DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. Incumbents work independently in the research and analysis of planning issues, in the preparation of planning reports, studies and recommendations, and in the supervision and coordination of assigned planning functions and processes. Incumbents are responsible for coordinating grant activities.

ESSENTIAL POSITION FUNCTIONS

• Assists the City Manager and Contract Planner in performing and administering a variety of current and advanced planning projects.
• Receives, reviews, and prepares reports and recommendations on applications for zone changes, use permits, variances, planned developments, subdivisions, signs, boundary adjustment and other planning matters.
• Interprets, applies, and explains federal, state, and local laws, codes, and regulations, including the California Environmental Quality Act (C.E.Q.A.) and the National Environmental Protection Act (N.E.P.A.).
• Meets property owners, developers, architects, planners, and others concerning zoning and related codes, standards, and requirement.
• Conducts plan check of building permit-level plan submittals associated with complex projects to verify compliance with project approvals and zoning requirements; conducts over-the-counter plan check of less complex development proposals and land uses; approves minor development plans.
• Performs regular mapping functions with the use of the City’s Geographic Information System (GIS) software.
• Reviews Business Licenses for compliance with Zoning and Municipal Code.
• Assists in the preparation and distribution of Planning Commission Agenda. Makes oral presentations before City Council, commissions, committees, community groups, and boards of other governmental agencies.  
• Evaluates environmental impact reports for accuracy and sufficiency and prepares reports and recommendation.
• Administers and implements the City’s grants including but not limited to the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) programs.
• Conducts financial and program monitoring to ensure compliance.
• Prepares grant reports such as the Annual Action Plan and CAPER, and presents these documents to City Management or Council for approval.
• Works closely with granting agencies in preparing grant applications, budgets environmental reports, labor project monitoring, agreements with sub-grantees, the annual performance report, and other required reports.
• Explains program requirements to potential applicants and ensures their activity meets existing program guidelines.
• Assists with the preparation of the grant budgets for City Council Approval.
• Performs duties as assigned.

The Position 

As a member of the Human Resources Department’s management team, the Human Resources Analyst I/II position will perform a wide range of responsibilities to support the Labor and Employee Relations function.

The Ideal Candidate 

The ideal candidate will have a well-rounded generalist background. It will be important for the Human Resources Analyst I/II to possess a passion for work in the public sector coupled with an ability to think critically, and communicate effectively while maintaining exceptional interpersonal relationships with team members and customers. The successful candidate will be proficient in working with managers across the City to provide counsel and assistance regarding a wide range of human resources issues to support the labor and employee relations function. Attention to detail is critical and the successful candidate must be able to handle multiple assignments at once with a customer centric philosophy. Desirable Qualifications: Thorough understanding of labor and employee relations in the public sector; Human Resources certifications in SHRM, IPMA and/or CALPELRA; and experience with Human Resources systems.

Examples of Job Duties 

• Work collaboratively with the Human Resources Manager to provide counsel and assistance regarding employee relations and organizational development matters, including employee investigations, disciplinary corrective actions, and grievance resolution.
• Support the bargaining function including preparing negotiation proposals and completing cost analysis.
• Administer labor agreements and represent the City in labor and management issues.
• Provide information to City employees and others using sound judgment and effective interpretation of policies, laws, rules and procedures.
• Support the work of the citywide organizational development initiatives to develop Fremont’s future leaders.
• Support Citywide employee engagement and training initiatives.
• Assist in the implementation and management of the citywide employee performance management system.
• Support Labor Relations and Benefits efforts by researching, gathering, analyzing and summarizing data. Perform benefits research, studies and project management.
• Research and analyze emerging trends in Human Resources and develop recommendations to improve our programs and address challenges.
• Coordinate requests for proposals, summarize proposals and make recommendations for the acquisition of services.
• Improve Human Resources efficiencies by implementing industry best practices.
• Support the administration of the leave of absence program and ensure CFRA/FMLA/FEHA/ADA compliance

REPRESENTATIVE FUNCTIONS:

• Directs, organizes and executes complex, high level and high-volume recruitments including development of strategic recruitment plans, planning and placement of advertising, creation of examination plans, writing of announcements and sourcing of candidates.
• Serves as lead recruiter and sets an example in professionalism, customer focused mindset and consistent follow up.
• Evaluates and prepares statistical analyses on applicant data, including trend analysis, utilization analysis and adverse impact analysis.

• Analyzes and evaluates the compensation for new and existing positions; recommends appropriate internal and external comparators; conducts salary surveys and makes recommendations for the appropriate compensation for individual positions and groups of positions; explains recommendations to managers, supervisors, and employees; provides recommendations and guidance for compensation system revisions and updates. Develops, coordinates, administers and evaluates oral and written examinations and their results, including compiling test scores, preparing eligibility lists and candidate information;and coordinating follow-up pre-employment drug testing, physical capacity testing, and background/reference checks.
• Analyzes and evaluates new and existing positions for classification; designs and drafts classification specifications or alters existing specifications; explains the classification process and recommendations to managers, supervisors, and employees; and makes recommendations for the improvement of the classification system.
• Conducts job analysis for assigned positions, including identifying job content, analyzing position description questionnaires and writing job descriptions.
• Coordinates and implements recruitment processes for District departments; confers with department managers and supervisors to determine recruiting needs.
• Collaborates with hiring department on workforce planning initiatives.
• Prepare and organize appropriate salary surveys and benchmark comparable positions. May be assigned various human resources special projects as needed.
• Establishes and maintains confidential files and records, and performs administrative tasks such as data entry, and the writing and distribution of correspondence and other documents.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.

Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.

License Requirement: Must possess, or obtain and maintain a valid California Class C Driver License and meet the District’s safe driving standards.

Physical Requirements: Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; and (2) possess physical mobility in order to and within the various District facilities.

The Restoration Field Specialist II (RFSP II) position performs a wide variety of skilled landscape and maintenance work in the creation and management of habitat restoration sites and the improvement of park visitor use areas at various locations within Ventura and Los Angeles Counties.  The RFSP II position reports to, and takes direction from, Restoration Field Supervisors, the Restoration Program Manager, and the Chief of Natural Resources and Planning.

This position requires demonstrated three (3) years of experience in plant nursery or grounds maintenance or other relevant field work to demonstrate sufficient expertise with plant identification, installation, monitoring, and maintenance.

This position reports to, and takes direction from, Restoration Field Supervisors, Restoration Program Manager, and the Chief of Natural Resources and Planning. This position supervises no other staff and generally works as part of a team of three to four (3 to 4) coworkers.

ESSENTIAL FUNCTIONS

• Follow written and verbal directions from Division supervisors to efficiently and independently conduct habitat restoration, landscape, and clean up assignments.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to life and carry items weighing up to 90 pounds for 75 feet over rough terrain multiple times per day, frequently operate light- and medium-duty equipment, work in outdoor weather conditions, frequently move about work sites, communicate and exchange information, observe site conditions, transport equipment, materials, and tools between vehicle and work sites on a daily basis, and occasionally ascend/descend a ladder to access areas of work.

Tuesday through Friday, 10 hours per day, 40 hours per week. Occasionally start/end times may vary. Occasional overtime work upon prior approval by Supervisors. The position requires daily travel to various agency locations. The work is spread over numerous job sites from the Santa Clarita Valley, the full length of the Santa Monica Mountains, Simi Hills, Santa Susana Mountains, and the western San Gabriel Mountains. The headquarters of the MRCA Restoration Division is in the Calabasas area at King Gillette Ranch; however, most days employees drive directly to a different job site. Based on vehicle availability, most crew members are assigned a truck and gas card soon after a probationary period.

The majority of MRCA properties are open to the general public. Parking lots, shared public/office restrooms and in-person meeting rooms are open during regular business hours. The MRCA is committed to protecting its staff by ensuring appropriate physical distancing and proper infection control while supporting equitable access to services.
