The Construction Secretary will assist the Chief of Construction, Construction Services Manager and the Construction Project Analyst with administrative tasks within the division.   

This position requires a highly motivated, responsible, organized, problem-solver and self-starter individual who can handle an array of tasks, has excellent written and verbal communication skills, has good judgement, and works independently or as part of a team. The individual must be able to come up with multiple solutions to any given problem, in areas that may be outside their expertise, and be willing to take on uncertain challenges.

This is a supportive role to the construction division with high use of various computer software, research, problem solving and communication skills for a person at a intermediate level. The work performed will support MRCA’s new construction operations, emergency projects, general improvements to parks, and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

This position reports to the Chief of Construction. Assorted tasks may be supervised by the Construction Services Manager and the Construction Project Analyst.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Coordinate material orders, delivery and invoices.
• Maintain division files, including documentation of and authorization for expenses, project progress, contracts, project budgets, contacts, and correspondence.
• Order materials, equipment, and tools.  Coordinate delivery/pick up of items.
• Prepare and maintain vendor and agency phone and mailing lists.
• Assist in planning and coordination of construction projects.
• Handle all Construction Division correspondence in a timely manner.
• Prepare written materials (reports, graphs, memos, etc.) for the Construction Division.
• Assist with MRCA’s Safety Program committee and write reports on safety issues for agency wide distribution.
• Assist with MRCA’s Labor Compliance Program.
• Conduct tailgate safety meetings biweekly with construction team.
• Assist with MRCA’s pesticide use program and reporting
• Maintain records of agency utilities.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Perform related duties as required.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office.

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work on evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. 

MINIMUM QUALIFICATIONS

• High school diploma or GED certificate. A.A. degree preferred.

The Department

The Position

The City of Fremont, Human Services Department - Billing Unit is looking looking for candidates who are eager and interested to learn and grow their finance and billing skills and be part of a dynamic customer service oriented team. Under direct supervision of the Management Analyst II, the Human Services Billing Unit Accounting Specialist I will work as part of a billing team and also across the various department divisions. This position is responsible for assisting in the billing process of our Medi-Cal programs through the use of our new electronic health record system and other county, state and

funder based billing systems. Our department provides an array of counseling and case management services to children, youth, seniors and families across the Tri-City area. The Billing Unit is tasked with ensuring that our services are billed to the appropriate sources. The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

A provisional appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

• Retrieve and review daily crime reports for accuracy prior to submission to the District Attorney.
• Operate and organize a Department Records Management System to retrieve information such as searches for names, incidents, reports, and calls for service.
• Disseminate records information to department staff, outside law enforcement agencies, the public and other employees according to established laws and guidelines.
• Keep current on continuous changes and additions in report release requirements.
• Handle citizen complaints at the reception counter and on the telephone.
• Assist in training new and other assigned personnel.
• Perform record checks for authorized agencies in strict accordance with the law.
• Process vehicle release forms and collect fees.
• Process mail and order supplies.
• Purge department and citywide files as required.
• Assist in developing procedures.
• Perform other duties as assigned.

If assigned to the Property Unit, duties may include but not limited to:

• Receive and maintain the chain of custody and integrity of, and safely store evidence, found property, and property held for safekeeping.
• Advise staff on proper packaging and submission procedures.
• Conduct inventories and audits of property and evidence.
• Release property to the public or the legally authorized persons in accordance with disposition forms, court orders, or stipulations.
• Check out items needed for court, investigations, and forensic testing; share evidence needed for investigation or review; transport items to and from laboratory and maintain strict records of chain of custody.
• Testify in court to verify chain of custody records of evidence.
• Make arrangements for auction of unclaimed property.
