THE POSITION

The Lifeguard/Swim Instructor position may be assigned to the following areas:

Lifeguard

Under general supervision, the Lifeguard performs lifeguard duties in enforcing City public swimming pool rules and monitoring pool patron conduct; perform emergency rescue and lifesaving techniques.

Swim Instructor

Under general supervision, the Swim Instructor performs swim instructor duties in planning, coordinating and teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

Lifeguard

• Enforce swimming pool rules and regulations, including ensuring orderly conduct by pool patrons.
• Assist in providing instruction for a variety of swimming classes for all ages and ability levels. Assist swimmers who are in distress and administer a variety of first aid and/or life saving techniques, as appropriate.
• Assist in maintaining pool areas in a safe and clean condition.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform other duties as assigned.

Swim Instructor

• Assist in providing instruction for a variety of swimming classes for all ages and ability levels.
• Assist in maintaining pool areas in a safe and clean condition.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform other duties as assigned.

The City of Berkeley invites you to apply for the position of Aquatics Specialist I in the Parks, Recreation and Waterfront Department! In this role, you will have the opportunity to provide instruction in swim and serve as a lifeguard at assigned swimming facilities. You'll teach lower swim levels and perform customer service functions.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from high school or current enrollment in an institution working toward a high school diploma or GED equivalent.

Must be 15 years of age. Must possess and maintain a current American Red Cross Lifeguard training certificate, and current American Red Cross CPR for professional rescuer certificate or equivalent.

• Active scanning and patron surveillance, practice preventive Lifeguarding.
• Enforce all rules and regulations.
• Recognize and respond professionally to emergencies, provide care as indicated under the scope of training, including activating EAP.

• Maintain certain pool records and reports as required.
• Provide basic maintenance, equipment care and chemical pool testing.

TRAINING & EXPERIENCE: Must possess current Lifeguard Certification, which includes CPR for the Professional Rescuer and Lifeguard First Aid.

PHYSICAL REQUIREMENTS: Must be able to lift 50 lbs. and react quickly to emergencies.

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must be comfortable calling 911 in an emergency and providing care according to the level of training.

The City of Berkeley invites you to apply for the position of Program Manager II in the Information Technology Department! In this role, you will perform as a technical portfolio manager overseeing staff assigned to function as project managers. Position Summary

 

Under general direction of  the Director of Budget and Electronic Revenue, the Electronic Revenue Collection Programs Manager is responsible for overseeing the daily functionality and collecting revenue accurately especially for the AET program and Clipper program.  This position is responsible for leading the daily operations of the District’s toll and electronic fares programs to oversee activities such as contractual requirements, lead new/enhanced system improvements, and resolve current operational issues.  In addition, this position is responsible for actively monitoring the daily transaction processing for transit, tolls, traffic and passenger volumes, revenue, and system budget and cost. The Manager will coordinate and work with other District staff responsible for system maintenance, technical functionality and customer issues to aid in uncovering and addressing system issues before they escalate. This position will identify and suggest program/policy improvements to the AET program and Clipper program.

 

The position is responsible for working with customers, AET technical specialists and contractors, Clipper technical specialists and contractors, accounting staff, regional customer service center (CSC) staff, Clipper Service Bureau (CSB) staff, toll system vendor staff, regional Clipper partner agencies, third party vendors that supply the system hardware and software, bridge customers, contracted customer service center staff, Metropolitan Transportation Commission (MTC) staff, Bay Area Toll Authority (BATA) staff, California and out of state Department of Motor Vehicles (DMV) and collections agencies to ensure that license plate toll transactions and revenues are being processed effectively and efficiently.In addition, this position will participate in the regional/national toll committees such as California Toll Operators Committee (CTOC), 6C coalition, and IBTTA.

 

 

Essential Responsibilities

 

• Track system issues and facilitate resolution
• Oversee contract and program compliance
• Coordinate and oversee contractor change enhancements to programs, changes to business rules, and oversee toll policy
• Coordinate and participate with regional partner agencies and statewide/national committees
• Support future generation work on toll system and back office functions
• Support operations with program managing changes, upgrades or implementation of new technical e-fare functionality
• Provides exceptional customer service to the public, possess an analytical aptitude, and detailed oriented while presenting the broader perspective to management
• Performs variance and trend analyses on daily traffic/passenger and revenue volumes
• Audits transaction flow from the lane to revenue collection at the CSC system to ensure end-to-end system performance

• Completely understands CSC reporting on transaction processing and works with the CSC to improve reporting
• Responsible for performance standard monitoring and management reporting
• Ensures proper project documentation control and facilitates weekly/monthly status meetings
• Works proactively to identify issues with transaction processing and/or revenue collection
• Develops and presents possible corrective actions when issues arise
• Create reports for management regarding toll revenues and traffic
• Works with all levels of District personnel and vendor/contractor personnel to ensure transaction processing systems are operating properly at all times
• Monitors and maintains efficient DMV processing of transactions and toll collection from out of state vehicles
• Monitors performance of the violation enforcement system at the Golden Gate Bridge
• Audits violation notice generation, collections and DMV hold processes to ensure transactions are being handled correctly
• Collects and analyzes data on various violation collection methods at Golden Gate Bridge and throughout California to ensure Golden Gate Bridge utilizes the most efficient methods
• Develops and monitors budget of the programs

• Monitors cost of system integration and initiates solutions to reduce costs
• Reviews Automatic Electronic Tolling (License Plate/Fastrak) and Clipper data to ensure accurate fares are being collected and analyzes data trends
• Supports District staff responsible for system maintenance, customer issues, and program management, shares information and identifies opportunities to improve toll collection system performance
• Ensures that the District maximizes electronic revenue of tolls and transit fares
• Supports the operations of contracted third party cash payment networks and District Clipper networks including Clipper bus and ferry operations staff
• Knows and follows the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

 

Education and Experience Requirements:

• Bachelor’s degree in Accounting, Finance, Economics, Public or Business Administration or related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement
• Five years of progressive full-time, recent position-related experience in data analysis, financial analysis, managing customer service operations, collection processing, maximizing revenue collection, or relevant administrative process analysis

 

Preferred Qualifications:

• Public sector experience, working with teams, and group facilitation skills experience
• Technical program management experience
• Demonstrated experience in working with computerized financial accounting systems
• Background in working with back end technical contractors, Operational systems, collections, DMV processing
• Demonstrated knowledge of electronic payment systems and experience managing technical contracts, including the enforcement of performance requirements, identification and resolution of system anomalies, and the ability to perform query development and analysis
• Demonstrated ability to work with multiple partners to achieve project goals and address issues
• Demonstrated ability to work with and resolve complex customer service issues

 

 

Required License: Must possess and maintain a current, valid California Driver's License and satisfactory driving record.

Position Summary

Under general direction of the Director of Budget and Electronic Revenue and reporting to the Electronic Revenue Programs Manager, the Electronic Revenue Collection Analyst is responsible for supporting the daily functionality and collecting revenue accurately, especially for the AET program and Clipper program. The District utilizes a regional electronic-based fare system (Clipper) for the Ferry and Bus Systems and administers an All-Electronic Toll (AET) collection system for Bridge tolls. This position is responsible for representing the District and working with a variety of internal and external agency staff and must be able to work with technical specialists, accounting staff, customer service center (CSC) staff, toll system staff, regional Clipper partner agencies, and third parties to ensure that toll and fare payment transaction processing is functioning properly and accurately. Monitors and improves the daily transaction processing for transit, tolls, traffic and passenger volumes, and toll collection rate activities and revenue. Participates in special projects for toll, parking, and electronic revenue programs and resolves operational and functional issues of the Clipper program for the District and proactively resolves customer related issues including system maintenance, customer service functions including direct customer contact, technical functionality and customer issues to aid in uncovering and addressing system issues. Responsible for data trend analysis, budget monitoring, program analysis, reconciliation of financial and programmatic contract issues, and creating/revising the toll collection (traffic and revenue) program reports for management for the electronic revenue program.

• Three (3) to five (5) years of progressive full-time, recent position-related experience in data analysis, financial analysis, managing customer service operations, collection processing, maximizing revenue collection, or relevant administrative process analysis or related experience 

Desirable experience: 
• Ability to work in a fast paced, operational setting, working with teams, and group facilitation skills.
• Background in working with back end technical contractors, operational systems, collections, DMV processing.
• Working knowledge of electronic payment systems and experience managing technical contracts, including the enforcement of performance requirements, identification and resolution of system anomalies, and the ability to perform query development and analysis.
• Ability to work with multiple partners to achieve project goals and address issues.

DEFINITION: Under general supervision, assists instructor in swim classes, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required. NOTE: This program provides on the job training to prepare a swim aide to become a Swim Instructor. This entry-level aquatics position is designed to give valuable training and orientation to the American Red Cross Learn-to-Swim Program, and the Mill Valley Aquatics Program for Individuals who desire to work in aquatics but don’t have required experience. Minimum age required to apply, 14 years old. 

EXAMPLES OF DUTIES:

• Assist Swim Instructor to provide all levels of swimming to all age groups.
• Follow the Instructors’ guidelines and directions working with the group or an individual as needed.
• Maintain certain class records and reports as required.
• Prepare instructional equipment, and clean up after classes.
• Provide basic locker room checks and regular restroom and facility light cleaning. 
• Deal tactfully and courteously with the public.
• Establish and maintain effective working relationships with other city employees, other agencies, and the general public.
• Respond to emergencies based upon facility emergency plan guidelines, which may include rendering CPR (Cardio Pulmonary Resuscitation)/using an AED.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.

TRAINING & EXPERIENCE: No experience required. CPR certification strongly desired.
