The City of Newark is looking to hire a Building Inspector in the Public Works Department. We are seeking a qualified individual to join our team with a strong background in construction and building codes, and a keen eye for detail and a commitment to ensuring safety and compliance in the building environment.

The Building Inspector I/II performs a variety of inspections on routine and complex building systems at various stages of construction, alteration and repair to assure compliance with approved plans; ensures compliance with various standards, regulations, ordinances, and laws; reviews plans; provides feedback; provides technical assistance at the public counter; works cooperatively with other City departments; answers general questions about the construction process; has a strong knowledge of construction standards; follows safety regulations with awareness at all times on the jobsite, and provides reports or issues corrective actions.

Building Inspector I- This entry level position works under immediate supervision and is distinguished from the Building Inspector II level by the performance of less than the full range of tasks, and progressing to general supervision as procedures and processes of assigned areas of responsibility are learned. 

Building Inspector II – This journey level position works under general supervision and is distinguished from the Building Inspector I level by the ability to perform work in all areas of building inspections.

EXPERIENCE AND TRAINING

Any combination of education, experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Equivalent to a High School diploma
• Building Inspector II - An Associate’s degree or certificate in building inspection is desirable.

Experience:

• Building Inspector I - Four (4) years of journey level experience in one of the major construction trades or two (2) years of recent experience in building inspection or code enforcement.
• Building Inspector II - Three (3) years of recent experience equivalent to the Building Inspector I level.

License or Certificates:

• Possession of a valid California Class C driver license is required.
• Building Inspector I - International Code Council (ICC) Certification or equivalent certification(s) as a Residential Building Inspector or Commercial Building Inspector at time of hire is desirable and will be required within probationary period and throughout employment.

Duties include complex data input and retrieval processes requiring extreme accuracy; providing services to the community; and performing related work as required. The Police Department provides a six-month training program. During a one-year probationary period, incumbents complete the training program and a subsequent six months of on-the-job training. This includes but is not limited to a demonstrated proficiency of all aspects of Operations Support Services Division's responsibilities. While on probation, candidate performance is rated on a daily basis by experienced Police Data Specialists, Senior Police Data Specialists and/or other supervisors. The workweek may consist of four workdays of 10.5 hours followed by 3 consecutive days off or five workdays of 8.5 hours followed by 2 consecutive days off. Each workday includes two paid 15 minute breaks and a 1/2 hour unpaid meal breaks. OSSD employees wear uniforms. This position is eligible for a uniform allowance which will not exceed $500.00 annually. Payments shall be made during the first two (2) pay periods of each month, in the amount of $20.83 per biweekly pay period. Trainees are expected to purchase and begin wearing their uniforms by the start of the 16th week of training.

Trainees are rotated through different units of OSSD and will be assigned to various shifts (Day, Swing and Midnight) and days off. New PDS's should expect to work night shifts, weekends and holidays. A shift differential of $2.25 per hour for Swing Shift and $2.50 per hour for Midnight shift is added to the base salary and compensatory time or pay will be granted for holiday work in accordance with the memorandum of agreement between the City of San Jose and the Municipal Employees Federation.

After training, PDS's bid for assignments, shifts (day, swing or midnight) and days off every six months in order of seniority as a Police Data Specialist. Senior employees typically select preferred shifts and days off and may have the option of a five day work week and/or alternate start times available to them. New employees may work nights, weekends and holidays for several years before they attain the seniority required to bid for more desirable assignments, shifts, days off and/or start times.

THE POSITION:     

Under the direction of the Pool Manager, the Assistant Pool Manager is responsible for assigned aquatic program areas, and acts as Pool Manager during the Pool Manager’s absence. The Assistant Manager assists in the direction and supervision of the staff and programs at the facility. This is an at-will, intermittent, part-time, hourly position. Work a flexible work schedule, which may include evening, weekdays, weekends and holidays

Salary range(s) for this classification is $130,515.84 - $159,017.04 . This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The Enterprise GIS team operates out of the Department of Public Works but works across the City to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The City has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The City has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1000 feature classes, and integrations with dozens of business systems. This GIS ISA position will function as a Geocortex/ VertiGIS developer and will be primarily responsible for managing the VertiGIS environment and developing mapping applications and workflows within VertiGIS Studio .

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires strong technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position demands proven ability to troubleshoot and resolve complex technical issues with limited resources. The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide. Key responsibilities and duties may include but are not limited to the following:

• Administer and manage the VertiGIS Studio environment, including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation.
• Configure new mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.
• Develop customizations to VertiGIS Studio applications as needed to extend out-of-the-box functionality. Customizations may include JavaScript components within the application or custom workflow activities.
• Upgrade/rebuild existing Geocortex Essentials 4.x sites/viewers, workflows, reports, and print templates or ArcGIS Web Application Builder (WAB) applications on the VertiGIS Studio 5.x platform.

• Meet with business owners and end users to gather and document requirements and prepare and present solution design. Design, build, and deploy mapping applications and/or enhancements. Provide documentation, training, and support to end users.
• Establish and document best practices and standards for VertiGIS Studio applications and components and provide training/support to other City GIS staff looking to leverage VertiGIS Studio.
• Assist with administration of the City's ArcGIS Enterprise (ArcGIS Server and Portal) environments and enterprise geodatabases, and support other Enterprise GIS projects and initiatives as needed.

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated .

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Director of Community Development will make the hiring decision.

PART TIME STATUS:

Beach Lifeguards are responsible for marine safety protection.  Under general supervision, guards an assigned area of beach from a station; patrols a section of beach in a mobile unit; warns of hazardous conditions; rescues people in distress or in danger of drowning; answers questions and gives information pertaining to the beach and ocean environment; applies first aid to those in need; removes hazardous obstacles from sand and water; takes charge of lost children; advises regarding local beach and ocean-related ordinances, regulations, safety and conduct; maintains a professional and courteous relationship with the public and performs other related work as required.

Beach Lifeguard trainees are compensated at $16.54 per hour. Successful trainees who are appointed as Beach Lifeguards will then be compensated at the higher Beach Lifeguard pay rate. 

Candidates who are hired as Beach Lifeguards must be available for 40 hours per week for the entire summer season.  This requirement may be waived for extenuating circumstances on a case-by-case basis.

QUALIFICATIONS:

Education:  Graduation from high school or GED equivalent is desirable.  This provision may be waived for applicants 15 to 18 years of age with ability to obtain a valid work permit.

Experience:  Previous experience as a lifeguard, having worked with youth and WSI certification is desirable.
