The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. They will assemble the office’s practices and resources, all while supporting delivery of identified priorities. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. The Division is situated to grow its team and Citywide impacts. Thus, the selected Division Manager will demonstrate the vision and leadership necessary to build the C3PO into the model team and organizational resource described.

Responsibilities:

The C3PO Division Manager works closely with the IT Department Executive Team and oversees approximately 10 to 15 contributors, an average annual project portfolio of 75+ initiatives, and 40+ primary systems for focused lifecycle management. The C3PO works across 20 major departments citywide to:

• Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and 
• Enable organizational capabilities and cultures that makes transformation through technology increasingly routine. 

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

Collaboration, responsiveness, employee development, and effective relationship management with teams across the City are critical success factors for the C3PO Division Manager. The City practices agile and waterfall methodologies, reporting through an executive scrum of scrums to align appropriate methods to initiatives. Work is managed through an overarching IT Strategic Plan, Annual IT Work Plan, and a system of Objectives and Key Results (OKRs) that keep priorities aligned.

The primary duties of this position may include but not limited to:

• Delivering business value through expert portfolio management, product management, and project management.
• Performing and teaching portfolio, product, and project management practices across City departments through the C3PO.
• Developing necessary strategic plans, budgets, architectures, and roadmaps to plan, execute, and resource initiatives that support the service requirements of City departments.
• Hiring, coaching, mentoring and developing performance manage Products-Projects Managers and prioritizing effectively through active methods—e.g., scrums, work-staff planning, OKRs. 
• Partnering with customer, technical, and vendor leadership to achieve objectives and resolve challenges.
• Monitoring and regularly communicating key performance metrics and statuses.
• Overseeing the development, communication, and training of standardized processes, best practices and maintain integrated tools for product-project planning, execution, business analysis and deliverable/artifact tracking.
• Applying governance processes to maintain stakeholder support, detecting and addressing projects in jeopardy, and inhibiting large project failures.
• Planning for competing demands of technical and staff resources in project and product lifecycle activities.

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. • Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.

• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.

The Enterprise Strategic Support Engineer will be providing hybrid meetings and Council systems strategic support under the Productivity and Collaboration Application Program. Salary Information:

• Enterprise Information Technology Engineer I: $105,040.00 – $127,795.20 annually

The City of San José is recruiting for an IT Support Manager in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure service and day-to-day operations for the City’s Emergency Operation Center (EOC).

The IT Support Manager supports the essential technologies needed to operate the City’s EOC in disasters, including the core network infrastructure, computing servers, storage, enterprise applications, collaboration tools, Mobile Device Management, Motorola Computer Dispatch workstations, and video and audio systems. The EOC technologies include a multi-layer redundant/backup network connectivity with a localized data center, servers, and storage. This allows the EOC’s technology services available during large-scale emergency events.

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment.  

The ideal candidate must be able to take full ownership of managing the IT infrastructure, business collaboration tools, and City applications to support the EOC and lead projects to completion. Infrastructure operations include identity management, private and public cloud infrastructure, server virtualization, system management and monitoring, client and server Windows Operating Systems and client applications, etc. Business collaboration tools include Microsoft Office 365 Productivity Suite, Microsoft Teams, SharePoint, related Office 365 Suite offerings, and Zoom. City applications include GIS, desktop applications, etc. This position demands a proven ability to resolve complex technical issues with limited resources.  A strong leadership mindset, the ability to deliver team productivity, and a strong civil servant mentality are essential to this position. 

The IT Support Manager is a member of the IT Department with a mission to support the EOC. The work plan defines the business requirements with priorities set by the Office of Emergency Management. As a member of the EOC response team, the IT Support Manager will need to be available onsite to support the emergency event. Work hours during an emergency event could be after City’s business hours or on the weekend.

Duties may include but are not limited to:

• Providing technical leadership for the City’s enterprise infrastructure which includes: network, servers, hyperconverged infrastructure, desktops and mobile devices, Active Directory, VPN, Federation Service, Public/Private Cloud support, enterprise storage, system management and monitor, enterprise system backups and restore, as well as Disaster Recovery of EOC IT services. 
• Performing hands-on system configuration and advanced troubleshooting infrastructure issues to ensure service availability to meet service level expectations. 
• Validating and managing system configuration changes to ensure successful system upgrades and configuration changes to production environment. 
• Developing technical guidelines and governance framework to ensure best practices and security.
• Triaging, leading and resolving advanced infrastructure issues and service outages.
• Leading project implementation to completion.
• Coordinating communication and IT service needs with Public Safety and departments.
• Managing asset life cycle, including tracking, replacement, and surplus of equipment.
• Managing infrastructure maintenance and support contracts.
• Providing technical leadership and IT training to EOC staff and City employees.

CASUAL RECREATION SPECIALIST/LEAD

5 - 25 HOURS/WEEK (Flexible)          

Note: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30).   

Recreation Services Division has multiple program lead staff openings across many recreation programs and activities. We serve youth, adults and older adults and have opportunities for flexible working hours (i.e., morning, after school, evenings, lunch time, weekends, etc.). Individuals may choose to work one assignment or multiple assignments and flexible work hours are possible to accommodate school schedules and/or other commitments.

• Organize and lead activities such as arts & crafts, sports & games, health & fitness
• Supervise participants, volunteers and program support staff during programs/activities
• Take attendance and administer/organize other paperwork and forms as needed
• Issue, maintain and store equipment and supplies
• Suggest and develop activities as appropriate to enhance program/activity
• Interact and communicate effectively with children, parents, caregivers, volunteers and City staff
• Ensure the safety and well-being of program participants, support staff and volunteers
• Responsible for program staff development, training and supervision (i.e. staff meetings)
