THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Call Taker & Records Specialist.  This position routinely takes all non-emergency calls for service both over the telephone and in person at the police department counter; provides information and assistance to the public both over the telephone and in person; processes, maintains, and disseminates all police reports and a wide variety of confidential police reports and a wide variety of confidential police department records.  This position is a journey level specialized police civilian classification and performs all duties required to effectively dispatch police services.

This position performs the following essential job duties:  (including but not limited to the following):

• Answers and evaluates all non-emergency calls for service and responds to each individual call with appropriate action and may be required to take some emergency calls for service.
• Enters information into the CAD system about calls for service including type, location, nature and description of the event; researches, interprets, and applies the appropriate law, code, or statute to all police records related issues.
• Evaluates and handles all in-person requests for service at the front counter of the police department and responds to each request with appropriate action, including advice, information, referrals, assistance with counter reports, and taking of supplemental reports.
• Provides callers and walk-in customers with assistance, information, or referral on situations that they determine not to be police-related; serves as a conduit of information from the police department to other public safety agencies and service providers.
• Operates a complex computerized records management system; processes and maintains a wide variety of police reports, documents, and records in both electronic and paper format; enters and retrieves information from other law enforcement data bases and resources.
• Maintains and ensures the integrity and security of all confidential police records and reports; provides for the appropriate release of information in accordance with all state laws governing confidentiality and the release of police records; researches, purges and seals records.
• Prepares mandated statistical and other reports for the State Department of Justice; prepares, codes, categorizes, tabulates, enters, and audits a variety of data, forms, and reports.
• Prepares both standardized and specialized letters, records, and reports; prepares releases for impounded and stored vehicles and criminal record clearances.  Collects fees, posts and balances monies.
• Orders and maintains office supplies; delivers reports to other agencies; may be asked to perform matron duties.
• Performs related duties as required.

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

ABOUT THE COMMUNITY

Mill Valley, the third largest city in Marin County, is located 6 miles north of San Francisco at the foot of Mount Tamalpais. The population is 14,500 with another 16,000 within its sphere of influence. The city is primarily residential with an active commercial element supporting local needs. The City of San José is recruiting for an IT Support Manager in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure service and day-to-day operations for the City’s Emergency Operation Center (EOC).

The IT Support Manager supports the essential technologies needed to operate the City’s EOC in disasters, including the core network infrastructure, computing servers, storage, enterprise applications, collaboration tools, Mobile Device Management, Motorola Computer Dispatch workstations, and video and audio systems. The EOC technologies include a multi-layer redundant/backup network connectivity with a localized data center, servers, and storage. This allows the EOC’s technology services available during large-scale emergency events.

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment.  

The ideal candidate must be able to take full ownership of managing the IT infrastructure, business collaboration tools, and City applications to support the EOC and lead projects to completion. Infrastructure operations include identity management, private and public cloud infrastructure, server virtualization, system management and monitoring, client and server Windows Operating Systems and client applications, etc. Business collaboration tools include Microsoft Office 365 Productivity Suite, Microsoft Teams, SharePoint, related Office 365 Suite offerings, and Zoom. City applications include GIS, desktop applications, etc. This position demands a proven ability to resolve complex technical issues with limited resources.  A strong leadership mindset, the ability to deliver team productivity, and a strong civil servant mentality are essential to this position. 

The IT Support Manager is a member of the IT Department with a mission to support the EOC. The work plan defines the business requirements with priorities set by the Office of Emergency Management. As a member of the EOC response team, the IT Support Manager will need to be available onsite to support the emergency event. Work hours during an emergency event could be after City’s business hours or on the weekend.

Duties may include but are not limited to:

• Providing technical leadership for the City’s enterprise infrastructure which includes: network, servers, hyperconverged infrastructure, desktops and mobile devices, Active Directory, VPN, Federation Service, Public/Private Cloud support, enterprise storage, system management and monitor, enterprise system backups and restore, as well as Disaster Recovery of EOC IT services. 
• Performing hands-on system configuration and advanced troubleshooting infrastructure issues to ensure service availability to meet service level expectations. 
• Validating and managing system configuration changes to ensure successful system upgrades and configuration changes to production environment. 
• Developing technical guidelines and governance framework to ensure best practices and security.
• Triaging, leading and resolving advanced infrastructure issues and service outages.
• Leading project implementation to completion.
• Coordinating communication and IT service needs with Public Safety and departments.
• Managing asset life cycle, including tracking, replacement, and surplus of equipment.
• Managing infrastructure maintenance and support contracts.
• Providing technical leadership and IT training to EOC staff and City employees.

• Must currently be employed as a full time paid, sworn police officer for at least two years, or have been employed for at least 24 months as a full time paid sworn police officer in a civilian governmental jurisdiction prior to application; or  

• Possession of a valid California P.O.S.T. Basic Certificate or equivalent as approved by P.O.S.T.

What You'll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.

What You'll Do

The Calibration Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation for wastewater collection and treatment plant systems; assists in the oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC) to perform skilled electrical, electronic and mechanical work related to inplant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and  performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required.  Communicate in advance with affected staff on programming and related SCADA work.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.

What You'll Do

The Wastewater Treatment Plant (WWTP) Mechanic III performs highly skilled mechanical and minor electrical work in the installation, alteration, maintenance and repair of electrical systems, equipment and fixtures in a wastewater treatment plant and provides lead worker oversight as necessary; to do other related work as required.  This is an advanced journey level class in the WWTP Mechanic series.  This position is distinguished from WWTP Mechanics I/II by its lead function and the degree of technical expertise required in performing the more complex work.  This class may be responsible for lead supervision of WWTP Mechanics I/II.

Depending upon assignment, duties may include, but are not limited to the following:

• Read and interpret drawings, plans and diagrams of wastewater treatment plant infrastructure, equipment, controls and instrumentation.
• Install, inspect, diagnose, and perform major and minor mechanical repair work on motors, pumps, boilers, hydraulic and pneumatic equipment, generators, filters, and other plant equipment.
• Use a variety of tools, hand tools, cutting and welding equipment and multi-meters.
• Clean, oil and paint equipment.
• Perform preventive and corrective maintenance of all plant infrastructure particularly mechanical and electrical systems.
• Evaluate equipment performance and identify problem areas.
• Assist with maintaining inventory and supply of replacement parts.
• Perform general maintenance duties at the WWTP and Pump Station, including buildings, grounds and equipment as required.
• Provide lead supervision and training to less experienced maintenance mechanic personnel and assure safe work practice and procedures are always being followed.
• May be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis.
• Adhere to purchasing policy.
• Maintain a variety of chemical measuring equipment and plant process instrumentation.
• Fully support and utilize the Computerized Maintenance Management System to maintain accurate records and reports of work performed.
• Assist with installation of plant-related electrical systems, including but not limited to conduits, wires, relays, pull boxes, switch boards and switches required for additions, extensions or modifications to plant components.
• Perform related duties and responsibilities as assigned.

The Wastewater Treatment Plant Mechanic III receives supervision and direction from the Wastewater Treatment Plant Maintenance Superintendent and technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  This position exercises lead supervision over other plant Maintenance Mechanics I/II, including provision of technical supervision, assignment of work and/or the training of less experienced mechanics.
