THE POSITION:

The City of San Rafael Police Department is seeking to fill the full-time exempt position of Senior Management Analyst II (Advanced Professional Temp). This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).  

This position performs the following essential job duties (including but not limited to):

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee. 
• Analyze, research, and prepare reports based on data analysis.
• Assess and examine public safety best practices.
• Provides administrative support between meetings and in preparation for public meetings.
• Performs related duties as required.

To be eligible for this position, you must have knowledge of:

• Principles and practices of local government and public administration.
• Methods of research, program analysis, and report preparation.
• State legislative procedures.
• Communication strategies.
• Public relations and relationship building.
• Computer skills including graphics software.
• Parliamentary procedures and knowledge of the Brown Act is preferred.

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.

THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City.

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public. 

This position performs the following essential job duties (including but not limited to):

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
• Supervises, plans, organizes, and reviews the work of lower level technical and clerical staff.
• Leads departmental communication efforts, providing information to the pubic and interacting with media on issues pertaining to the functions and issues of the Department and City.
• Participating in drafting and implementing Department and/or City-wide goals, policies, and procedures.

• Tracks the impact of State and Federal legislation on the Department or city and make recommendations regarding City positions. 
• Prepares and monitors department annual and capital budgets, mid-year budget review, work plans and periodic forecasts; provides complete analysis of revenues and expenditures for each program, re-forecasts and develops new budgets.
• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.

• Prepares and administers various grants for the department; monitors active grants to ensure that all stipulations and regulations regarding the use of funds are met; and maintains required records to ensure compliance.

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. Compensation: $103,714 - $132,314/Yearly

Protective Services Workers play a crucial role in ensuring the safety and well-being of children and families. They engage in case planning, risk assessments, and deliver vital support services.

Essential Duties but Not Limited:

• Family Partnership: Collaborate with families, communities, and service providers to form a supportive team addressing the safety, health, and well-being needs of children, youth, and families.
• Assessments: Conduct comprehensive assessments of safety, risk, and protective capacity using designated tools, taking appropriate actions to ensure child safety.
• Case Management: Maintain case information using computerized case management systems and develop behavioral case plans in collaboration with families and stakeholders.
• Support Services: Connect families with a range of services and empower them to implement case plans effectively.
• Education: Counsel and educate youth, families, caregivers, and partners on Child Welfare processes, legal requirements, and departmental policies.
• Community Engagement: Build community partnerships and educate organizations about Family and Children’s Services.
• Professional Development: Stay updated on policies, initiatives, and best practices through training and participation in work groups.
• Compliance: Ensure assigned cases meet compliance standards and testify in court as required.
• Placement Support: Monitor children placed in homes, ensuring their needs are met and facilitating mandatory parental visits and appointments.
• Documentation: Prepare clear and timely written correspondence, electronic records, and court reports in compliance with agency procedures.

Special Requirements:

• Ability to drive outside of San Francisco, climb stairs for home visits, lift objects up to 40 pounds.
• May be required to work after standard hours for emergency response shifts, including nights and weekends.

Police Department

The Management Analyst, under the general direction of the Department Head, performs a wide range of responsible, professional, administrative, and staff assignments, which include oversight of interdepartmental and City-wide projects and programs, and performs related work as required.

EXAMPLES OF DUTIES

• Management and administration of grants, implementation of all components of grants, ensure reporting and compliance requirements;
• Research, compile, and analyze crime statistics, financial, and other data;
• Assist in program, policy, and budget development, evaluation, and monitoring;
• Prepare recommendations for grants, budgets, new programs, modification of services and equipment;
• Plan, organize, coordinate, and monitor assigned projects;
• Prepare reports and presentations on all pertinent aspects of grants, proposed programs, and projects

including budget projections;

• May make presentations on assigned projects and programs to the City Council and others;
• Analyze, interpret, and explain City policies and procedures.

MINIMUM REQUIREMENTS

• Knowledge of the principles, practices, and methods of municipal budgeting, finance, and/or public administration;
• Ability to write and present reports and recommendations;
• Ability to demonstrate competency in research and analysis;
• Ability to work as a team member and respond in a positive manner to supervision.

Education: Equivalent to a Bachelor’s Degree from a four-year college or university with major work in public or business administration or related field.

Experience: One to two years of general administrative experience, preferably in grant administration in local government.

License: Possession of a valid Class “C” California Driver's License.
