The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

 

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

 

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The annual salary range for this position is $17.75 - $24.85.  This position will be filled at or near the bottom of the salary range.

 

TYPICAL DUTIES:

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Sufficient education to provide the ability to read, write and speak English at a basic level.

License/Certifications:

Possession of a valid California Class C driver’s license is required.

 

Desirable Qualifications:

• Landscape maintenance experience.
• Experience working with the public in a service environment.

Some knowledge of: the purposes, use, and maintenance of simple hand tools; construction and maintenance methods and materials. Good ability to: learn to use simple hand tools; follow oral and written instructions; and perform heavy physical labor.

The City of American Canyon Parks & Recreation Department invites energetic, creative and responsible individuals to apply for the position of Program Coordinator. Program Coordinators are part-time, temporary staff members who work under Recreation Coordinators to oversee and implement a wide range of recreation programming. Program Coordinators may be asked to provide recreation leadership, supervision, and assistance in various recreation programs, including day camp, youth and adult sports, special events and outdoor spaces.

This position is well-suited for applicants with experience as a Recreation Leader or Youth Leader, can work independently, and effectively lead staff members.

Being a Program Coordinator can include working shifts that are scheduled during early mornings, nights, weekends and holidays all year around.  This is a position that is considered temporary/part-time and employees are limited to no more than 980 hours per fiscal year.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the removal of blight from City property.  Positions allocated to this class are expected to perform skilled and complex maintenance including litter, weed, and debris removal duties and to work with third party contractors.

The purpose of the recruitment is to fill a current vacancy at the Woodland Police Department, Homeless Outreach Street Team, as well as establish an eligibility list for future vacancies.

 

IDEAL CANDIDATE

The Ideal Candidate for this position will have strong communication and customer service skills and possess the ability to mediate or de-escalate conflict. Candidates should possess an awareness of their surroundings and roadway dangers. They should be willing to work in a variety of conditions exposing them to inclement weather, as well as vehicle traffic. The ability to prioritize work and maintain deadlines would be ideal. Candidates should possess the ability to foster good working relationships with local business owners and other agencies and be able to work in a fast-paced environment where task completion is paramount.

 

ESSENTIAL JOB FUNCTIONS

• Work to complete required duties for the City’s Blight Abatement Team such as removal of graffiti, removal of abandoned camps, litter clean-up, power washing, removal and clean-up of bio-hazards and human waste, removal of fallen leaves and minor landscaping clean-up, as well as assist in the execution and implementation of special events that take place within the City limits.
• Work in cooperation with staff from other City departments. 
• Fulfill the tasks assigned to them with attention to detail, speed, and a customer service-oriented attitude.

OTHER JOB FUNCTIONS

Provide general information to the public, other City departments, and vendors pertaining to area of assignment. Perform preventive maintenance and minor repairs on assigned equipment.  

The work environment is located primarily outdoors and consists of completing tasks involving litter, weed, debris and graffiti removal, painting and biohazard abatement. Additional tasks include cleaning of walkways, street gutters, alleyways, and landscape areas. Conditions range from working outside in all types of weather conditions. Some work will involve hazardous and unsanitary conditions. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without regular direct supervision. Must be able to work under stressful conditions.

Meet stand-by program requirements and serve in a stand-by status after regular working hours and respond to emergency call-outs.  Assist in the preparation of cost estimates, scheduling of work, and employee evaluations.   Requisition of materials and supplies for assigned facilities and projects.   Instruct subordinates in proper work techniques, use of equipment and safety practices and requirements. Work cooperatively with others.  Drive vehicles and equipment as required.  

 

QUALIFICATIONS

Education:

High School Diploma or equivalent.  

Experience:

One (1) year of experience performing duties comparable to those of a Maintenance

Worker I.

Bilingual:  Knowledge of a second language is beneficial.

License and Certificate:

Required upon hire, possession of valid Class C California Driver's License.

Forklift Certification, First Aid and CPR certifications, is required prior to permanent appointment.

Possession of a valid Class B or Class A California Driver's License is a plus.

Future salary growth includes 4% increase effective July 2024, a 1% increase effective January 2025, a 4% increase in July 2025 and a 1% increase effective January 2026.

The Construction Services Manager will directly perform a variety of new construction, skilled building and grounds repair and restoration work, supervises construction crews of staff, and manages the work of licensed contractors. This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.  

ESSENTIAL FUNCTIONS

The role consists of assisting city staff in the preservation, maintenance, and sustainable growth of Fremont’s urban forest. Examples of division responsibilities include program administration, tree assessment, community outreach and education, grant management, data collection and analysis, contracts and vendor management, project management, as well as other related responsibilities.

Examples of duties that may be assigned to interns include processing data through the city’s GIS- based tree data management system, reviewing and processing permit applications, developing and supervising tree planting initiatives, conducting public outreach and education, providing technical expertise, completing field work and assessments, Urban Forestry Management Plan implementation, and other duties as assigned.

Position Details:

Under general supervision, this position is assigned to perform a variety of duties to support the users of various indoor and outdoor City facilities and programs. The Recreation Specialist will oversee programs and rental activities. This includes opening and closing buildings, managing swimming pool patrons and activities, monitoring facility use including facility and guest safety during rentals, setting up tables and chairs for rentals, City programs and events, performing light janitorial and custodial duties, ensuring compliance of established rules and procedures for the use of facilities, and performing other duties as required. Within this classification, specific positions will include: Senior Facility Attendant, Pool Manager (Lifeguard certification required) and Manager on Duty (MOD) for the facility.

• Overseeing operation of swimming pools or “dry” activities and rentals

Recreation Specialist-Pool Manager Duties and qualifications:

 

• Manages and supervises assigned operations to achieve goals within available resources
• Provides leadership and direction in the development of short and long term plans
• Supervises classes and co-sponsored programs
• Actively scan the pool, deck and locker rooms for safety and potential hazards and address the situation properly to remedy it
• Recognize and respond to emergencies in accordance with the facility emergency action plan
• Know and enforce all facility rules, policies, and procedures while providing a safe and enjoyable environment for all patrons
• Perform daily inspections or equipment and facility; correct and/or report any and all unsafe conditions to supervisor

• Lifeguard Instructor certification required
• Must test negative for Tuberculosis within the past 2 years
•  Must be patient and courteous with all members of the public

Working Conditions:

Work is assigned at both indoor and outdoor facilities, and may include exposure to unsanitary conditions, odors, cleaning chemicals, and some noise. The successful candidate must be able to work variable hours, including mornings, late evenings, holidays, and weekends.

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. The Watershed Planning Project Manager (Class: Project Analyst II or Project Analyst III) will manage projects related to urban river restoration, public access, and open space conservation, master planning, and park development, including design and construction of new park amenities, creation of parkland in urban neighborhoods, renovation of infrastructure and buildings, acquisition of land, and planning in a watershed context. Capital projects include renovation of existing facilities, new construction by contractors and force account, and fee acquisition of land interests.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others, for a flexible person at an intermediate level. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non-profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for improvements, land acquisition, and major maintenance projects in nature parks within greater Los Angeles, and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

This is a full-time, non-exempt, at-will position.

Supervision

This position may report to the Chief of Watershed Planning, Chief of Park Development, or other Executive-level staff depending on MRCA's needs. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position supervises no other staff.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Analyze various planning documents and processes for consistency and impacts on MRCA's watershed planning priorities. Write formal comment letters and informal memoranda.
• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Identify potential projects and assess feasibility.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.

• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.

• Manage the CEQA compliance process for potential projects.

Depending on the MRCA's needs, management of maintenance funding sources may be emphasized in the specific job duties, including:

• Analyze proposed expenses for eligibility and determine appropriate funding sources for expenses.
• Assist with budget development and monitoring for multiple locations and funds.
• Liaison frequently between operations and maintenance staff and finance staff to ensure smooth administrative processes.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position is likely to have physical contact with members of the public in public areas such as parking lots and shared public/office restrooms and during in-person public meetings. COMPENSATION

Wages

The range of hourly rates for a Project Analyst II is $27.27 to $33.15.

The range of hourly rates for a Project Analyst III is $30.57 to $37.15.

Classification Level

The selected candidate may be hired as a Project Analyst II or Project Analyst III, depending on experience. A Project Analyst II will perform the functions with a moderate level of supervision, making some judgments independently, and regular check-ins for guidance and task prioritization. A Project Analyst III will perform the functions with a low level of supervision and less frequent check-ins to verify tasks and decision support. A Project Analyst III shall have the ability to advance into a team leadership role and determine project direction.
