THE POSITION

Under general direction, supervises, evaluates, plans and participates in the day-to-day operations of the City’s wastewater treatment plant and facilities as well as the water system and infrastructure; assists in the preparation and administration of the division budget; evaluates and trains assigned staff; interfaces with and coordinates assigned functions with other City services and departments; represents wastewater treatment plant and water system operations with governmental regulatory agencies; ensures work quality and accuracy and safe work practices; serves as a technical resource for assigned work crews and the department Director; performs other management related duties as required. 

DISTINGUISING CHARACTERISTICS:

The Utilities Superintendent is part of the mid-management level class responsible for assigning and supervising the day-to-day operation, development, repair and maintenance of the City’s wastewater treatment plant and facilities as well as the water system and infrastructure. The incumbent is expected to perform the full scope of duties. This classification is distinguished from the higher classification of Director in that the latter is responsible for the overall management and supervision of the Department. FLSA status – exempt.

The City of Auburn is hiring to fill a part-time, Retired Annuitant Bus Driver I/II position.  Under general supervision, this position operates a bus over designated routes to transport passengers; maintains established schedule; and ensures passenger safety.

The Retired Annuitant position is limited to work no more than 960 hours per fiscal year.  Placement in the class series is dependent upon qualifications.  The salary range for each level is below:

• Bus Driver I:  $45,864 - $58,552
• Bus Driver II:  $48,152 - $61,484

REPRESENTATIVE DUTIES

• Drive a bus over a designated route to transport passenger in accordance with established time schedule; follow all rules and regulations including those in the vehicle code and motor carries commercial diver’s handbook.
• Pick up and off load passengers at pre-arranged locations; assist passengers in boarding and departing the bus; secure all wheelchairs with proper devices.
• Collect fares and issue passes to passengers.
• Ensure passenger safety on bus; maintain order among passengers on the bus.
• Render aid to passengers in an emergency.
• Transport passengers on field trips and to special events.
• Make regular inspections of bus including pre-trip safety inspections following established check lists; check belts, oil, and water levels.
• Perform minor repair and maintenance of bus; regularly wash bus, inside and out; maintain cleanliness of bus shelter.
• Maintain daily records of bus operation.
• Perform related duties as required.

THE DEPARTMENT

The Public Works Department is comprised of the Engineering, Maintenance, and Water Quality Control Plant divisions.  The Engineering Division is responsible for delivering facilities and infrastructures that meet the needs of City residents and complying with standards and requirements established in the engineering guidelines and the City's Master Plan.

The Engineering Division is headed by the Principal Engineer.  The Senior Engineer position is an advanced-level engineering classification requiring professional registration, performing a wide variety of engineering duties in civil, sanitary, traffic, and other municipal public works, maintenance, and construction engineering projects.  This class is distinguished from other lower-level engineering classes in that it provides direction to staff and performs the more complex engineering and project management assignments.  Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or Capital Improvement Program.

THE POSITIONS

Associate Civil Engineer

Under general direction, the Associate Civil Engineer performs difficult professional engineering work in the design and construction of public works, including sanitary, traffic, and mechanical projects; leads and trains lower-level engineering staff on assigned projects; and does related work as required.

POSITION

Under general supervision, plans, performs maintenance and repair work of the City’s utility systems and does related work as required.

The Water Operator is an entry-level position. Incumbents learn and perform a variety of semi-skilled duties in the construction, operation, maintenance, and repair of the City’s potable water distribution and distribution, wastewater, stormwater systems, equipment, and facilities.

ESSENTIAL FUNCTIONS

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.

1. Inspects and maintains pump and booster stations and associated equipment; analyzes, treats, monitors, and records water quality; tabulates flow rates to maintain proper reservoir levels; analyzes chlorine residual tests and makes adjustments.
2. Measures monthly well levels; acquires well samples for lab testing; operates SCADA monitoring equipment.
3. Performs water meter testing, system meter repairs, and related maintenance; may tabulate flow rates to check for accuracy.
4. Manages pumping station equipment servicing as needed; services and maintains system pumps and associated apparatus.
5. Assists with testing and repair or backflow prevention devices according to County regulations.
6. Performs hydrant flushing program; repairs hydrants and exercises valves.
7. Handles water quality complaints and records in logbook; provides data for regulatory agency reporting.
8. Performs pipeline, facility, and related system maintenance; exercises valves; repairs breaks and leaks; monitors blow-off and air relief; marks for Underground Service Alert (USA) tickets; inspects installation of associated infrastructure.
9. Operates a variety of equipment and tools such as loaders, combination vehicles, backhoes, bobcat, forklift, pneumatic tools, jackhammers, and tampers.
10. Performs monitoring rounds at station and collection system, and repair as necessary.
11. Conducts upkeep at water well and reservoir sites; makes repairs to facilities.
12. Maintains records and logs of daily activities.
13. Responds to emergency calls as needed.
