THE DEPARTMENT:

The Engineering and Transportation Department (ETD) is a new department resulting from a recent organizational assessment. The study reviewed the Community Development and Transportation Department’s Planning, Engineering, and Transportation divisions and aimed to identify operational efficiencies, technology improvements, and a staffing structure better aligned with the workload in order to improve efficiencies. As a result, the Engineering and Transportation functions will now operate as a stand-alone Department with a new Director and Assistant Director. The first step in implementing the Study’s recommendations is to hire a Director and Assistant Director, one of whom will serve as the City Engineer. The new Director, reporting to the Assistant City Manager responsible for land use and development functions, will have functional responsibility for land development, engineering, and transportation, including the City’s Capital Improvement Program (CIP), which includes utilities, civic projects, and construction inspection.

The new Engineering and Transportation Department is supported by 24 FTE and has a FY 2023-24 Capital Budget of approximately $38 million in general infrastructure and transportation projects and $13 million in utility infrastructure projects. The Five-Year CIP (FY 2023-24 to FY 2027-28) totals $473 million, including citywide projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, and transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. Other major projects entail the Transit Center, the Water Master Plan implementation, finalizing and implementing a Recycled Water Master Plan, and various Stormwater System improvements. Future priorities will involve developing an Adaptation Plan to address Sea Level Rise and the Redwood Shores and Bayshore protection projects.

The City of Burlingame's Park's & Recreation Department is accepting applications for the position of Tree Worker

DEFINITION

To perform a variety of skilled work involving the trimming, removal, installation, and general maintenance of trees; to operate and maintain all tree maintenance equipment; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Tree Maintenance class series. Positions in this class perform duties requiring greater skill and experience. All positions assigned to the class require the ability to exercise judgment and initiative, and to direct the activities of lower-level staff in tree maintenance operations.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Parks Supervisor. Lead supervision is also provided by the Tree Lead Worker.

Exercises technical or functional supervision over lower level and less experienced personnel.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

·      Climbs trees using ladders and climbing equipment or works from bucket of an aerial lift truck boom to perform tree maintenance tasks, pruning, limb removal, or line clearing.

·       Establishes safe work zones and adheres to safe work practices including the use of personal protective equipment.

·       Directs the work of the immediate support crew in a safe and effective manner.

·       Operates all types of tree maintenance equipment such as aerial lift trucks, chainsaws, brush chippers, sprayers, stump grinders, or other tools and equipment.

·       Keeps records of work performed, including damage to property.

·       Assists in the training and supervision of lower-level staff.

·       Maintains tree maintenance equipment.

·       Responds to inquiries from the general public regarding tree maintenance work and explains City tree policies.

·       Confers with Tree Lead Worker to plan, review work projects, and make suggestions to better implement the work program.

·       Performs the duties of the Tree Lead Worker in his/her absence.

·       Responds to emergency calls outside of normal work hours as required.

KNOWLEDGE/ABILITIES/SKILLS: (The following are representative sample of the KAS’s necessary to perform essential duties of the position)

Knowledge of: Materials, equipment and methods used in care, trimming and removal of trees; tree planting, and maintenance methods; pruning standards of the International Society of Arboriculture (ISA). Principles of training. Safety measures relating to the pruning, removal and general maintenance of trees in populated areas.

Ability to: Direct activities of immediate subordinates; perform manual labor; monitor supplies and materials; analyze situations and adopt effective courses of action; set up safe work sites in traffic, learn the geography of the city; work cooperatively with other City crews; establish and sustain work routines. Perform aerial rescues. Perform high climbing and pruning work in City trees. Pass annual training and perform First Aid and CPR.

Skills: Ability to safely and efficiently operate aerial lifts, brush chippers, tractors and implements, spray rigs, front end loader, blower, chain saws, stumpers and cutters, gas pole saw, hydraulic tools, shop tools, limb lowering devices. Rig trees for safe and efficient high climbing.

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience: Sufficient education and experience to perform the above duties efficiently. Typically, this is obtained through achievement of Certified Tree Worker status, and equivalent to the completion of twelfth grade supplemented by specialized training in tree care work.

License/Certificates: Possession of valid 'Class C' California Motor Vehicle Operators License; Certified Tree Worker Certificate (ISA) and Certified Line Clearance certificate within one year of appointment; and First aid and CPR certificate within one year of appointment.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Ability to: Perform manual labor, including bending, crouching, stooping, squatting, standing and walking for long periods of time; climb into confined spaces; climb ladders; lift up to 55 pounds, twist upper body; remain calm in emergency situations; respond to emergencies after normal working hours; work outdoors during extreme weather conditions; read and understand English, including the ability to communicate instructions to employees and answer questions from citizens; establish and maintain cooperative working relationships with those contacted in the course of work; and sufficient vision, hearing and stamina to perform the above job duties; enter and exit large and tall vehicles.

THE POSITION:

The ideal candidate for Police Officer will be an individual with a high commitment to customer service, a proven record of integrity, and the ability to work comfortably in a small-town atmosphere enjoyed by the residents of Atherton.

MINIMUM QUALIFICATIONS:

Must possess a valid California Class C Driver’s license and have a satisfactory driving record; POST certification to include demonstrated firearms proficiency and qualification; complete a comprehensive background investigation including a polygraph, psychological, and medical examination. 

TYPICAL DUTIES:

Applicants must be able to apply the knowledge and skills required of a sworn police officer, and display the ability to perform the following: patrol the Town in an assigned area, individually or as part of a team; provide information, directions and assistance to the public in a variety of situations; take reports and assist the public with complaints; observe, monitor and control routine and unusual traffic situations; stop motorists for various vehicle code violations, and issue traffic citations or give verbal warnings; make arrests for criminal offenses; serve warrants and subpoenas; transport individuals for medical clearance and booking at the County facility; be available to work a wide range of schedules that may include weekends, holidays, and night shifts.

COMPENSATION PACKAGE:

The current monthly salary for these positions ranges depending on the job title and experience.

Police Trainee - $8709.15 per month;  Police Officer - $10,538.83 - $12,810.01.

Position Summary

Under the general direction of the Engineering Document Control Manager, performs highly responsible and detail- oriented duties related to record management of Engineering projects. Serves as a document control assistant to project managers and engineers. Essential Responsibilities

• In coordination with project manages and other Engineering staff, establishes and maintains document control systems for engineering projects
• Scans and accurately files documents including electronic and paper versions
• Performs document searches and retrieves documents from document control data base and paper filing system
• Produces paper copies of documents as required
• Develops and implements a document distribution matrix for each project in compliance with established procedures
• Distributes various project documents and develops and maintains document distribution logs
• Implements protective measures concerning access to confidential or security sensitive project records and files
• Proposes new procedures as appropriate to improve efficiency
• Follows up and collaborates with the Engineering Department staff to advise regarding project correspondence and other documents delegated for action or response
• Interacts and interfaces extensively with the Engineering Procurement Division of the Engineering Department
• Prepares a variety of drafts and finished documents, which may include technical content, legal content and terminology, related to the department’s project document control activities, materials for meetings, speeches, presentations, and Board agenda items
• Periodically and on a consistent basis reviews project files and corresponding document controls systems with project managers and other Engineering Department staff
• Searches for and compiles a variety of project documents in response to requests for information under the Public Records Act rules and for legal subpoenas; maintains logs of released documents
• Prepares and reviews a variety of periodic, technical, and special reports regarding project activities, which may require research, compilation of data, designing forms, and ascertaining project status from various sources
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
• Performs additional related duties as assigned
• Regular and reliable performance and attendance is required

Minimum Qualifications

Education and/or Experience: 

A combination of college level training and position related experience equivalent to:

• Six years of position related administrative experience requiring the use of initiative and independent judgment that includes management of office and project documents
• Experience and demonstrated skills in organizing and keeping track of large volume of documents
• Secretarial or business training certification or equivalent desired
• Development of document control systems is highly desirable 

Physical Requirement:

Mobility to attend work in a typical office setting. Vision to read printed materials and a computer screen. Hearing and speech to communicate in person and over the telephone. Routine use of computer, telephone, and other office equipment. Ability to travel to District facilities.

About the Opportunity

We currently have an exciting opportunity for full-time Senior Planner to join our team in Millbrae, San Mateo County.  

Your key responsibilities are:

• Managing highly complex projects on a wide range of current and advance planning topics such as mixed-use developments, implementing and updating the City’s Specific Plans
• Researching and preparing complex reports regarding long-range planning policy topics, including but not limited to, General Plan, Specific Plan, municipal code amendments, rezoning requests, and environmental review
• Making presentations to the City Council, Planning Commission, community groups, and outside agencies
• Participating in the review of complex development proposals for conformance to City standards
• Resolving disputes between the City, developers, and property owners
• Building effective working relationships with other City departments, outside agencies, and consultants
• Participating in the development and implementation of the City’s planning policies, and assisting or leading improvements in planning procedures and related information systems

More About You

Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field. Master’s degree in a related field is highly desirable.

Experience: Five (5) years of increasingly professional work experience in municipal planning. Two (2) years of experience can be substituted by a Master’s degree.

Licenses: Possession of a valid California Driver’s License and a satisfactory driving record

The City of Foster City has an opening for a Engineering Intern in the Public Works Department. The position is part-time with flexible scheduling, up to 980 hours per fiscal year, and no benefits provided. The department is interested in candidates for the summer or candidates who can start as soon as possible.  

Important and Essential Responsibilities: 
Daily responsibilities will include works directly with the Public Works staff, populating the Geographic Information Systems (GIS) database, and performing indexing and data entry. Other duties may include providing project assistance to technical and engineering staff related to capital improvement projects, researching, CAD drafting, plan review, data collection and analysis, permit issuance, and compiling information from various sources, and providing administrative or other support in the Public Works Department. 

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

• Education: Graduation from high school. A degree or degree in progress in Engineering program in a school or university is required.
• Experience:  No experience is necessary; 6 months of paid or documented volunteer experience in a municipal agency is desirable.

Licenses, Certificates, Registration: 
Possess a valid California Driver's license with a good driving record.

Salary will be determined by experience and education.
