DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

MTC’s Technology Services Section (TSS) is a mature IT organization serving approximately 400 customers. The diverse and inclusive section employs a team of dedicated professionals that exhibit outstanding emotional intelligence and outstanding customer service traits. The team provides support to building technology in the 500,000 square foot Bay Area Metro Center. TSS also operates a shared services organization that serves two additional government agencies for a total of approximately 1,000 customers. The agency utilizes modern technologies while operating under the goal of continuous improvement.

MTC is seeking an agile and adaptive executive technology leader to take its IT program to the next level. The ideal candidate will be comfortable with ambiguity and able to execute with limited information and evolving prototypes. In addition, the candidate will be capable of expertly maintaining a culture rooted in diversity and inclusivity; and possess the ability to apply an equity lens both internally to the IT operation as well as externally to the services provided. 
 
The Director of the Technology Services Section will be a key member of the business operations team, reporting to the Chief Operating Officer.  This individual will be responsible for formulating and executing the agency's overall technology vision, ensuring the alignment of IT initiatives with MTC’s objectives. This individual's leadership will be instrumental in identifying and providing outstanding customer support, implementing cutting-edge technologies, fostering a robust IT infrastructure, and empowering teams to deliver exceptional results.

MINIMUM QUALIFICATIONS
Education:  Completion of a Master's degree from an accredited college or university in an appropriate discipline. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.  Alternatively, a Bachelor's degree or equivalent combination of education and experience is acceptable.

Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four (4) years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.

Preferred Experience:  At least 5-7 years in IT Management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

Under the supervision of the Building/Code Compliance Coordinator and the Chief Building Official/Senior Plans Examiner, the Building/Code Compliance Inspector performs work in the areas of building, electrical, mechanical, plumbing, energy, green, zoning, and residential fire protection inspections; various aspects of code enforcement; and other duties as assigned.

CLASS CHARACTERISTICS

This is the journey-level, professional class that is expected to read plans, make code interpretations, have comprehensive knowledge of construction materials and techniques, and be able to perform field inspections (both Building and Code Enforcement) on their own.

This position is distinguished from the next higher class of Senior Building/Code Compliance Inspector by the latter providing training, technical advice, and lead assistance to incumbent inspectors. The Building/Code Compliance Inspector is further distinguished from the lower level of Building/Code Compliance Trainee in that the latter is the entry-level class, and is in training, learning the full scope of the assigned duties and responsibilities.

EXAMPLES OF DUTIES (illustrative only):

• Inspecting residential, commercial, and industrial occupancies for compliance with building, electrical, mechanical, plumbing, energy, green, zoning and fire protection codes and standards.
• Recommending solutions or corrective actions to problems and taking follow up actions to ensure discrepancies are corrected.
• Performing various functions related to code enforcement (e.g., inspections, noticing, follow-up with owners, and research).
• Communicating effectively, both orally and in writing, to a wide variety of audiences.

The City of Berkeley invites you to apply for the position of Program Manager II in the Information Technology Department! In this role, you will perform as a technical portfolio manager overseeing staff assigned to function as project managers. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record. The Information Technology Department’s Development Services Solutions team is seeking qualified candidates to fill the Information System Analyst positions to support the development and maintenance for several Off-The-Shelf (OTS) and custom systems and applications that support operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The primary role of this position is to act as technical lead in supporting and managing diverse departmental business systems that include web and client servers’ application, database, Permitting and Compliance, public web portal, Business Intelligence, GIS, Inspection scheduling/Dispatch, Digital Inspection and performing all duties necessary for maintaining, supporting and optimize systems.  This position must ensure business processes for users are documented and that systems meet customer expectations.  This position is responsible for ongoing user training, report creation, systems administrations, system support, maintenance, and programming efforts and must maintain excellent customer relations.

The ideal candidate must be able to work in a dynamic environment and can effectively perform operational tasks in addition to implement projects.  This is a professional level in the IT professional management IT series and will be expected to act in a supervisory role over Sr. System Application Programmers and System Application Programmers.

• Administering business and data systems that support regulatory processes through to field staff, preferably including Building, Planning, and Code Enforcement (PBCE) business processes inside a large municipality.

The Development Services Solutions team is responsible for several Off-The-Shelf (OTS) and custom systems and applications that support daily operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The Information Technology Department’s Development Services Solutions team is seeking for two qualified candidates to fill the Senior Applications Developer positions to support the development and maintenance of the above systems and applications as well as to assist with emerging needs around data analysis, data extraction, data mapping, and reporting functions associated with the above systems and business requirements. The ideal candidate should have technical experience in at least one or more items in each of the following four skills groups: 

1.    Systems: Granicus AMANDA, SAP Crystal Reports, Yellowfin and/or Power BI, Enterprise Content Management, Enterprise Service Bus (ESB) such as Mule ESB, and/or Case Management/Tracking systems.
