JOB DESCRIPTION

The Tiny Tots Instructor will teach assigned classes of pre-school children ranging in ages from 18 months to 5 years old in enrichment, recreational and educational based programming (Tiny Tots Aide will assist).

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Develop and instruct weekly lesson plans (i.e. art, free play, enrichment, and circle time).
• Supervise preschool age children indoors and outdoors.
• Maintains a variety of program records and prepares reports relevant to program area.
• Ensures that activities run smoothly and according to program objectives and guidelines and general department philosophy.
• Maintain direct communication with parents and families.
• Encourage and support early childhood development.
• Clean tables, floors and play areas when need arises.
• Participate in City sponsored special events which may occur on weekends and/or holidays
• Perform other duties as assigned

SUPERVISION EXERCISED AND RECEIVED

General supervision is provided by the Tiny Tots Supervisor.

MINIMUM QUALIFICATIONS

• Be able to establish and maintain productive working relations with others
• Ability to tactfully and appropriately communicate with preschoolers and parents
• Ability and desire to work with young children
• Must have some knowledge of growth and developmental stages of 3-5 year old children

Tiny Tots Preschool Aide (Activity Specialist II)

• Must be at least 18 years of age and have ECE units, or educational equivalent, or experience caring for children

Tiny Tots Preschool Lead (Activity Specialist III)

• Must have 6 academic units at the junior college level in an Early Childhood Education program and 18 months experience in a recreation or structured child care setting for preschoolers.

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR & First Aid from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified 30 days prior to the first day of work.
• Fingerprinting and TB test are required
• Must submit verification of legal right to work in the United States as a condition of employment

SELECTION PROCESS

Qualified application will be evaluated on the basis of related experience and quality of presentation.

The most highly qualified applicants will be invited to an oral interview. Applicant evaluations may include a written and physical test. Satisfactory candidates will be placed on an eligibility list. Placements are anticipated immediately after the list is established. Some placements may be assigned to emphasize public education as the City's needs require.

Some positions may require a health evaluation.

Swim Instructor - Lifeguard I/II

Position Details

Under close supervision, maintain constant watch over a public swimming pool facility to enforce regulations and prevent accidents, assist swimmers in distress and provide emergency and routine first aid. Create a safe and positive atmosphere for all participants and perform basic facility maintenance duties.

Examples of Duties

• Actively scan the pool, deck and locker rooms for safety and potential hazards and address the situation properly to remedy it
• Recognize and respond to emergencies in accordance with the facility emergency action plan
• Know and enforce all facility rules, policies, and procedures while providing a safe and enjoyable environment for all patrons
• Perform daily inspections or equipment and facility; correct and/or report any and all unsafe conditions to supervisor
• Teach swim lessons and aquatic classes to a variety of skill and age levels; evaluate participants according to program outlines and goals
• Perform other duties as assigned

Working Conditions

Work is at the Aquatics Center at San Bruno Park and is performed both indoors and out, with exposure to heat, sun, water, noise, dust, pollens and chemicals/cleaning agents used in an aquatics complex. There is potential for slip hazards when working near water and exposure to blood borne pathogens when rendering first aid. Working hours will include evenings, weekends, and holidays.

Physical Demands

Position requires the ability sit or stand for long periods of time; climb, balance, stoop, kneel, crouch, reach, walk frequently, lift and/or move objects up to 50 pounds; occasionally lift and/or move objects up to 100 pounds; perform simple and power grasping, pushing, pulling, and fine manipulation; verbal and hearing skills to effectively communicate with children and other staff; visual acuity is also required for observation.

Typical Qualifications

• Must be at least 15 and have a valid Red Cross certification in Lifeguarding, CPR, AED & First Aid for the Professional Rescuer

• Lifeguard Instructor certification not required, but a plus and will be compensated at a higher base pay.

• Must pass a Livescan background check if over the age of 18

• Must test negative for Tuberculosis within the past 2 years

• Must submit a valid student work permit if still in high school

• Must be patient and courteous with all members of the public

• Be dependable and punctual

• Ability to sit, stand and walk for long periods of time.

• Ability to withstand exposure to the elements outdoors and in enclosed spaces

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes.  Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

Pioneer Community Energy Seeks a 
Senior Manager, Quantitative Analysis and Modeling

The Senior Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in the work of personnel engaged in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients. 
• Performing fast and accurate market risk measurements.
• Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitor exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.
