Senior Planner

The City of San Rafael is recruiting for a Senior Planner in our Community Development Department. This position is responsible for the program, administration, and the performance of a comprehensive planning/economic development division and performs professional current and/or advanced planning work.   

The employee in this position exercises supervision over other professional, technical and/or office support staff.  At this advanced level the incumbent is expected to utilize highly technical, analytical skills which are necessary in order to function with the degree of independence required in completing assignments.

This position performs the following essential job duties:

• Supervises professional and/or technical staff engaged in City planning activities.
• Establishes priorities and defining processing requirements.
• Responds to questions and issues raised by the City staff, developers, contractors, architects, engineers, and the general public; interpret the General Plan, zoning code and related ordinances or City regulations.
• Conducts research and special studies.
• Coordinates projects and activities with other City departments and outside agencies.
• Manages consulting contracts for planning projects.
• Makes presentations before community groups, Boards, Commissions and/or the City Council.
• Performs related duties as required.

To be eligible for this position you must have knowledge of/ability to:

• Principles and practices of planning and the methods used in the implementation of such plans.
• Current trends in federal, state and local planning.
• Socioeconomic and physical resource aspects related to assigned programs.
• Effective supervisory methods and techniques. 

• Prepare and analyze various professional studies.
• Prepare written reports.
• Make presentations to committees, community groups, the Planning Commission & City Council.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. 
• Ability to write reports, business correspondence, and procedure manuals.
• Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
• Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

EDUCATION AND/OR EXPERIENCE:

• Graduation from a recognized college or university with a Bachelor’s degree in Planning or related field, AND
• Five (5) years of increasingly responsible professional planning experience.
• A Master’s degree in Planning may be substituted for one year of experience.
• Excellent written and verbal communication skills required.
• Public agency experience desirable.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Must possess a valid California driver’s license and have a satisfactory driving record.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims management including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. The Budgets and Financial Planning & Analysis Section is responsible for developing and managing the organization's budgets, performing financial analysis and forecasting, developing financial plans and supporting effective financial management throughout MTC, ABAG and affiliated entities.

Under the general direction of the Assistant Director, the Associate Budget and Grant Financial Analyst is responsible for preparation and monitoring of the operating and capital budgets, grant management, compliance and reporting of assigned entities. Working closely with agency Sections and program staff, this position will perform a variety of complex analytical and administrative work supporting effective financial and grants management of ABAG and its affiliated entities.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree in accounting, business administration, finance or related field.  A Master's degree is highly desirable.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.   

Experience:  Five years of increasingly complex and responsible work experience in treasury, governmental budgeting, governmental fund accounting, or similar field, including the equivalent of two years as an Assistant Financial Analyst in MTC.

Preferred Qualifications

• Experience working with Boards and Commissions
• Experience with federal and state grant management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.
• Monitor expenditures, identify variances and work closely with section and project managers to address financial issues.
• Prepare monthly, quarterly, and year-end financial analysis; assist with monthly and year-end close activities, including financial reconciliation and reporting.
• Conduct variance analysis, identify key performance drivers, and provide explanations for budget deviations.
• Review and monitor grants, from grant application to project closeout, including grant compliance, reporting requirements, and financial management.

Water System Worker III (Lead Position)

ESSENTIAL DUTIES

Pioneer Community Energy Seeks a Manager, Quantitative Analysis and Modeling

THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients.
• Performing fast and accurate market risk measurements.
•  Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitoring exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics.
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

QUALIFICATIONS
Qualified candidates will have an ability to perform complex analytical work in support of Pioneer’s product structuring, resource planning activities and rate setting and apply analytical and research methods to a variety of electric utility program areas including planning, forecasting, load research, utility demand, and demand-side management.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.
Experience: Five to ten (plus) years of experience in a position with similar duties including programming expertise (e.g., C++, Python, R, Matlab).

COMPENSATION PACKAGE
Salary - The salary range is $115,934 - $173,322, with placement dependent on qualifications plus generous benefits
