The Office of Mayor Matt Mahan is recruiting for a Council Policy & Legislative Director, seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, making recommendations, and developing action plans for meeting the Mayor’s policy objectives. Policy areas of focus may include public safety, housing, homelessness, environment, neighborhood quality of life, land use, or economic development.

The total salary range for the Council Policy & Legislative Director is $68,619.98 - $109,791.76. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.

Responsibilities for the position may include, but are not limited to the following:

• • Develop and maintain positive working relationships with City Council offices, City departments, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office.
  • Coordinate projects citywide with City administration.
  • Lead initiatives within an assigned policy portfolio. Drive policy priorities through government and legislative process. Research best practices on assigned policy portfolio.
  • Gather background information relative to issues pending before the City Council.
  • Draft routine to complex correspondence, memoranda, and reports which articulate the Mayor’s policy initiatives.
  • Prepare speeches and talking points for the Mayor.
  • Coordinate arrangements for meetings, programs, or other civic functions on behalf of the Mayor.
  • Attend meetings and community events with the Mayor, requires occasional availability on evenings and weekends.
  • Gather background information relative to issues pending before the City Council
  • Analyze a wide variety of materials on assigned projects, programs, and topics.
  • Respond to constituent inquiries and issues, resolving complaints, and interpreting operating policies for residents of the community and other interested parties.
  • Attend and represent the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings.
  • Perform other duties of a similar nature or level as required.
  • Conduct public meetings and events on behalf of the Mayor and/or prepare summaries of public and private meetings, reports, memoranda, and other documents for review by the Mayor.
  • Provide support in community engagement efforts with neighborhood, district or citywide business or community groups or associations and other interested parties regarding community concerns, issues, and priorities.

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation. The Information Technology Department’s Development Services Solutions team is seeking qualified candidates to fill the Information System Analyst positions to support the development and maintenance for several Off-The-Shelf (OTS) and custom systems and applications that support operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The primary role of this position is to act as technical lead in supporting and managing diverse departmental business systems that include web and client servers’ application, database, Permitting and Compliance, public web portal, Business Intelligence, GIS, Inspection scheduling/Dispatch, Digital Inspection and performing all duties necessary for maintaining, supporting and optimize systems.  This position must ensure business processes for users are documented and that systems meet customer expectations.  This position is responsible for ongoing user training, report creation, systems administrations, system support, maintenance, and programming efforts and must maintain excellent customer relations.

The ideal candidate must be able to work in a dynamic environment and can effectively perform operational tasks in addition to implement projects.  This is a professional level in the IT professional management IT series and will be expected to act in a supervisory role over Sr. System Application Programmers and System Application Programmers.

Typical duties include but are not limited to: 

• Administering business and data systems that support regulatory processes through to field staff, preferably including Building, Planning, and Code Enforcement (PBCE) business processes inside a large municipality.
• Writing application code in Active Server Page (ASP), ASP.Net, Visual Basic, PL/SQL, Java, and/or JavaScript.
• Leading effort to resolve outages, troubleshooting, escalations, and communications for all support issues within portfolio.

• Ensuring software coding and systems administration best practices to maximize uptime/availability and customer satisfaction.

The Development Services Solutions team is responsible for several Off-The-Shelf (OTS) and custom systems and applications that support daily operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The Information Technology Department’s Development Services Solutions team is seeking for two qualified candidates to fill the Senior Applications Developer positions to support the development and maintenance of the above systems and applications as well as to assist with emerging needs around data analysis, data extraction, data mapping, and reporting functions associated with the above systems and business requirements. The ideal candidate should have technical experience in at least one or more items in each of the following four skills groups: 

1.    Systems: Granicus AMANDA, SAP Crystal Reports, Yellowfin and/or Power BI, Enterprise Content Management, Enterprise Service Bus (ESB) such as Mule ESB, and/or Case Management/Tracking systems.

2.    Languages: PL/SQL, SQL, Java, JavaScript, HTML/CSS, Visual Basic, and/or ASP

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.
• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.
• Managing the ticket queues ensuring quality service and promoting fast turnaround time.

The Department

The Public Works Department plays a key role in shaping the community and its future as Fremont. Public Works is responsible for engineering, transportation, civic facilities, inspections, and maintenance for the City. The Engineering Division within Public Works helps deliver land development projects, executes the design and construction of public projects, and maintains and enhances the City’s transportation network.

The Position

The Facilities Design and Construction Project Supervisor I/II will be a member of the Public Works Department and reports to the Facilities and Real Property Manager. Public Works is responsible for the daily maintenance and upkeep of city infrastructure and design and construction of new or improved public facilities. Key responsibilities of the Facilities Design and Construction Project Supervisor I/II include project management, liaison, inspection, and contract administration for the design, construction, and modification of over 150 City buildings and structures.

• Part-time regular position, must be willing to work varied hours including operational holidays, Saturdays, early morning hours (from 4:30 a.m.), and/or evenings (until 8:30 p.m.).

  • This position will receive a four percent (4%) cost of living increase effective April 2024. The new salary range effective April 2024, will be $23.41 - $29.92 hourly

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to the completion of the twelfth grade

Experience: One year of experience in the operation of a transit vehicle.

License or Certificate: Possession of an appropriate, valid commercial driver’s license with passenger endorsement. Possession of a valid Medical Examination Certification. Possession of, or ability to obtain within the initial training period, a Verification of Transit Training certificate.
