The Metropolitan Transportation Commission (MTC) is the transportation planning, financing and coordinating agency for the nine-county San Francisco Bay Area.  MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area.  MTC provides services to the Association of Bay Area Governments (ABAG).  For more information about MTC, visit www.mtc.ca.gov.      

The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Working closely with agency Sections and program staff, this position will perform a variety of complex analytical and administrative work supporting effective financial and grants management of ABAG and its affiliated entities.

SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills and abilities:

Knowledge of: 

• Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Financial Accounting Standards Board (FASB);
• Advanced knowledge of principles and best practices of governmental fund accounting, budgeting, contract administration, and grant management;
• Federal and state grant rules and regulations and reporting requirements including OMB super Circular 2CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit requirements for Federal Awards);
• Function, capability, application and operation of computer-based financial accounting systems;
• Applicable federal, state, and local laws, codes and regulations.

Skills and Abilities 

• Plan and organize work activities; effectively manage multiple tasks;
• Analyze and interpret complex contract and grant documents;
• Critical and analytical thinking;
• Perform both complex and routine accounting and financial analysis work with speed and accuracy;

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education:  A Bachelor's degree in accounting, business administration, finance or related field.  A Master's degree is highly desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.   

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

• Experience working with Boards and Commissions
• Experience with federal and state grant management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.
• Conduct variance analysis, identify key performance drivers, and provide explanations for budget deviations.
• Review and monitor grants, from grant application to project closeout, including grant compliance, reporting requirements, and financial management.
• Maintain accurate up-to-date tracking of contract and purchase orders and identify available budget and variances.
• Establish and maintain strong, collaborative relationships with project managers and other departments.
• Assist in developing, recommending, and implementing policies and procedures related to budgeting and grants management. 
• Perform other job-related duties as needed or assigned by the Assistant Director or Section.

Deputy District Attorneys perform professional legal services in the prosecution of a variety of criminal and/or civil matters on behalf of the District Attorney and perform other related work as assigned.

Deputy District Attorney I-II-III:

• Level I – This level is assigned to attorneys who have no previous legal experience.  Attorneys at this level work under close supervision. Applicants who have taken the California State Bar Exam this year and are waiting for results are encouraged to apply.

• Level II – This level is assigned to attorneys with at least one year of experience in the practice of law, who have demonstrated sufficient professional knowledge, judgment and skill to begin handling cases under general supervision. 

• Level III – This level is assigned to attorneys with at least four years of experience in the practice of law, who have demonstrated sufficient professional knowledge, judgement and skill to handle the most difficult and complex cases under limited supervision.

Examples of Duties: 

• Reviews and evaluates law enforcement reports and associated information and makes decisions whether to prosecute, negotiate or dismiss.      
• Appears in Superior Court for all criminally related court matters, including, pre-hearing conferences, sentencing, preliminary hearings, motions, and court and jury trials.
• Interviews witnesses and victims of criminal, domestic violence, and other offenses; reviews and evaluates physical evidence, views crime scenes; discusses cases with law enforcement; evaluates cases for settlement purposes and creates strategies for trial.
• Performs legal research regarding a variety of anticipated legal issues; provides advice to law enforcement staff regarding applicable laws, court decisions and legal authorities.
• Prepares a variety of documentation, such as jury instruction packets, motions, sentencing statements, correspondence and other materials.
• Prepares witness lists; organizes and compiles court exhibits and other evidence in preparation for court and trial and provides for legal discovery of such work.
• Prepares and presents cases to the Yuba County Grand Jury.

THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Worker I/II.  Under general supervision, this position performs a variety of tasks involving the maintenance, repair, improvement and cleaning of parks, park buildings, recreational facilities, and related areas. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.
• Prunes, trims, shapes and manicures shrubs, hedges, and small trees.
• Irrigates using manual and automatic irrigation devices.
• Rakes, sweeps, and uses power blower or vacuum to clear leaves and debris.
• Weeds beds, prepares soil, and plants trees, shrubs and plants.
• Repairs vandalism to park facility plumbing, walls and paint.
• Cleans park rest rooms, walkways, patios, and related areas.
• Picks up litter and trash in parks, on and along street islands, and in other areas.
• Maintains ball fields including dirt areas, striping, and turf.
• Adjusts and performs routine maintenance of equipment.
• Installs, adjusts, and repairs sprinkler systems and related plumbing including valves, heads, time clocks, and PVC, galvanized and copper pipes.
• Maintains swimming pools including measuring chemical conditions.
• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments to excavate, load, move grade or smooth dirt, materials, and trees; operates street sweeper to clean large paved areas.
• Prepares forms, mixes, pours and finishes concrete.
• Participates in emergency Public Works repairs and maintenance including work in other sections of the department.
• Works emergencies and special events.
• May mix chemicals and operate equipment to apply fertilizers and pesticide.
• Operates vehicles with trailers.
• Performs related duties as assigned.

Parks Maintenance Worker I:

• Use and maintenance of basic hand and power tools common to the field.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Use and maintenance of basic hand and power tools common to the field.
• Plants, trees, and landscaping materials.
• Methods, materials, tools and equipment used in groundskeeping.
• Installation and maintenance of landscape irrigation systems and basic plumbing.

• Methods, materials, tools and equipment used in basic carpentry and concrete work.
• Operation and operator maintenance of a variety of power tools and equipment.
• Safe working practices including traffic barriers and protective clothing and devices.

Parks Maintenance Worker I:

• Operate a vehicle with trailer.
• Use basic hand and power tools common to groundskeeping.
• Understand and follow oral and written instructions.
• Establish and maintain cooperative working relationships.
• Operate a variety of power tools and equipment.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Operate hand and power mowers, edgers, saws, pruners, tractors, tractor attachments such as back hoes and loaders, sprayers, trucks, blowers, etc.
• Prune, plant, and irrigate turf, landscape and trees.
• Install, repair, and adjust landscape sprinkler systems.
• Identify plant disease, nutrient, watering and related problems.
• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.
• Mix and apply pesticides and fertilizers.
• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

• Previous work experience involving groundskeeping, horticulture, and irrigation is preferred.

Parks Maintenance Worker II:

• Three years of work experience involving groundskeeping

Lifeguard

Under general supervision, the Lifeguard performs lifeguard duties in enforcing City public swimming pool rules and monitoring pool patron conduct; perform emergency rescue and lifesaving techniques.

Swim Instructor

Under general supervision, the Swim Instructor performs swim instructor duties in planning, coordinating and teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.

Lifeguard

The Position

This new Urban Landscape Manager will have a primary focus on park capital maintenance projects and all phases of park maintenance contractor service agreements under the direction of the Park Superintendent. Together both of the Urban Landscape Managers will manage park staff and contractors in the care and upkeep of parks, medians, municipal landscape and hardscape, trails and open space. This includes assisting the Park Superintendent with administrative duties, short and long-term planning, organizing and supervising park maintenance operations and functions.
 
Examples of Duties

• Oversee assigned park maintenance capital projects and ensure all purchasing and legal requirements are met.
• Plan, schedule, organize, manage and assign work within sections of the Park Maintenance Division.
• Supervise employees as needed in performing park maintenance activities.
• Assign, train, direct, evaluate and assist in selecting subordinate staff.
• Monitor and prepare employee performance evaluations and plan staff development.
• Determine the needs and direct the development of staff training in work techniques, safety and other work-related matters.
• With assistance from the Park Superintendent, review, mediate and resolve personnel problems, and administer discipline.
• Meet regularly with Park Superintendent to discuss program issues and receive input and/or direction on pertinent issues. When required, develop related recommendations to resolve problems.
• Develop and maintain work productivity measures and direct operational changes.
• Review field activities, confer with staff and direct the corrections of any noted deficiencies or deviations from accepted practices.
• Assigned projects should be completed within approved budget and timeline and any variance need to be communicated to the Superintendent for approval.
• Provide input for operating and capital improvement plan budget development.
• Prepare estimate of maintenance impacts due to park or landscape improvements.
• Monitor expenditures to ensure conformance with the Division’s budget.
• Prepare bid materials, contracts and specifications for the maintenance of City owned landscaped areas.
• Assist with consultants’ selection, contract administration and inspection of the work of contractors.
• Determine the type of work to be done, and the personnel and equipment required to complete the work.
• Coordinate with other departments as needed on assigned capital projects.
• Interpret and communicate appropriate application of policy and operational procedures.
• Confer with staff to review and monitor operations and program implementation.
• Coordinate activities of the Parks and Urban Landscape functions with those of other City units and outside agencies.
• Maintain  records and  prepare  a variety  of  complex  reports  and  memoranda  on  every  aspect  of  the section including maintenance reports on proposed landscape development projects and chemical reports for the County Agricultural Commissioner

The Department:
The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. 

The Position:
The Recreation Specialist is the highest classification in the Recreation Leader series.  An incumbent in this class possesses technical expertise in a specialty such as cultural arts, physical fitness, drama, older adults, athletics, therapeutics, music, pre school, day camp, teen activities, and youth sports and is responsible for the planning, development, and supervision of a specialized activity phase of recreation programs .  With general policy and departmental philosophy guidance from a supervisor, an incumbent exercises sound independent judgment in the performance of duties. The Recreation Specialist is distinguished from the Recreation Instructor in that the former has an emphasis on developing and supervising large groups of children in specialized recreation activities while the latter is responsible for developing class curriculum and teaching classroom activities.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements
• Graduation from high school or possession of a GED; and
• One thousand (1000) hours of experience in recreation leadership at the level of Recreation Leader III in general recreation programs such as day camp, sports, teens, older adults, and theater; and
• Must be at least 18 years of age at time of application

Possible Substitutions
• Completion of sixty (60) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education, or a related field may be substituted for the required experience

LICENSES AND/OR CERTIFICATES
Possession of the following is desirable:
• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate

OTHER REQUIREMENTS
• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• Must be able to perform all of the essential functions of the job assignment

The Recreation Division provides classes and programs for all ages and abilities. The Position:
Providing customer service at Recreation Facility Front Desk (CRC, YAC, Senior Center, Reed & Grant Sports Park, Warburton and ISC Pools). The job responsibilities include data input, processing program registrations, opening and closing the desk reception area and keeping accurate records of daily sales. Daily check in of patrons, adhering to established protocols and ensuring the safety of customers as they enter and exit the facilities. Work assignment shifts will include, days, evenings and weekends.

Typical Duties

Under general supervision:
• Greets employees, visitors, and the public, assisting with routine inquires and requests and providing a high level of customer service
• Answers telephone calls, providing routine information, taking messages, and routing calls to the appropriate destination
• Maintains and updates records including attendance, inventory, and basic financial transactions; files and retrieves files, forms, inventories, logs, and other documents
• Registers program and class participants; enters data into and retrieves data from standard business software, databases, and online systems; posts a variety of information on forms, records, reports, and files
• Makes reservations for recreation facilities
• Maintains office area; creates and arranges program displays
• Orders, maintains, and distributes a variety of supplies and equipment; maintains and monitors invoices and purchase orders; maintains simple inventory records
• Opens and closes facility in accordance with established procedures
• Performs other related duties as assigned

 

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements
• Graduation from high school or possession of a GED; and
• Six (6) months of general clerical or customer service experience; and
• Must be at least 18 years of age at time of application

LICENSES AND/OR CERTIFICATES
• Possession of a valid California Class C driver's license is desirable

OTHER REQUIREMENTS
• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• Must be able to perform all of the essential functions of the job assignment

The Department:
The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. 

 

The Position:
The Recreation Instructor is responsible for planning, instructing, and supervising a specialized class or program.  With general policy and departmental philosophy guidance from a supervisor, the incumbent exercises sound independent judgment in setting a class curriculum and schedule in a specialized area of instruction such as aquatics, arts and crafts, athletics, cultural arts, dance, drama, physical fitness, music, older adult programs, preschool, and therapeutics.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.
