Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: Equivalent to the completion of the twelfth grade

Experience: One year of experience in the operation of a transit vehicle.

License or Certificate: Possession of an appropriate, valid commercial driver’s license with passenger endorsement. Possession of a valid Medical Examination Certification. Possession of, or ability to obtain within the initial training period, a Verification of Transit Training certificate.

  Position & Duties 

• Per the City’s COVID19 Mandatory Vaccination Policy, the City requires all employees starting on or after February 11, 2022 to provide proof of vaccination as a condition of employment absent a documented medical and/or religious exemption. Proof of vaccination means that employees are required to be “up-to-date” with regards to the COVID-19 vaccine. The salary range for this classification is $21.77-$26.50 hourly, or $45,274.32 - $55,124.16 annually.  Actual salary shall be determined by the final candidates’ qualifications and experience. This position is covered under the Living Wage Policy and hourly rates will be adjusted to a minimum of $25.15 hourly for benefitted positions or $26.45 hourly for unbenefited positions.  The Living Wage rate consists of a base amount and an approximate five percent (5%) ongoing non-pensionable pay.

Parks Recreation and Neighborhood Services department (PRNS) is recruiting to fill multiple full time, and potentially some part-time Community Activity Worker positions in the Community Services Division to support the BeautifySJ and Project Hope programs.

Empower and support residents, schools, and local organizations to make the City more livable, safe, and clean.

   About BeautifySJ and Duties:

BeautifySJ is the home of the City of San Jose’s blight reduction and encampment management programs and services. BeautifySJ works to address and prevent blight including graffiti removal, coordinating neighborhood litter clean-up events and dumpster days and removing illegal dumping. Encampment management services include weekly trash services and abatement activities to ensure that locations and conditions of encampments are cooperative and complying.  

Community Activity Worker job duties for BeautifySJ are focused on providing direct support to address litter/trash related blight in neighborhoods, waterways, and/or encampments.  Duties include setting up, planning and attending resource fairs and neighborhood-based outreach events (e.g. “dumpster days”), developing working relationships with schools, volunteers, internal and external stakeholders and non-profit partners. Job duties also include assisting Community Coordinators with behavior change and encampment engagement strategies including but not limited to   conducting site assessments, removing trash and debris from identified active encampments, submitting outreach requests and working directly with the unhoused community.  You are encouraged to apply for work in this program if you want to work with communities to empower residents to take pride in our City.

 About Project Hope and Duties:

Project Hope is a neighborhood engagement and empowerment initiative focused on nine neighborhoods in San Jose.  Organized into operational teams, Project Hope staff are assigned to specific neighborhoods, where they assist residents to address the conditions and circumstances that exist due to systemic racism such as crime/violence, blight, lack of trust, marginalization, and inadequate services. Project Hope supports residents to create new neighborhood associations or reinvigorate existing ones, develop the organizational and capacity building skills to better utilize and reach key City, and other public/private resources to address ongoing quality-of-life issues.

Community Activity Workers in Project Hope build strong relationships with residents, partners and community. Assist  neighborhood associations/board members with planning for meetings and events. Inform residents of City services, assist neighborhood associations in building strong relationships with City of San José departments and other local government agencies.  Provide in-service trainings and workshops for community leaders to ensure self-sustainability of the neighborhood association.  Applicants should enjoy spending time in the communities directly engaging with residents (e.g. canvassing, door-to-door outreach & surveying), planning and attending community events, bringing people together for positive results, teaching residents how to engage with City and other public/private partners to address neighborhood/community issues.

 Job duties for Community Activity Workers in any of our programs include, but are not limited to:

•         Working some weekend and/or evening schedules per the program schedule
•         Develops and presents written materials and makes public presentations to inform people about programs and encourage participation.
•         Participates in planning and coordinating in-service training and development of program aids and materials.
•         Performs public contact and liaison work in explaining and interpreting program.

•         Prepares monthly reports, and various other correspondence.
•         Coordinates with governmental agencies, local businesses, and City Departments.
•         Conducts and facilitates workshops for the neighborhood.

Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager for ensuring that the future train control system design meets the SFMTA’s objectives for the project, and that the system design conforms to all applicable SFMTA, state, local, and federal standards.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. The Lead Project Engineer will act as the SFMTA design authority for the project by supervising the production of technical documentation from the project contractors, leading technical coordination between the department and Supplier, and ensuring the future system meets the performance metrics and technical specifications laid out in the Supplier contract(s).

In addition, the Lead Project Engineer will act as the SFMTA technical representative to review, accept, or when necessary, audit, technical project submittals and deliverables provided by the Supplier and other project contractors related to system design. As the SFMTA technical representative, the Lead Project Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Essential Duties:

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;
• Leads the SFMTA technical team during project design reviews and prepares technical comments on behalf of the SFMTA;
• Reviews all technical documents and correspondence from the Train Control System Supplier and other project contractors;
• Prepares and supervises staff and project Consultants in the preparation of documents, including technical specifications, engineering reports, contract documents, advertisement for bids, instructions to potential bidders, detailed project specifications, technical manuals, and contract bonds;
• Assists Project Manager in negotiating contracts and contract modifications;
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums;
• Works with the Technical Program Manager and Technology Department engineers on communications infrastructure design and technical coordination between the Supplier and supportive infrastructure installers;
• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Reviews proposals from vendors and evaluates bid documents for conformance with project specifications;
• Observes train control system component installation and ensures installation is occurring according to plans;
• Ensures smooth communication, and when necessary, mediates technical disputes between the train control system Supplier and installers;
• Supervises the train control system testing program and assists the project QA team in assessing the quality of delivered and/or installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Participates in the RAM demonstration and verifies that the system as designed and delivered meets the project performance metrics;
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty;
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished train control system meets operations and maintenance needs and works within their stated constraints;
• Reviews and manages workload assignment to consultants, SFMTA engineers, and interns as required;
• Performs other duties as required.

Minimum Qualification:

1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND
2. Possession of a baccalaureate degree with major course work in engineering; AND
3. Possession of a Certificate of Registration as a Professional Engineer (Electrical) in the State of California.

Substitution:

• A Master's Degree in Engineering may substitute for one-year work experience.
• A Ph. D. in Engineering may substitute for two years work experience.

Desirable Qualifications:

• Technical expertise and knowledge of the principles, practices, purposes, scope and techniques of train control and/or signaling systems.
• Engineering experience working on train control, train signaling systems, transit or communications infrastructure projects;
• Engineering experience working with rail vehicle electrical and/or communications systems;
• Experience working with public transit agencies or as an employee of a public transit agency;
• Leadership experience and/or experience managing a team of engineers on a project;
• Experience working on communications and/or network infrastructure projects;

Position Summary

 

Under general direction of  the Director of Budget and Electronic Revenue, the Electronic Revenue Collection Programs Manager is responsible for overseeing the daily functionality and collecting revenue accurately especially for the AET program and Clipper program.  This position is responsible for leading the daily operations of the District’s toll and electronic fares programs to oversee activities such as contractual requirements, lead new/enhanced system improvements, and resolve current operational issues.  In addition, this position is responsible for actively monitoring the daily transaction processing for transit, tolls, traffic and passenger volumes, revenue, and system budget and cost. The Manager will coordinate and work with other District staff responsible for system maintenance, technical functionality and customer issues to aid in uncovering and addressing system issues before they escalate. This position will identify and suggest program/policy improvements to the AET program and Clipper program.

 

The position is responsible for working with customers, AET technical specialists and contractors, Clipper technical specialists and contractors, accounting staff, regional customer service center (CSC) staff, Clipper Service Bureau (CSB) staff, toll system vendor staff, regional Clipper partner agencies, third party vendors that supply the system hardware and software, bridge customers, contracted customer service center staff, Metropolitan Transportation Commission (MTC) staff, Bay Area Toll Authority (BATA) staff, California and out of state Department of Motor Vehicles (DMV) and collections agencies to ensure that license plate toll transactions and revenues are being processed effectively and efficiently.In addition, this position will participate in the regional/national toll committees such as California Toll Operators Committee (CTOC), 6C coalition, and IBTTA.

 

 

Essential Responsibilities

 

• Track system issues and facilitate resolution
• Oversee contract and program compliance
• Coordinate and oversee contractor change enhancements to programs, changes to business rules, and oversee toll policy
• Coordinate and participate with regional partner agencies and statewide/national committees
• Support future generation work on toll system and back office functions

• Responsible for performance standard monitoring and management reporting
• Ensures proper project documentation control and facilitates weekly/monthly status meetings
• Works proactively to identify issues with transaction processing and/or revenue collection
• Develops and presents possible corrective actions when issues arise
• Create reports for management regarding toll revenues and traffic
• Works with all levels of District personnel and vendor/contractor personnel to ensure transaction processing systems are operating properly at all times
• Monitors and maintains efficient DMV processing of transactions and toll collection from out of state vehicles
• Monitors performance of the violation enforcement system at the Golden Gate Bridge
• Audits violation notice generation, collections and DMV hold processes to ensure transactions are being handled correctly
• Collects and analyzes data on various violation collection methods at Golden Gate Bridge and throughout California to ensure Golden Gate Bridge utilizes the most efficient methods
• Develops and monitors budget of the programs

• Monitors cost of system integration and initiates solutions to reduce costs
• Reviews Automatic Electronic Tolling (License Plate/Fastrak) and Clipper data to ensure accurate fares are being collected and analyzes data trends
• Supports District staff responsible for system maintenance, customer issues, and program management, shares information and identifies opportunities to improve toll collection system performance
• Ensures that the District maximizes electronic revenue of tolls and transit fares
• Supports the operations of contracted third party cash payment networks and District Clipper networks including Clipper bus and ferry operations staff
• Knows and follows the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

 

Education and Experience Requirements:

• Bachelor’s degree in Accounting, Finance, Economics, Public or Business Administration or related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement
• Five years of progressive full-time, recent position-related experience in data analysis, financial analysis, managing customer service operations, collection processing, maximizing revenue collection, or relevant administrative process analysis

 

Preferred Qualifications:

• Public sector experience, working with teams, and group facilitation skills experience
• Technical program management experience
• Demonstrated experience in working with computerized financial accounting systems
• Background in working with back end technical contractors, Operational systems, collections, DMV processing
• Demonstrated knowledge of electronic payment systems and experience managing technical contracts, including the enforcement of performance requirements, identification and resolution of system anomalies, and the ability to perform query development and analysis
• Demonstrated ability to work with multiple partners to achieve project goals and address issues

Position Summary

Under general direction of the Director of Budget and Electronic Revenue and reporting to the Electronic Revenue Programs Manager, the Electronic Revenue Collection Analyst is responsible for supporting the daily functionality and collecting revenue accurately, especially for the AET program and Clipper program. The District utilizes a regional electronic-based fare system (Clipper) for the Ferry and Bus Systems and administers an All-Electronic Toll (AET) collection system for Bridge tolls. This position is responsible for representing the District and working with a variety of internal and external agency staff and must be able to work with technical specialists, accounting staff, customer service center (CSC) staff, toll system staff, regional Clipper partner agencies, and third parties to ensure that toll and fare payment transaction processing is functioning properly and accurately. Monitors and improves the daily transaction processing for transit, tolls, traffic and passenger volumes, and toll collection rate activities and revenue. Participates in special projects for toll, parking, and electronic revenue programs and resolves operational and functional issues of the Clipper program for the District and proactively resolves customer related issues including system maintenance, customer service functions including direct customer contact, technical functionality and customer issues to aid in uncovering and addressing system issues. Responsible for data trend analysis, budget monitoring, program analysis, reconciliation of financial and programmatic contract issues, and creating/revising the toll collection (traffic and revenue) program reports for management for the electronic revenue program.

 

Essential Responsibilities

•  Extends exceptional customer service to the public, possesses an analytical aptitude, and is detailed oriented while presenting the broader perspective to management
• Track system issues and facilitate resolution
• Support contract and program compliance
• Coordinate and support contractor change enhancements to programs, changes to business rules, and oversee toll policy
• Participate with regional partner agencies and statewide/national committees
• Support future generation work on toll system and back-office functions
• Support operations with program managing changes, upgrades, or implementation of new technical e-fare functionality
• Performs variance and trend analyses on daily traffic/passenger and revenue volumes
• Audits transaction flow from the lane to revenue collection at the CSC system to ensure end-to-end system performance
• Completely understands CSC reporting on transaction processing and works with the CSC to improve reporting
• Responsible for performance standard monitoring and management reporting
• Ensures that the District maximizes electronic revenue of tolls and transit fares
• Ensures proper project documentation control and facilitates weekly/monthly status meetings
• Works proactively to identify issues with transaction processing and/or revenue collection
• Develops and presents possible corrective actions when issues arise
• Creates reports for management regarding toll revenues and traffic
• Works with all levels of District personnel and vendor/contractor personnel to ensure transaction processing systems are operating properly at all times
• Monitors and maintains efficient DMV processing of transactions
• Monitors and maintains efficient toll collection from out of state vehicles
• Monitors performance of the violation enforcement system at the Golden Gate Bridge
• Audits violation notice generation, collections and DMV hold processes to ensure transactions are being handled correctly
• Collects and analyzes data on various violation collection methods at Golden Gate Bridge and throughout California to ensure Golden Gate Bridge utilizes the most efficient methods
• Reviews AET (License Plate/FasTrak) and Clipper data to ensure accurate fares are being collected and analyzes data trends
• Supports District staff responsible for system maintenance, customer issues, and program management, shares information and identifies opportunities to improve toll collection system performance
• Supports the operations of contracted third party cash payment networks and District Clipper networks
• Supports the planning, research, implementation, and operation of new and sometimes unprecedented revenue collection programs and systems
• Supports Clipper bus and ferry operations staff through improving, resolving, and monitoring the system
• Performs additional related duties as assigned
• Regular and reliable attendance and performance is required

 

Minimum Qualifications

Education/Experience Requirements: 
• Bachelor’s degree in Finance, Economics, Public or Business Administration or Accounting related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement
• Three (3) to five (5) years of progressive full-time, recent position-related experience in data analysis, financial analysis, managing customer service operations, collection processing, maximizing revenue collection, or relevant administrative process analysis or related experience 

Desirable experience: 
• Ability to work in a fast paced, operational setting, working with teams, and group facilitation skills.
• Background in working with back end technical contractors, operational systems, collections, DMV processing.
• Working knowledge of electronic payment systems and experience managing technical contracts, including the enforcement of performance requirements, identification and resolution of system anomalies, and the ability to perform query development and analysis.
• Ability to work with multiple partners to achieve project goals and address issues.
