Behavioral Health and Recovery Services (BHRS), provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, families, adults and older adults. We provide behavioral health in diverse settings including community outpatient clinics, field-based settings such as homeless encampments and shelters, and through a network of community agencies and independent providers who offer outpatient services, residential treatment, rehabilitation and other services for adults. BHRS Adult and Older Adult Services serves residents of San Mateo County age 18 years and older with severe functional impairments due to a serious mental illness and/or multiple co-occurring substance use, medical, and/or developmental disorders. The Adult Psychiatric Social Worker/Marriage Family Therapists are integral members of a multidisciplinary team, providing a broad range of psychosocial interventions with the goal of improving the quality of life of the client.

The ideal candidates will possess:

• Skills in assessment, diagnostic, and evaluation techniques.
• Demonstrated knowledge of trauma-informed care principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities (e.g. evidence-based practices).
• Experience providing treatment for adults with serious mental illness.
• Experience delivering services to adult consumers who have co-occurring mental health and substance use disorders.
• Experience delivering services in diverse populations for adults and older adults. In a variety of settings (e.g. outpatient clinics, homeless encampments, shelters and correctional settings).
• Comprehensive and timely documentation skills (e.g. progress notes, assessments, client care plans, etc.).
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public.
• Extensive knowledge of available community resources within the County of San Mateo and its neighboring counties.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN, Epic).

Example of Duties

Duties may include, but are not limited to, the following:

• Perform initial diagnostic evaluation noting behavioral symptoms which may indicate a psychiatric or co-occurring disorder and interpersonal or family dysfunction.
• Perform risk assessments.
• Determine and develop appropriate treatment plans for all clients in the caseload.
• Provide individual, group and family therapy, care coordination, case management, rehabilitation, and crisis intervention as appropriate.
• Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Conduct home visits and/or field-based services. Crisis Intervention. Make client referrals and plan discharge procedures.
• Assess progress of clients on a selected basis and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients.
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and of patient progress.
• Supervise doctoral interns, masters level student interns and trainees.
• Provide outreach, engagement and refer clients to appropriate mental health program service resources.
• Collect and evaluate psychiatric information such as case histories, behavior patterns and family relationships.
• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
• Work as a psychiatric team member with other treatment disciplines.
• Utilize Trauma Informed Care and other Evidence-based practices.
• Provide consultation and education services. Ability to participate in an on-call rotation and responding to after-hours calls for Crisis and Outreach and HEAL. Perform related duties as assigned.

Minimum Qualifications

Licensure/Certification

• Psychiatric Social Worker I/II: Registration with the Board of Behavioral Sciences as an Intern (Associate Clinical Social Worker). An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California. For Psychiatric Social Worker II, current California license as a Licensed Clinical Social Worker is required.
• Marriage & Family Therapist I/II: Registration with the Board of Behavioral Sciences as an Intern (Associate Marriage and Family Therapist). An individual hired in this classification must become licensed within six years from the date of employment as a Marriage and Family Therapist in the State of California. For Marriage & Family Therapist II, current California license as a Licensed Marriage and Family Therapist is required.

Education and Experience

• A typical way to qualify is a Master's degree in Social Work, Social Welfare or a closely related field.

We are currently looking to fill one (1) vacancy for the Clinical Therapist I/II with our Child and Family Services Department in our School Partnership Team.

Our Clinical Therapist I/II  will appeal to individuals who are passionate about working with children, adolescents, young adults and their families in the field, in the office, and/or in the school setting.  In addition, we offer flexible scheduling options including telecommuting, bilingual and on-call pay!

The positions are responsible for a variety of ongoing responsibilities including, but not limited to:

• Provide individual, family, group therapy for adults, children, adolescents, and youth with mental illness and their families; facilitate child and family team meetings;

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Provide home, field, office and/or school services; complete all DMH documentation; participate in the on-call rotation;

• Perform routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

Position Summary

 

Under general supervision, operates a variety of transit vehicles to transport passengers along specific, assigned routes according to the District's requirements.  Provide service in a safe, courteous and reliable manner.   Responsible for written reports and other information as required.  Upon completion of the Golden Gate Transit Training Program, the employee operates regularly scheduled assignments.  All runs will originate in either Santa Rosa, Novato or San Rafael.

Hourly Pay: $30.23/hour to $35.57/hour


 If selected for the position, new hires will need to complete Golden Gate Bridge, Highway & Transportation District’s Bus Operator Apprenticeship Program ($30.23/hr benefits not included) which is approximately twelve (12) weeks, Monday through Friday, 6:30 a.m. to 3:30 p.m.

Upon successful completion of training: $32.01 per hour, plus benefits. All new hires will be required to complete a 120 probationary period upon completion of training.

Essential Responsibilities

 

• Transports passengers along assigned routes, making designated stops as required or requested.
• Uses the fare box to accurately collect fares, issues transfers and gives general information.
• Completes reports on patron count, non-scheduled mileage, vehicular deficiencies, fare box, accidents and other reports as required.
• Operates automatic lift on buses and assists passengers in wheelchairs, those using crutches or walkers, or who have speech or mental difficulty.
• Ensures that Driver’s license and all other documents required of a commercial licensee are maintained and are current and valid.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance are required.

 

Minimum Qualifications

 

• No experience is necessary. 
• Must be a licensed driver for at least seven (7) years prior to the date of this posting. Candidates who are currently enrolled in the Bus Operator Pre-Apprenticeship Program and a licensed driver for at least 3 years are eligible to apply, pending successful completion of the pre-apprenticeship program. 
• Satisfactory Driving Record (as stated below).
• Must pass the Student Bus Driver Training program and Probationary period.

 

REQUIRED LICENSE:  

• Must possess and maintain a current, valid California driver’s license and satisfactory driving record.

Role description

Under direction, the 2595 Senior EAP Counselor provides direction and supervision to counselors providing organizational wellness services and engaged in direct client counseling; provides clinical assessments, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems; conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Participates in the selection of, trains and evaluates a team of journey level counselors.
2. Provides clinical assessment, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling to family members and significant others as appropriate.
3. Educates employees, managers, supervisors, and union personnel regarding employee assistance program service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program; directs the development of programs, resources, and EAP initiatives.
4. Education and Experience:

Board Certification or completion of an accredited psychiatric residency program.

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.

The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health seeks an experienced psychiatrist to serve as Supervising Adult Psychiatrist for our Interface Primary Care Team.

Interface Primary Care is a BHRS mental health integrated, collaborative care program providing psychiatric services and Medication Assisted Treatments (MAT) to adults receiving care in the Federally Qualified Health Center (FQHC) Community Primary Care Clinics operated by San Mateo County Health. These clinics are located at North County Primary Care Clinic (in Daly City), Fair Oaks Health Center (in Redwood City), San Mateo Medical Center (SMMC), South San Francisco Primary Care Clinic (South San Francisco), and the Sequoia Teen Wellness Center (in Redwood City). This position will be a mix of direct clinical care and providing leadership and supervision for an interdisciplinary team of providers. This position also includes collaborative consultation with primary care/specialty medical providers and support for MAT services across BHRS.

This position is a full time, 1.0 FTE (40 hours per week) position. This Supervising Adult Psychiatrist will report directly to the Medical Director of BHRS and will assist him/her in providing the highest quality behavioral health care in San Mateo County.

The ideal candidate is Board Certified in Adult Psychiatry and has at least three years of experience supervising psychiatrists and/or psychiatry residents, as well as a keen interest in and knowledge of policy and planning on behavioral health issues and organizational and clinical performance measurements. Knowledge of substance abuse treatment and MAT, including board certification in Addiction Medicine/Psychiatry is strongly preferred.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Leadership in fostering integrated care for clients with serious mental illness and primary care conditions;
• Psychiatric services for an adult behavioral health clinic including substance use services;
• Program planning for and teaching, mentoring, and supervision of adult psychiatric residents;
• Quality Improvement activities including reviews of hospital admissions and review of research proposals;
• Provide consultation, review and guidance to other physicians in the evaluation and treatment of adults;
• Member of the BHRS Pharmacy and Therapeutics Committee and support the Pharmacy Services;
• Member of the BHRS Medical Chiefs Leadership Group;
• Member of the Residency Training Committee and its selection and evaluation process;
• Regular meetings with the BHRS Medical Director;
• Help review grievances that come to BHRS regarding the Interface Primary Care Team;

• Organize and coordinate clinical coverage;
• Organize and facilitate monthly meetings and individual supervision, performance evaluation, and appraisals;
• Review and approve educational and professional expenses prior to submission to BHRS Medical Director; and

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Completion of a residency program and three years of experience in Adult Psychiatry.

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.

Knowledge of:

• Health care management practices and principles including revenue retrieval.
• Current developments, trends and research in a medical specialty.
• Principles and practices of supervision.
• Development of medical policies, procedures and protocols.
• Preparation of comprehensive reports and other correspondence.
• Pharmacology and psychopharmacology including laws regarding informed consent, dosage ranges, drug incompatibilities, and side effects.

• Direct psychiatric programs.

THE POSITION

The City of Rocklin is looking for a seasoned IT professional with a passion for leading teams, driving innovation, and transforming City services through technology. The IT Manager will play a pivotal role in shaping and executing the City's strategies and ensuring alignment with the City's mission and objectives. This position will oversee and mentor a team of skilled IT professionals, fostering a collaborative and high-performing culture, but also actively participating in the day-to-day operational tasks and responsibilities of the team.

The IT Manager will be responsible for the following upcoming projects:

• Developing a strategic plan for the IT division to foster transparency, increase operational efficiency, improve staff satisfaction, and to bolster trust.
• Replacing the outdated document management and retention system.
• Investing in technology that supports economic development efforts.

An example of duties are:

• Manages, directs, and organizes projects, activities, and resources for the IT Division, including but not limited to networks, servers, workstations, hardware and software utilized throughout the City, IoT, mobile and telephony infrastructure, security systems, data transmission, telecommunication systems, Geographic Information Systems and full IT support for all areas in public safety.
• Assists the Director of Administrative Services or the Deputy Director of Administrative Services in developing and implementing goals, objectives, policies, and work standards for the City of Rocklin departments and procedures for IT governance, security, and administration.
• Participates in the development and administration of the division budget.
• Plans, organizes, supervises, and evaluates the activities of professional, technical and administrative staff; develops and manages the IT division staff including hiring, education, and training; reviews and evaluates job performance and effectively recommends personnel actions.

MINIMUM QUALIFICATIONS

Possession of a bachelor’s degree from an accredited four-year college or university with major coursework in Computer Science, Information Technology, Management Information Services or a closely related field;

Eight (8) years of increasingly responsible infrastructure and enterprise applications management experience in an IT environment consisting of multiple platforms, large-scale applications with multiple operating systems which included a minimum three (3) years of supervisory experience.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Microsoft Certified System Engineer (MCSE), VMware Certified Professional (VCP), or Project Management Professional (PMP) certifications are highly desirable.

OASIS is community field-based mental health services provided to older adults at their place of residence. This home visit services include medication evaluation and monitoring, individual counseling/therapy, and case management. This multiple discipline team with language capacity in English, Spanish, and Chinese, consists of Psychiatrists, Licensed Clinical Social Workers, Licensed Marriage & Family Therapists, a Community Mental Health Nurse, and a Peer Support Worker. Services are available to San Mateo County residents age 60 and over with issues of mobility and mental health conditions that impact their day-to-day functioning.  

Clinicians will use evidence-based approach to perform assessment, diagnosis, make medical necessity treatment plans, case management, individual therapy, and work with family members of clients' and other community providers for clients' mental health follow-up care needs. These interventions are provided in field setting or in clients' place of residence, and/or as needed to clients who are living in the community.

Clinicians are committed to providing medical necessity treatment that supports the clients' goals of independence and self-sufficiency with other service providers' support to continually live in the community with better quality of life. These positions embrace the challenge of providing simultaneous cooccurring treatment for both mental illness and substance use disorders in some cases; to work in an older adult outpatient setting as a member of a multidisciplinary team in collaboration and within the system of care.  

The ideal candidates will possess:  

• A current license as either a Licensed Clinical Social Worker or Marriage and Family  
• Therapist, or are collecting hours to take the licensing exam;  
• Solid clinical treatment, assessment, diagnostic and evaluation skills;  
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities;
• Experience delivering services to adult and/or older adult consumers who have cooccurring behavioral health and substance use disorders;

• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, and an ability to provide culturally appropriate and proficient services

• PSW I - current California registration as a Clinical Social Worker Associate (ASW).

The Behavioral Health Advocate I position provides advocacy, guidance, feedback, outreach and support to help families to access and work more effectively with the systems involved.   These positions report to a Program Supervisor.

This position will perform the following essential duties, including, but not limited to:

• Provides peer to peer support services in the office and/or in the field including, but not limited

  and services for clients and their families; builds rapport with clients and their families through

THE POSITION

This position is focused on coordinating and monitoring information technology operational systems for the City including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas such as applications, operating systems, and database systems. This position has a wide breadth of responsibility and is the backbone for ensuring the City’s technology systems always stay up and running. An example of duties are:

• Performs configuration, modification, testing and implementation of vendor software; develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.
