The Transportation Supervisor is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, Transit Manager or designee, the incumbent coordinates, supervises, assigns, reviews and participates in the work of staff responsible for Auburn Transit's daily operations; schedule drivers to ensure routes are completed in a safe and timely manner; ensures work quality and adherence to established policies and procedures including providing necessary training and ensuring re-certification of drivers as required; and operates a bus as necessary to cover shifts.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for Auburn Transit daily operations; perform regular road supervision, vehicle trial checks, and daily vehicle inspection monitoring.
• Establish schedules and methods for providing Auburn Transit services; schedule drivers to ensure routes are completed in a safe and timely manner; coordinate any changes to facilitate coverage for all shifts.
• Coordinates transportation needs for local schools and special events; prepares calendar of trips or special events to be incorporated into the bus timetable; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Provide an increasing level of customer service and satisfaction by providing service that is flexible, dependable, and consistent.
• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
• Participate in the selection of Bus Drivers; provide or coordinate staff training; issue manuals, bulletins and technical guides to improve services and operational activities; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate training for driver certification and maintenance of certification; document all training in the driver training records; act as a liaison with CHP and DMV regarding certification and training record documentation.
• Provide staff assistance to the Transit Manager; participate on a variety of committees; prepare and present reports of operations and activities and other correspondence as appropriate and necessary.
• Coordinate maintenance for buses and allocate buses to be used on routes.
• Respond to the scene of transit vehicle accidents and passenger incidents; provide on the scene assistance to drivers and passengers.
• Investigate accidents and incidents; make prompt and accurate reports; review investigation with transit drivers and determine accident preventability and recommend appropriate corrective actions.
• Act as Safety Liaison with various agencies including police and emergency authorities as necessary.
• Provide regular informational and safety meetings.
• Perform a full range of customer relations; answer questions from the public relating to bus routes and schedule of pick-ups and drop-offs; issue bus passes.
• Work with local businesses to promote the use of Auburn Transit and fulfill the optimal service hours of the route.
• Operate a bus as necessary to cover shifts.
• Perform related duties as required.

 

KNOWLEDGE, SKILLS AND ABILITIES

DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

 

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.

Selection Process

THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. The City of Foster City has an opening for a Engineering Intern in the Public Works Department. The position is part-time with flexible scheduling, up to 980 hours per fiscal year, and no benefits provided. The department is interested in candidates for the summer or candidates who can start as soon as possible.  

Important and Essential Responsibilities: 
Daily responsibilities will include works directly with the Public Works staff, populating the Geographic Information Systems (GIS) database, and performing indexing and data entry. The City of Burlingame is accepting applications for the position of Environmental Regulatory Compliance Manager

 

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

 

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

• Directs work of consultants, contractors and City staff on subject matters specific to the MRP.

• Implements and participates in the City’s programs relating to, but not limited to regulatory programs for storm water pollution prevention, water and energy conservation, and related areas; monitoring of regulatory websites such as the SF Estuary, California Integrate Water Quality System (CIWQS).

• Assist in developing local programs and ordinances such as mercury and PCB abatements from stormwater to comply with state regulations.

• Manages, develops and implements public education outreach programs related to pollution prevention programs in compliance with permit requirements.

• Coordinates with Division managers to assist them in complying with state regulations relative to the Clean Water Act, potable water regulations, and water rights matters.  

• Preparation, management and administration of Urban Water Management Plan (UWMP), and its compliance with state regulations.

• Updating and tracking of the required audits related to the city’s Sanitary Sewer Management Program (SSMP) as required by the statewide general Waste Discharge Requirement (WDR).

• Ensures SSMP contractor compliance with industrial pre-treatment and inspection programs as required by the National Pollutant Discharge Elimination System (NPDES) permit.

• Represents the City, and serves at various committees including San Mateo County Stormwater Pollution Program Agency, CASQA (California Stormwater Quality Association), and at BASMAA (Bay Area Stormwater Management Agencies Association) on issues relative to stormwater management, green infrastructure plan, trash reduction, and overall compliance.

• Coordinates with senior level staff at regional levels to determine compliance for local issues and provides support to the Code Enforcement office to ensure City is in compliance with stormwater ordinances.

• Reviews and provides input on environmental documents and studies within areas of technical knowledge. Prepares reports and makes presentations to the management team, City Council, and regional and state agencies; develops schedules, and cost estimates for City environmental projects and programs;

• Analyzes regulations and programs on environmental matters and provides recommendations to management teams.

• Composes and presents comprehensive, concise and effective oral and written reports, communications and presentations on complex matters to diverse technical and non-technical audiences; reviews and evaluates forms and manuals and recommends changes

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public

• Prepares, develops, coordinates and implements contracts related to environmental programs and other work programs as directed

 

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)

Education and Experience: Any combination of education and experience that could likely provide the required knowledge, skills, and abilities necessary for an Environmental Regulatory Compliance Manager.  A typical way of obtaining the knowledge, skills, and abilities would be:

Minimum 4 years’ related experience in environmental regulations and practices or 2 years’ experience with a Bachelor’s degree from an accredited college or university in environmental science, biology, public administration or closely related field. 

License/Certificate: Possession of, or ability to obtain, a valid class C California driver’s license.

 

KNOWLEDGE/ABILITIES/SKILLS: (The following are a sample of the KAS’s necessary to perform the essential duties)

Additionally, the position requires near and far vision in reading written reports and work-related documents.  Acute hearing is required when providing phone and personal service.  Additionally, the need to lift, drag, and push files, paper, and documents weighing up to 25 pounds is required.  The incumbent must occasionally work outside in varying weather conditions to perform inspections and field meetings. To walk several blocks at a time in field; to crouch, kneel, stoop, squat to perform variety of tasks; to climb hills; to work outdoors in occasional adverse weather; to occasionally work in a confined space, in electrical hazard situations or with chemicals; exposure to traffic hazards; to have sufficient vision, hearing and stamina to perform the above functions.

The Selection Process
All applications will be reviewed for relevant education, experience, training and other job-related qualifications.  Meeting the minimum qualifications does not guarantee that a candidate will be invited to participate in the selection process.  Based upon a review of employment applications, supplemental questionnaires, and resumes received, a limited number of the qualified applicants may be invited to participate in the examination process. The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview.  The Public Works Director will make the final appointment.  All new hires are required to successfully pass a one-year probationary period.

THE POSITION

Under general direction, supervises, evaluates, plans and participates in the day-to-day operations of the City’s wastewater treatment plant and facilities as well as the water system and infrastructure; assists in the preparation and administration of the division budget; evaluates and trains assigned staff; interfaces with and coordinates assigned functions with other City services and departments; represents wastewater treatment plant and water system operations with governmental regulatory agencies; ensures work quality and accuracy and safe work practices; serves as a technical resource for assigned work crews and the department Director; performs other management related duties as required. 

DISTINGUISING CHARACTERISTICS:

The Utilities Superintendent is part of the mid-management level class responsible for assigning and supervising the day-to-day operation, development, repair and maintenance of the City’s wastewater treatment plant and facilities as well as the water system and infrastructure. The incumbent is expected to perform the full scope of duties. This classification is distinguished from the higher classification of Director in that the latter is responsible for the overall management and supervision of the Department. FLSA status – exempt.
