The Urban Forestry Division of the City of Fremont has two paid internships available for immediate hiring.  Through a variety of tasks and duties, interns will gain well-rounded, first-hand work experience and observational knowledge in the fields of urban forestry management and municipal administration.

The Role

The role consists of assisting city staff in the preservation, maintenance, and sustainable growth of Fremont’s urban forest. Examples of division responsibilities include program administration, tree assessment, community outreach and education, grant management, data collection and analysis, contracts and vendor management, project management, as well as other related responsibilities.

Examples of duties that may be assigned to interns include processing data through the city’s GIS- based tree data management system, reviewing and processing permit applications, developing and supervising tree planting initiatives, conducting public outreach and education, providing technical expertise, completing field work and assessments, Urban Forestry Management Plan implementation, and other duties as assigned.

With assistance from city staff and resources, this role will be expected to achieve International Society of Arboriculture (ISA) arborist certification before the term ends.

Position Details:

Under general supervision, this position is assigned to perform a variety of duties to support the users of various indoor and outdoor City facilities and programs. The Recreation Specialist will oversee programs and rental activities. This includes opening and closing buildings, managing swimming pool patrons and activities, monitoring facility use including facility and guest safety during rentals, setting up tables and chairs for rentals, City programs and events, performing light janitorial and custodial duties, ensuring compliance of established rules and procedures for the use of facilities, and performing other duties as required. Within this classification, specific positions will include: Senior Facility Attendant, Pool Manager (Lifeguard certification required) and Manager on Duty (MOD) for the facility.

Examples of Duties for these positions may include:

• Overseeing operation of swimming pools or “dry” activities and rentals
• Staff lead for issues related to programs and customers
• Opening and/or closing facility
• Monitoring facility for safety, cleanliness and appropriate use
• Checking daily facility schedule and/or rental setup diagrams
• Set up and break down the facility for rentals and events

• Cleaning, sanitizing, and organizing assigned program area
• Greeting patrons and answering phone calls
• Providing patrons with information regarding programs, rentals, facility directions, schedules, site rules, policies and regulations.
• Maintain professional, courteous behavior toward co-workers, members of the public, and all other contacts in the course of work.
• Directing patron questions to the appropriate department when necessary
• Use computer for data entry, roster printing, processing registrations, memberships, rental reservation and POS system
• Providing first aid care in the event of incident and writing incident report
• Assist with miscellaneous office tasks, i.e. retrieving and distributing mail, receiving shipments, delivering items to program sites
• Set-up and operate audio, video, or other technology focused equipment for programs, uses, and events.
• Assist with activities including but not limited to sports, wellness, programs, classes and special events

• Promptly reporting facility or customer issues to supervisor
• Assist in the inventory of facility supplies and equipment.
• Performing related duties as assigned

Recreation Specialist-Pool Manager Duties and qualifications:

• Manages and supervises assigned operations to achieve goals within available resources
• Provides leadership and direction in the development of short and long term plans
• Supervises classes and co-sponsored programs
• Actively scan the pool, deck and locker rooms for safety and potential hazards and address the situation properly to remedy it
• Recognize and respond to emergencies in accordance with the facility emergency action plan
• Know and enforce all facility rules, policies, and procedures while providing a safe and enjoyable environment for all patrons
• Perform daily inspections or equipment and facility; correct and/or report any and all unsafe conditions to supervisor
• Teach swim lessons and aquatic classes to a variety of skill and age levels; evaluate participants according to program outlines and goals
• Lifeguard Instructor certification required
• Must test negative for Tuberculosis within the past 2 years
•  Must be patient and courteous with all members of the public
• Be dependable and punctual
• Ability to sit, stand and walk for long periods of time
• Ability to withstand exposure to the elements outdoors and in enclosed spaces
• Perform other duties as assigned

Working Conditions:

Work is assigned at both indoor and outdoor facilities, and may include exposure to unsanitary conditions, odors, cleaning chemicals, and some noise. The successful candidate must be able to work variable hours, including mornings, late evenings, holidays, and weekends.

Physical Demands

Light to moderate lifting (up to 50 pounds); pushing; pulling; crawling; climbing; and prolonged periods of standing. Lifting above the shoulders, working off a ladder, manual dexterity, and good vision and hearing are also required.

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes.  Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

Streets & Construction Worker I

The City of Chowchilla is seeking a Streets & Construction I, under general supervision, to perform a variety of semi-skilled and skilled tasks in the maintenance and repair of streets, sidewalks, gutters, facilities, trees and other public service activities, and to perform related work as required.

THE POSITION(S)

Streets & Construction Worker I:

This is an entry-level class under close supervision, performs any combination of the following duties on construction projects, usually working in utility capacity, by transferring from one task to another where demands require worker with varied experience and ability.  Work is usually performed with other workers.  This class may advance to Streets & Construction Worker II after gaining experience and demonstrating proficiency to meet the qualification of the higher-level class.

Prerequisites:   Any combination equivalent to graduation from high school (or G.E.D equivalent to graduation) and two years’ experience performing a variety of skilled and semi-skilled construction and/or maintenance involving buildings, grounds, streets and sidewalks.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.
• Other related duties as assigned.

Water System Worker III (Lead Position)

($25.51- $32.66 per hour)

The City of Chowchilla is seeking a Water System Worker III to assist in the operation and maintenance of the City’s water distribution system, including pumps, mains, chlorinators, meters, and other equipment; and do related work as required on an assigned shift, under general supervision of the Utilities Systems Supervisor and/or Director of Public Works.

Wastewater Treatment Plant Operator I

($21.49– 27.50 per hour)

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator I for the operation and maintenance of the City’s Wastewater Treatment Plant. The Wastewater Treatment Plant Operator I is a journey-level class in the Wastewater Treatment Plant series, which normally works under general supervision, performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise.

The Position

The Senior Landscape Architect will plan, supervise, and review the work of City Landscape Architect staff. The incumbent will: coordinate and oversee various landscape projects; perform professional landscape architect work in conjunction with the design and preparation of plans, specifications and cost estimates for the development and rehabilitation of parks, landscaped areas and street beautification projects; inspect and review the work of developers and contractors landscaping for conformance with plans and specifications; and give professional advice on landscape matters.

Examples of Duties

• Organize and oversee the landscape design and layout of parks, recreational areas, roadway medians and pedestrian ways.
• Plan, supervise, review, and evaluate the work of professional City and contract staff.
• Train staff in work procedures.

• Administer the tree planting program, including maintenance of the street tree master plan, botanical designation, inspection of plantings, issuance of permits for planting, removal, and pruning.
• Serve as technical adviser to City staff and officials on park, street tree and landscape matters.
• Act as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space.
• Conduct park location studies to evaluate park site feasibility and proposed development.
• Respond to public requests and complaints regarding landscape development and tree preservation.
• Coordinate the work of the unit with that of other departments and divisions.
• Maintain accurate records and files.
• Prepare clear and effective reports, correspondence, policies, procedures, ordinances and other written materials. Prepare plans for planting, irrigation, site plans, grading, and layout for parks and median projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.

• Irrigates using manual and automatic irrigation devices.

• Prune, plant, and irrigate turf, landscape and trees.

• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.

• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

• Previous work experience involving groundskeeping, horticulture, and irrigation is preferred.

Parks Maintenance Worker II:

• Three years of work experience involving groundskeeping
