The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.  

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

 

Each position in this classification may not include all the duties listed below, nor do the examples cover all the duties that may be performed.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed
• Performs other related duties as assigned

 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

• Graduation from high school or possession of a GED; and
• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or
• Five (5) years of current paid employment with a public safety agency or private emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation; or

• Possession of a valid California POST Public Safety Dispatcher Basic Certificate and a valid Medical Priorities Dispatching System (MPDS) Certificate are required prior to the completion of the probationary period.

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.

• Hazardous Material Inspection experience.

• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.

The Position 

The San Bruno Police Department is recruiting for Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.   

Essential Duties 

• Receives and transmits emergency telephone and radio traffic.   

• Maintains and processes a variety of communications reports, records and radio logs. 

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records. 

• Maintains a high level of confidentiality. 

• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.  

• Plans, organizes, and directs dispatching and related activities on an assigned shift. • Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.  

• May act as Records/Dispatcher Supervisor in their absence. 

• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies. 

• Maintains various C.A.D and Record Management Files. 

• Performs related duties and responsibilities as assigned.

The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations
• Skill in analyzing information and using sound independent judgment to make decisions and determine appropriate courses of action, including recommending legal actions
• Effective communication skills in both oral and written formats, including formal presentations
• Capability to be adaptable and resourceful
• Team building skills and effective ways of motivating and leading others to meet the challenges of a changing work environment

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
 
Knowledge of:

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
