The City of Burlingame is accepting applications for the position of Environmental Regulatory Compliance Manager

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

• Directs work of consultants, contractors and City staff on subject matters specific to the MRP.

• Implements and participates in the City’s programs relating to, but not limited to regulatory programs for storm water pollution prevention, water and energy conservation, and related areas; monitoring of regulatory websites such as the SF Estuary, California Integrate Water Quality System (CIWQS).

• Assist in developing local programs and ordinances such as mercury and PCB abatements from stormwater to comply with state regulations.

• Manages, develops and implements public education outreach programs related to pollution prevention programs in compliance with permit requirements.

• Coordinates with Division managers to assist them in complying with state regulations relative to the Clean Water Act, potable water regulations, and water rights matters.  

• Preparation, management and administration of Urban Water Management Plan (UWMP), and its compliance with state regulations.

• Updating and tracking of the required audits related to the city’s Sanitary Sewer Management Program (SSMP) as required by the statewide general Waste Discharge Requirement (WDR).

• Ensures SSMP contractor compliance with industrial pre-treatment and inspection programs as required by the National Pollutant Discharge Elimination System (NPDES) permit.

• Represents the City, and serves at various committees including San Mateo County Stormwater Pollution Program Agency, CASQA (California Stormwater Quality Association), and at BASMAA (Bay Area Stormwater Management Agencies Association) on issues relative to stormwater management, green infrastructure plan, trash reduction, and overall compliance.

• Coordinates with senior level staff at regional levels to determine compliance for local issues and provides support to the Code Enforcement office to ensure City is in compliance with stormwater ordinances.

• Reviews and provides input on environmental documents and studies within areas of technical knowledge. Prepares reports and makes presentations to the management team, City Council, and regional and state agencies; develops schedules, and cost estimates for City environmental projects and programs;

• Analyzes regulations and programs on environmental matters and provides recommendations to management teams.

• Composes and presents comprehensive, concise and effective oral and written reports, communications and presentations on complex matters to diverse technical and non-technical audiences; reviews and evaluates forms and manuals and recommends changes

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public

• Prepares, develops, coordinates and implements contracts related to environmental programs and other work programs as directed

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)

Education and Experience: Any combination of education and experience that could likely provide the required knowledge, skills, and abilities necessary for an Environmental Regulatory Compliance Manager.  A typical way of obtaining the knowledge, skills, and abilities would be:

Minimum 4 years’ related experience in environmental regulations and practices or 2 years’ experience with a Bachelor’s degree from an accredited college or university in environmental science, biology, public administration or closely related field. 

License/Certificate: Possession of, or ability to obtain, a valid class C California driver’s license.

KNOWLEDGE/ABILITIES/SKILLS: (The following are a sample of the KAS’s necessary to perform the essential duties)
Knowledge of: Environmental regulations and practices and related guidelines; current trends and recent developments regarding storm water pollution prevention, and water conservation; modern principles, practices, and methods of administrative and organizational analysis; public administration policies and procedures; research and reporting methods, techniques, and procedures; structure and organization of public sector agencies; standard office procedures, practices, and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling, and grammar.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard and mouse. Additionally, the position requires near and far vision in reading written reports and work-related documents.  Acute hearing is required when providing phone and personal service.  Additionally, the need to lift, drag, and push files, paper, and documents weighing up to 25 pounds is required.  The incumbent must occasionally work outside in varying weather conditions to perform inspections and field meetings. To walk several blocks at a time in field; to crouch, kneel, stoop, squat to perform variety of tasks; to climb hills; to work outdoors in occasional adverse weather; to occasionally work in a confined space, in electrical hazard situations or with chemicals; exposure to traffic hazards; to have sufficient vision, hearing and stamina to perform the above functions.

The Selection Process
All applications will be reviewed for relevant education, experience, training and other job-related qualifications.  Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process.  Based upon a review of employment applications, supplemental questionnaires, and resumes received, a limited number of the qualified applicants may be invited to participate in the examination process. The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. POSITION

ESSENTIAL FUNCTIONS

• Assists the City Clerk in Fair Political Practices Commission filings such as Statements of Economic Interest for City Council members, commissioners, and designated employees.
• Types a variety of materials, including those of a sensitive or confidential nature; performs a variety of administrative support tasks such as photocopying information, and maintaining records and files; assists with the sorting of incoming mail and various administrative support on an as-needed basis.

THE POSITION

Tri-City is looking for a special individual to serve as a Clinical Therapist I/II for the Children’s Outpatient (COP) Department. The Clinical Therapist I/II provides behavioral health clinical intervention and recovery services to assigned clients and their families; develops treatment plans and performs individual, group, and family psychotherapeutic counseling, routine and emergency assessment, crisis intervention, and related treatment services; manages an assigned caseload of adults, juveniles, and/or children; provides consultation to other staff, programs, and agencies related to treatment needs and plans; and performs related duties as assigned.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a responsible, innovative leader and skilled clinician for the position of Supervising Mental Health Clinician - East Palo Alto Services. This Supervising Mental Health Clinician will supervise and coordinate the work of mental health professionals and interns in the East Palo Alto and East Menlo Park geographic area in San Mateo County. This position works closely with community members and community providers to develop and sustain programming that is culturally and community responsive.

This position will participate in program administration, planning and evaluation. The Supervising Mental Health Clinician supervises and guides the clinical team who provides services to seriously emotionally disturbed youth and their families, and seriously mentally ill adults. Services provided include: medication assessment and management; individual, group and family therapy; psychological assessment; case management; rehabilitation services; and crisis intervention.

The current vacancy is in the East Palo Alto Community Counseling Center, located in East Palo Alto but will travel throughout San Mateo County for client visits, trainings and meetings.

The East Palo Alto Community Counseling Center offers a unique setting to provide services to a diverse population in a community-oriented clinic.

This position supervises a multidisciplinary team that provides clinical outpatient services to adults and children and their families. The team may include psychiatrists, psychologists, psychiatric nurses and social workers and marriage and family therapists. The clinical teams also include master and doctoral level interns and psychiatric residents. In providing clinical services team members also relate to peer counselors and parent partners.

San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto. BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve. Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Clinicians will also need to be trained in Professional Assault Crisis Training model (Pro-Act) upon hire.

• Strong assessment, diagnostic and evaluation skills Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities

San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams, outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto. BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery, and to promote the health and well-being of the people, families and communities we serve. Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Clinicians will also need to be trained in Professional Assault Crisis Training model (Pro-Act) upon hire.

The ideal candidates will possess:

• Strong assessment, diagnostic and evaluation skills
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities
• Experience providing treatment for youth with Severe Emotional Disturbance (SED).
• Experience delivering services to youth who have mental health and substance use conditions. Experience delivering services in specialty areas for infants, children, youth, adolescents and/or transitional age youth.
• Excellent documentation skills: progress notes, assessments, client care plans, etc.
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN).
• Fluency in Spanish and experience providing clinical services using bilingual skills.

Additionally, for Residential Youth Treatment

• Knowledge of the principles of Trauma Informed Care Experience working in a multi-disciplinary setting.

Additionally, for Youth Services Center

• Experience working in a facility juvenile hall setting.
• Experience providing case management services for youth detained in a juvenile hall setting.
• Demonstrated ability in providing clinical mental health services to Youth population with Severe Emotional Disturbance (SED) and/or substance use disorders conditions.

Example of Duties

Duties may include, but are not limited to, the following:

• Perform initial diagnostic evaluation noting behavioral symptoms. Determine and develop appropriate treatment plans for all clients in the caseload.
• Conduct individual, group and family counseling/therapy sessions for clients.
• Develop individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Conduct suicide/risk assessments & crisis intervention.
• Conduct home visits and/or field-based services (as relevant to program needs.)
• Awareness of community resources in order to provide linkage to additional supportive services.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children.
• Work as a part of a multidisciplinary team.
• Utilize Trauma Informed Care and other Evidence-based practices.

BHRS Adult and Older Adult Services serves residents of San Mateo County age 18 years and older with severe functional impairments due to a serious mental illness and a/or multiple co-occurring, substance, medical and/or developmental disorder. The Adult Psychiatric Social Worker/Marriage Family Therapists an integral member of a multi-disciplinary team, providing a broad range of psychosocial interventions with the goal of improving the quality of life of the client.

• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation;
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
