent inspectors. The Building/Code Compliance Inspector is further distinguished from the lower level of Building/Code Compliance Trainee in that the latter is the entry-level class, and is in training, learning the full scope of the assigned duties and responsibilities.

• Inspecting residential, commercial, and industrial occupancies for compliance with building, electrical, mechanical, plumbing, energy, green, zoning and fire protection codes and standards.
• Recommending solutions or corrective actions to problems and taking follow up actions to ensure discrepancies are corrected.
• Performing various functions related to code enforcement (e.g., inspections, noticing, follow-up with owners, and research).
• Communicating effectively, both orally and in writing, to a wide variety of audiences.

• Utilizing personal computers to access the permitting system, GIS (geographic information system, various other software applications, and perform word processing functions.

The Departments

Health, Housing & Community Services

• In Affordable Housing Programs, the CDPC provides project leadership and implements a variety of programs related to affordable housing development, rehabilitation, program administration, and policy development and implementation. Candidates will have significant interaction with housing developers, owners, managers, tenants and applicants. Ideal candidates will have a solid understanding of affordable housing financing and/or housing policies and programs, resourcefulness in responding to challenges, and proficiency in drafting, negotiating and executing the mechanisms for ensuring the community's interests. 

• In Labor Standards and Employment Programs, the CDPC works to ensure the City is in compliance with relevant local and federal ordinances/regulations. The Berkeley Municipal Code (BMC) contains several locally adopted labor and employment programs. The City is also an entitlement jurisdiction, and receives an annual funding awards from the federal Department of Housing and Urban Development (HUD). 

Public Works

• In Real Property Services, the CDPC provides lead direction to staff, advises City Management on program implications of operational or financial activity, and makes recommendations regarding areas such as project restructuring, funding alternatives, and cost analysis. Incumbents have considerable latitude to exercise independent judgment, particularly when representing the City Manager or department in meetings with other agencies, boards and commissions and community groups.

• In Electric Mobility, the CDPC leads the City's efforts to fulfill the Berkeley Electric Mobility Roadmap. This plan aims to create a fossil-free transportation system that integrates with and supports the City’s ongoing efforts to increase walking, biking, and public transportation use in the City, and ensures equitable and affordable access to the benefits of clean transportation. Incumbents will organize the Electric Mobility Implementation Working Group, manage the development of City-owned electric vehicle charging infrastructure, track and develop programs utilizing emerging mobility options, and catalyze actions such as pilot projects and new best practices.

City Manager 

• In the ​​​Office of Economic Development, the CDPC provides assistance to new and growing businesses in Berkeley and the business district organizations that represent them. They will perform a range of economic data analysis, prepare reports and presentations for the City Manager, City Council, and various boards and commissions, manage Berkeley's Revolving Loan Fund, and manage contracts with one or more Berkeley Business Improvement Districts (BIDs). Incumbents will also act as liaison with various district-based business organizations to help them promote and develop their districts, build local capacity and promote positive neighborhood economic development outcomes. They will advise businesses seeking to grow in or relocate to Berkeley and link them with property owners, brokers and other sources of business assistance. 

Required Qualifications

Equivalent to graduation from a four-year college with major coursework in business, planning, or public administration or a closely related field.

AND

Four (4) years of professional project management experience in community development, such as housing, economic development, public works, or planning. Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

OTHER REQUIREMENTS: A valid California driver's license is desirable. Must be able to attend evening meetings.

DEFINITION

Under minimal supervision of the Director of Economic and Community Development or designee, through public education and enforcement, the Code Enforcement Officer seeks compliance with City Municipal codes, ordinances, conditions of approval and resolutions in planning, zoning and related areas. This is a working supervisorial position that has the responsibility of managing the Code Enforcement Unit while monitoring specific cases. Coordinates joint code enforcement activities with other City divisions and agencies. Establishes and maintains a citywide monitoring system for code enforcement cases. Attends training to achieve and/or maintain Code Enforcement Officer certification. Performs related work as required. 

EXAMPLE OF DUTIES

Investigates reported violations of municipal codes, ordinances and resolutions and, as necessary, pursues voluntary compliance or direct enforcement. Educates the public regarding code requirements. Conducts field inspections, gathers supporting evidence, maintain case files and, as necessary, prepares reports regarding violations. Effectively creates and administers a management protocol that quickly and fairly resolves code enforcement matters. Prepares compliance schedules for violators that help lead them to full compliance with respect to the severity and circumstances of the case. May prepare and present information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Coordinates joint code enforcement activities Citywide. Collects and maintains statistics on citywide code enforcement activities and prepares reports for staff, Council and others. Speaks before neighborhood and civic groups about the Code Enforcement Program, its goals and objectives. Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in the enforcement of nuisances in the building, zoning, and related codes. The Officer shall regularly report back to their direct supervisor the activities of the Code Enforcement Unit with recommendations and suggestions on how to resolve and improve operations.

MINIMUM QUALIFICATIONS

Knowledge of: Basic law enforcement and investigation techniques. Municipal codes, ordinances and resolutions related to planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, preparing and presenting reports. Fully trained in all procedures and policies related to standard code enforcement processes and best practices.

Ability to: Read, understand and interpret laws, regulations, ordinances, resolutions and other documents associated with enforcement duties. Recommend appropriate City policies for code enforcement; assist in drafting ordinances and policies as appropriate. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups. Prepare factually clear, concise and complete written reports and correspondence. Work cooperatively with the public, City officials and co-workers.

Highly developed customer service skills that facilitate tactful interaction with the public to gain voluntary compliance with City codes and with City staff and outside agencies. Identify code violations; exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the Code as it relates to planning issues. Coordinate enforcement and inspection functions with other City departments. Organize and execute a system to monitor and record City joint code enforcement activities. Follow established work procedures and practices. Work a varied schedule, independently and with initiative. Education: Possession of a Bachelor of Arts or Science Degree in Urban Planning, Public Administration, or related degree. Additional education and training in writing, public speaking and areas related to code enforcement desirable. An additional three (3) years of full-time, relevant, municipal code enforcement experience may be substituted for the Bachelors Degree.

Experience: A minimum of six years of full-time, relevant, municipal code enforcement experience, including public contact experience, requiring field investigation, public speaking and enforcement of planning and zoning codes.

Certification: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers). Certification as a Housing Inspector from the International Conference of Building Officials (ICBO) is desirable. PC 832, Module A (California Commission on Police Officer Standards and Training) or similar police training is desirable. ICBO certificate and/or training are highly desirable.

THE POSITION:

The City of San Rafael Library & Recreation Department, Child Care Division, is accepting applications for Child Care Instructor II to work in our School-Age Programs at Mary Silveira and Vallecito Children’s Centers.  Under the supervision of the Child Care Director, the Child Care Instructor II will provide developmental care and supervision to children enrolled in the childcare program; implement age-appropriate curriculum for children; establish and maintain supportive relationships with children and parents.  Incumbents in this position assume primary responsibility for planning, scheduling, and organizing curriculum and other activities for childcare participants.  In the absence of the Child Care Director, the Child Care Instructor II may assume those duties.

This position performs the following essential job duties (including but not limited to):      

• Plan, implement and supervise enrichment and recreation-based programs.
• Develop age-appropriate curriculum and activities to stimulate children’s cognitive skills, abilities, and development.
• Evaluate needs of children, staff, and site to maintain a safe and healthy environment for children and staff.

THE POSITION:

The Library and Recreation Department (Child Care Division) is recruiting for a full-time Child Care Instructor II position in their Preschool Programming at Parkside Preschool.  Under the supervision of the Child Care Center Director, this position will provide developmental care and supervision to children enrolled in the childcare program; implement age appropriate curriculum for children; establish and maintain supportive relationships with children and parents; and other related duties as assigned.

This position performs the following essential job duties:      

• Plan, implement and supervise developmental preschool programs.
• Develop age-appropriate curriculum and activities to stimulate children’s cognitive skills, abilities and development.
• Evaluate needs of children, staff and site in order to maintain a safe and healthy environment for children and staff.
• Supervise the activities of children and records observations of children’s behavior and activities; monitor behavioral patterns and develops assessment and profiles.
• Schedule parent conferences to discuss children’s development and concerns; work with family to devise learning and development strategies as necessary.
• Maintain accurate attendance and enrollment records; maintain appropriate confidential records.
• Supervise and coordinate the work of subordinate childcare staff.
• Monitor and order classroom supplies and materials as needed.

To be eligible for this position you must have knowledge of: 

• Early Childhood Development
• Curriculum models such as CLASS and Pyramid training
• Classroom management techniques
• Appropriate disciplinary techniques
• Oral and written communication skills
• Group leadership and teaching skills

To be eligible for this position you must possess the ability to:

• Plan and implement curriculum based on principles of Child Development.
• Supervise and coordinate staff and children.
• Establish and maintain positive working relationships.  Work cooperatively to achieve program goals.
• Interact and communicate effectively, both verbally and in writing, with children, parents, staff, host school and community members.
• Manage time, activities and resources effectively.
• Work as scheduled.

EDUCATION and/or EXPERIENCE: 

• Completion of twelve (12) units of Early Childhood Education (ECE) courses.     
• One year working with children in a Preschool setting.

SPECIAL REQUIREMENTS:

• Department of Justice and FBI fingerprint clearance
• Prefer possession of a valid California Driver’s License

PHYSICAL DEMANDS:   

Must be able to perform physical activities such as but not limited to:  lifting or carrying children or heavy items (up to 40 lbs.) unassisted, reaching, bending, standing, or walking.  The employee is occasionally required to sit, climb or balance, twist, stoop, kneel, crouch or crawl.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

The City of Menlo Park is currently accepting applications for Child Care Teacher I/II.   

These positions are part-time (20 hours a week) and provide a flexible work schedule. We are looking for candidates that enjoy teaching & working with preschool and school aged children. The working hours are Monday through Friday.
