The City of Sebastopol is seeking an energetic, collaborative, effective leader as the next Fire Chief. The Fire Chief performs complex technical, administrative, and supervisory work in planning, organizing, directing, and implementing fire prevention, suppression, investigation, disaster preparedness, and emergency medical services to prevent or minimize the loss of life and property by fire and emergency medical conditions. DESCRIPTION:

 

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

 

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

 

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The annual salary range for this position is $17.75 - $24.85.  This position will be filled at or near the bottom of the salary range.

 

TYPICAL DUTIES:

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

 

MINIMUM QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Sufficient education to provide the ability to read, write and speak English at a basic level. 

 

Minimum Experience Requirements:

No experience is required.

License/Certifications:

Possession of a valid California Class C driver’s license is required.

 

Desirable Qualifications:

• Landscape maintenance experience.
• Experience working with the public in a service environment.

Other Requirements:

Ability to work odd and irregular hours including weekends and holidays.

 

KNOWLEDGE, SKILLS, AND ABILITIES: 

Some knowledge of: the purposes, use, and maintenance of simple hand tools; construction and maintenance methods and materials. Good ability to: learn to use simple hand tools; follow oral and written instructions; and perform heavy physical labor.

Works under the direct supervision of an assigned supervisor.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision. 

The Construction Services Manager will directly perform a variety of new construction, skilled building and grounds repair and restoration work, supervises construction crews of staff, and manages the work of licensed contractors. The Construction Services Manager is responsible for the management and completion of repair and improvement projects at a variety of park facilities and locations.

This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.  

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Schedule and prioritize construction projects.

• Inspect and evaluate projects in the field, troubleshoot problems as needed. 

• Follow verbal and written directions.

• Assist in the design and estimating of construction projects.

• Implement safety protocols for construction tools and equipment.

• Identify and scope improvement and repair projects for park facilities.

• Maintain construction project status reports and updates to Division Chief.

• Coordinate with planning staff to assure compliance with plans and specifications.

• Coordinate with Site Managers to monitor projects and improvements. Provide input and guidance on long-term management plans for existing and new facilities.

• Comply with all Agency standards and requirements per Employee Handbook.

• Assist with preparation of bid documents and the competitive bid process. Review bid submissions and make recommendations to project managers.

• Participate in agency emergency response.

• Maintain good habits of answering and responding to incoming telephone calls and emails, and when communicating and providing customer service to citizens who seek assistance.

• Maintain positive relationships with coworkers and the public at large.

• Perform related duties as required.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors;  frequently operate heavy equipment, hand tools, light equipment and power tools; constantly work in outdoor weather conditions; frequently move about work sites; communicate and exchange information; observe and document site conditions; transport equipment and tools between vehicles and work sites on a daily basis; and occasionally ascend/descend a ladder to access areas of work.

Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week.  Some evening and weekend overtime with prior approval by supervisor is expected. The position will work out of the Los Angeles River Center and Gardens and will be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

MINIMUM QUALIFICATIONS

Education and Experience

• High School Diploma or G.E.D.
• Five (5) years of experience in construction-related projects.

Training and Certification

• Must have a valid California driver’s license in good standing with a satisfactory driving record at the time of hire.
• Basic First Aid and CPR certification (or ability to complete within 6 months).
• Forklift Operator / heavy equipment certification (or ability to complete within 6 months).
• Trade certifications.

Knowledge of:

• Safe working practices, Cal-OSHA requirements.
• California Building Code and ADA.
• General construction practices.
• California regulations for the construction industry and contractors, including Labor Code.
• Proper tool care and storage.
• Basic proficiency in email and Office 365, or ability to learn.

SPECIAL PAY INCENTIVES:

• Paramedic Pay: 5% Incentive Pay. Plus, the EMT/Paramedic Pay Pilot Program that runs through 6/30/2025 provides Paramedics with an additional 5% incentive pay. 
• Longevity Pay: 3% after 5 continuous years of service; 3% after 10 continuous years of service (total of 6%)
• Holiday Pay: 2% per pay period in lieu of observing time off for legal holidays.

 

The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. It is our goal that all members strive to attain a synergistic balance of education, training, and experience to provide excellent emergency management on every call. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. We currently operate two Type 1 Fire Engines, one Type 3 Fire Engine, Ladder Truck, three Command Vehicles, one Type 5 Fire Engine, Zodiac Rescue Boats, and one USAR Trailer.  The Suisun City Fire Department is an ALS (Paramedic) level department, supported by Medic Ambulance for transport services. The ideal candidate will have well-developed technical skills in the operation and maintenance of fire equipment and apparatus, and be self-motivated, team-oriented, embrace diversity and exercise sound judgment. Work requires a good understanding of first aid techniques and lifesaving methods. The Position

Outlying Parks Assignment

• Maintains and make minor repairs to playground/picnic equipment, picnic areas and athletic fields.
• Operates mowing equipment in parks and athletic fields.

Special Assignments

• Performs general painting, plumbing and carpentry.
• Maintains, repairs and renovates irrigation system controllers, valves, pipes, and related components.

The City of Belmont is seeking a Pool Manager / Senior Lifeguard to supervise the Summer Aquatics Program at the Carlmont High School Aquatics Center.

 

• Must hold current Lifeguard Training, CPR/AED and First Aid Certificates. With proof of payment, the City will reimburse you for the cost of the lifeguard certification training at the end of the aquatics season.
