LIFEGUARD I ($16.54 hourly)

SUMMARY

Under immediate supervision, monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; learns, explains, and enforces safe swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required.  Lifeguards may be asked to perform office or front desk duties in the aquatic office only.  

 

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

 

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Lifeguard series.  Initially under close supervision, incumbents learn to perform essential lifeguard duties.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.  As experience is gained, assignments become more varied; close supervision and frequent review of work is reduced as an incumbent demonstrates the skills necessary to perform the work independently. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provides aquatics safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatic facilities to prevent accidents, and to ensure the safety and well-being of patrons.
2. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
3. Performs all required lifeguard-training skills as needed.
4. Assists and aids in swim lesson programs under the direction of assigned Swim Instructor.
5. Provides high quality customer service in a safe and timely manner.
6. Inspects and maintains swimming and pool equipment for functionality, ensures proper placement and availability in the pool area, and recommends maintenance and repair as needed.
7. Maintains pool and restroom areas in a safe and clean condition.
8. Maintains logs and records of activities.
9. Participates in required training sessions, including safety drills and other emergency procedures.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

 

QUALIFICATIONS

Education and Experience:

• Prior experience participating in aquatics programs or performing lifeguard duties is desirable.

 

Knowledge of:

• Principles and techniques of lifeguarding, including lifesaving methods and procedures.
• Operational characteristics of water rescue safety equipment and devices.
• Principles and practices for providing high level of customer service.
• Modern office practices, methods, and computer equipment and applications.

 

Ability to:

• Learn and understand the organization and operation of the District’s aquatics facilities.
• Learn, monitor, and enforce District regulations, policies, and procedures.
• React to and handle swimmer rescue and medical emergencies in a safe and effective manner.
• Administer first aid, CPR, and AED as needed.
• Maintain order and safety in a crowded and noisy environment.
• Maintain facilities and equipment in a clean, safe, and secure manner.
• Perform work in an efficient, effective, safe, and timely manner.

Licenses and Certifications:

• At time of appointment, American Red Cross Lifeguard certification maintained throughout employment.

 

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

 

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

 

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays. 

 

PRE-EMPLOYMENT CONDITIONS

• Department of Justice fingerprint clearance.
• TB Test.
• Work Permit if applicable.

LIFEGUARD II ($19.20 hourly)
 

SUMMARY

Under general supervision, opens, closes, and secures the pool facility; monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; explains and enforces swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; prepares facilities and sets up equipment for special activities and events; and performs related work as required.

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

This is the journey-level classification in the Lifeguard series responsible for performing the full range of lifeguard duties, including patron safety and opening/closing an assigned pool facility.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the aquatics operating procedures and policies.  This classification is distinguished from the Aquatics Lead in that the latter is an advanced journey-level classification which provides technical and functional direction over assigned lifeguard staff.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

6. Assists and aids in swim lesson programs under the direction of assigned Swim Instructor.
7. Provides high quality customer service in a safe and timely manner.
8. Inspects and maintains swimming and pool equipment for functionality, ensures proper placement and availability in the pool area, and recommends maintenance and repair, as needed.

Under general supervision, lead, perform lifeguard duties in enforcing City public swimming pool rules and monitoring pool patron conduct; perform emergency rescue and lifesaving techniques. The City of Union City's Community and Recreation Services is seeking staff for the following roles:

• Lifeguard (Recreation Leader) - $17.14 - $20.84/hourly
  • Under general supervision of the Recreation Coordinator, Senior Lifeguard or Pool Manager, the Lifeguard performs swim instructor duties in teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.  Lifeguards must have knowledge and be physically able to perform emergency rescue and lifesaving techniques. • Senior Lifeguard (Senior Recreation Leader) - $18.24 - $22.22/hourly
  • Under general supervision from the Recreation Coordinator or Pool Manager, must be able to perform all duties as a Lifeguard and know operational rules and protocols of Dan Oden Swim Complex. Must have basic customer service practices and knowledge of all current safety standards and information related to aquatics. Must assist in teaching swimming lessons and lifeguarding.

 

• Pool Manager (CRS Program Manager) - $19.93 -$24.22/hourly
  • Under general supervision of the Recreation Coordinator, able to perform all duties and responsibilities of a Lifeguard and Senior Lifeguard, assist in staff meetings and lifeguard trainings, direct contact for participants to explain pool rules, policies, and procedures. Pool Manager assists in implementing and scheduling staff, program, and services.

Located at the McBean Memorial Pool, our Lifeguards and Water Safety Instructors are an essential part of the aquatics recreational programs that we offer our residents.  Be a part of a team that makes teaches important swimming skills and allows everyone to beat the heat and have fun!

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.

• Assist in conducting classes at all participant skill levels (beginning through advanced) and supervise the conduct of swimmers in City pool in order to maintain a safe environment.

• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Perform related duties as assigned.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. THE POSITION:

The Community Development Department is recruiting for one full-time Permit Technician.  Appointment will be made at the appropriate level depending upon qualifications.  Under general supervision, the Permit Technician will perform a variety of technical permitting and administrative support work associated with front counter, virtual counter, and other office tasks related to department operations.

Permit Technician I:  This is the journey-level class in the Permit Technician series.  Employees at this level are not expected to perform with the same independence and judgment on matters allocated to the Permit Technician II.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.   

Permit Technician II:   This is the journey-level class in the Permit Technician series.  Employees at this level are expected to perform with more independence and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and polices within the work unit.  Depending on expertise and certifications, incumbents may perform minor over-the-counter planning and building plan check reviews.  Positions in this class are flexibly staffed and may be filled by advancement from the Permit Technician I class.

This position performs the following essential job duties (including but not limited to):

• Reviews and intakes planning and building permit applications.
• Determines and collects fees for permits and other review and regulatory services.
• Routes all application submittals to the appropriate departments/agencies for processing.
• Maintains files for all applications after checking for general completeness and accuracy.
• Provides written and verbal information to the public regarding departmental policies and procedures pertaining to topics such as permits, building code requirements, zoning, application procedures, and current projects.
• Reads and interprets blueprints, maps, planning regulations, and a variety of other information while responding to general inquiries.
• Processes minor planning applications and reviews business licenses and building permits for compliance with zoning regulations.

To be eligible for this position, you must have knowledge of/ability to:

Permit Technician I:

• Basic office and clerical procedures.
• Modern office methods, procedures, and computer equipment and various software applications.
• Simple accounting procedures.
• Basic applied mathematics.
• Communicate clearly and concisely, orally and in writing with the general public and customers involved with development and construction, particularly contractors, architects, developers, engineers, and property owners.
• Learn to read and interpret maps, construction drawings and blueprints.

• Organize and maintain files.
• Operate a variety of office equipment.
• Quickly and accurately review plans for submittal requirements and calculate permit fees in accordance with established laws.

EDUCATION and/or EXPERIENCE (A typical way of gaining the knowledge, skill and ability outlined above is):

Permit Technician I:

• Graduation from high school or equivalent.
• Two (2) years of experience in an office or customer service environment with direct contact with the general public.

 Permit Technician II:

• Graduation from high school or equivalent.
• Completion of two courses in building code, electrical code plumbing code, mechanical code, engineering, planning, or related field.
• One (1) year of experience equivalent to Permit Technician I in the City of San Rafael.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Possession of International Code Council (ICC) Permit Technician certification is desirable for Permit Technician I and II and is required for Permit Technician III.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to write routine reports and correspondence.
• Ability to speak effective before groups of customers or employees of organization.

About the Position: 

Yuba County is currently accepting applications for the position of Building Inspector II/III. Currently we are hiring to fill at a Building Inspector III level within the Building Department and establish an eligibility list for the level II position.

The Building Inspector II position is flexibly staffed and is normally filled by advancement from the entry level Building Inspector I.  Incumbents which meet the minimum qualifications and demonstrate the ability to perform the responsibilities required at the higher performance level are promoted to the level II position. 

Building Inspector III is a stand alone position which performs complex, difficult and/or lead inspections and provides direction and technical expertise to staff.

 

Qualifications:   

Building Inspector II: Under limited supervision, this is the working level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series

Building Inspector III: This position reports directly to the Supervising Building Official. Acts as a lead inspector providing direction and technical expertise to staff and performs related work as assigned. This is the advanced journey level in the building inspection series

Building Inspector II:

• Perform inspections, investigation, code interpretations, permit application intake, review and permit issuance, including record keeping and case management.  Also learn and apply zoning, land use, fire-safe and water quality related regulations.
• Inspect new and existing properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related for foundations, framing, electrical, plumbing and other structural and functional elements.
• Confer with and provide information to developers, engineers, architects, property owners and others regarding code requirements and alternative and County policies and procedures whenever possible, resolve complaints and problems, maintain close verbal and written contact regarding progress with the complainants.
• Lead inspections for non-residential commercial and industrial projects, new and existing.
• Perform above duties with limited supervision.
• Provide information to senior staff to prepare case violations for hearing; testify in court as required.

Building Inspector III (In addition to the above):

• Provide lead direction, training and work review to professional and technical staff; organize and assign work accordingly, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluation.
• Perform complex and difficult in nature assignments; respond to highly sensitive, complete or technical complaints; validate the nature of the complaint and recommend solutions.
• Independently perform the full range of the Building Inspector I/II duties.
• Implement new or modified policies and procedures and train/develop other staff as required.
• Make presentations to groups and coordinate public meetings.

 

**Signing Bonus Qualification Criteria:

• First Installment of $2,500, the candidate must apply, qualify for and be hired (e.g. first time appointment) by CDSA.
• Second Installment of $2,500, the recently hired employee must successfully complete six months of County service (achieving a "meets standards" or above on the six-month performance evaluation).

You will use a variety of public safety telephone and radio communications to obtain essential information from reporting parties, respond to inquiries, and determine and dispatch appropriate police and/or fire resources.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school AND training or experience as specified below:

• Successful completion of the City's Public Safety Dispatcher Training Program, OR
• The equivalent of two (2) years full-time experience working independently in emergency services or communications with computer use and/or two-way radio operations with a consolidated public safety agency (dispatching police and fire), OR
• The equivalent of three (3) years full-time experience working independently in emergency services or communications with computer use and/or two-way radio operations with a non-consolidated public safety agency and possession of a Peace Officer Standards and Training (POST) Dispatch certificate. 

Other requirements include:

• Possession of a typing certificate verifying the ability to accurately type a minimum of 35 net words per minute. Certification may be from an online typing test, a recognized business school, or an employment/temporary agency, and must be dated no more than twelve months prior to the date of application. Candidates may be required to take an on-site typing test as part of the selection process. 
• Must be able to pass a medical and psychiatric evaluation.
• Must be willing to work evening, night, weekend, and holiday shifts.
• Must be able to travel to various locations within and outside the City of Berkeley to meet program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

EXAM PROCESS

The exam process will include, but may not be limited to:

• Application review for minimum qualifications and required documents
• Written Exam: POST Entry-Level Dispatcher Test (See job announcement for upcoming City of Berkeley exam dates)

Applicants who have previously taken the POST Entry-Level Dispatcher Test may waive the written exam only by submitting a T-score of 48 points or higher provided the test was taken no more than one year prior to the date of application. Applicants must submit their results, including the total T-score and date of the test, on the testing agency's letterhead. If you have previously taken the POST Entry-Level Dispatcher Test and would like to retest with the City of Berkeley, you must wait 30 calendar days before being eligible to take the test again.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.
