The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.
• Other related duties as assigned.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four year college or university with major coursework in environmental health, sanitation or a related biological field. State certification in pesticide use and safety and vertebrate vector control is desirable. 

Other requirements:

• Registration by the State of California as an Environmental Health Specialist.
• Valid California driver's license and a satisfactory driving record.

The Lifeguard/Swim Instructor position may be assigned to the following areas:

Lifeguard

Under general supervision, the Lifeguard performs lifeguard duties in enforcing City public swimming pool rules and monitoring pool patron conduct; perform emergency rescue and lifesaving techniques.

Swim Instructor

Under general supervision, the Swim Instructor performs swim instructor duties in planning, coordinating and teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Lifeguard

• Enforce swimming pool rules and regulations, including ensuring orderly conduct by pool patrons.

• Assist in maintaining pool areas in a safe and clean condition.

Swim Instructor

• Assist in providing instruction for a variety of swimming classes for all ages and ability levels.

The City of Berkeley invites you to apply for the position of Aquatics Specialist I in the Parks, Recreation and Waterfront Department! In this role, you will have the opportunity to provide instruction in swim and serve as a lifeguard at assigned swimming facilities. You'll teach lower swim levels and perform customer service functions.

Front Desk Attendant – (Recreation Leader I/II)

Job Description:

Under general supervision, this position is assigned to perform a variety of duties to support the users of various indoor and outdoor City facilities and programs. The Recreation Leader I/II oversee programs and rental activities. This includes opening and closing buildings, monitoring facility use including facility and guest safety during rentals, setting up tables and chairs for rentals, City programs and events, performing light janitorial and custodial duties, ensuring compliance of established rules and procedures for the use of facilities, and performing other duties as required. Within this classification, specific positions will include: Facility Attendant, Front Desk and Customer Service Representative.

Examples of Duties for these positions may include:

• Opening and/or closing facility
• Monitoring facility for safety, cleanliness and appropriate use
• Checking daily facility schedule and/or rental setup diagrams
• Set up and break down the facility for rentals and events
• Cleaning, sanitizing, and organizing assigned program area
• Greeting patrons and answering phone calls
• Providing patrons with information regarding programs, rentals, facility directions, schedules, site rules, policies and regulations.
• Maintain professional, courteous behavior toward co-workers, members of the public, and all other contacts in the course of work.
• Directing patron questions to the appropriate department when necessary
• Use computer for data entry, roster printing, processing registrations, memberships, rental reservation and POS system
• Providing first aid care in the event of incident and writing incident report
• Assist with miscellaneous office tasks, i.e. retrieving and distributing mail, receiving shipments, delivering items to program sites
• Set-up and operate audio, video, or other technology focused equipment for programs, uses, and events.
• Assist with activities including but not limited to sports, wellness, programs, classes and special events
• Promptly reporting facility or customer issues to supervisor
• Assist in the inventory of facility supplies and equipment.
• Performing related duties as assigned.

Working Conditions

Work is assigned at both indoor and outdoor facilities, and may include exposure to unsanitary conditions, odors, cleaning chemicals, and some noise. The successful candidate must be able to work variable hours, including mornings, late evenings, holidays, and weekends.

Physical Demands

Light to moderate lifting (up to 50 pounds); pushing; pulling; crawling; climbing; and prolonged periods of standing. Lifting above the shoulders, working off a ladder, manual dexterity, and good vision and hearing are also required.

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

This entry-level aquatics position is designed to give valuable training and orientation to the American Red Cross Learn-to-Swim Program, and the Mill Valley Aquatics Program for Individuals who desire to work in aquatics but don’t have required experience. Minimum age required to apply, 14 years old. 

EXAMPLES OF DUTIES:

• Assist Swim Instructor to provide all levels of swimming to all age groups.
• Follow the Instructors’ guidelines and directions working with the group or an individual as needed.
• Maintain certain class records and reports as required.
• Prepare instructional equipment, and clean up after classes.
• Provide basic locker room checks and regular restroom and facility light cleaning. 
• Deal tactfully and courteously with the public.
• Establish and maintain effective working relationships with other city employees, other agencies, and the general public.
• Respond to emergencies based upon facility emergency plan guidelines, which may include rendering CPR (Cardio Pulmonary Resuscitation)/using an AED.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.

TRAINING & EXPERIENCE: No experience required. CPR certification strongly desired.
