LIFEGUARD I ($16.54 hourly)

SUMMARY

Under immediate supervision, monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; learns, explains, and enforces safe swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required.  Lifeguards may be asked to perform office or front desk duties in the aquatic office only.  

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

DISTINGUISHING CHARACTERISTICS

This is the entry-level classification in the Lifeguard series.  Initially under close supervision, incumbents learn to perform essential lifeguard duties.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.  As experience is gained, assignments become more varied; close supervision and frequent review of work is reduced as an incumbent demonstrates the skills necessary to perform the work independently. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provides aquatics safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatic facilities to prevent accidents, and to ensure the safety and well-being of patrons.
2. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
3. Performs all required lifeguard-training skills as needed.
4. Assists and aids in swim lesson programs under the direction of assigned Swim Instructor.
5. Provides high quality customer service in a safe and timely manner.
6. Inspects and maintains swimming and pool equipment for functionality, ensures proper placement and availability in the pool area, and recommends maintenance and repair as needed.
7. Maintains pool and restroom areas in a safe and clean condition.
8. Maintains logs and records of activities.
9. Participates in required training sessions, including safety drills and other emergency procedures.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• Prior experience participating in aquatics programs or performing lifeguard duties is desirable.

Knowledge of:

• Principles and techniques of lifeguarding, including lifesaving methods and procedures.
• Operational characteristics of water rescue safety equipment and devices.
• Principles and practices for providing high level of customer service.
• Modern office practices, methods, and computer equipment and applications.

Ability to:

• Learn and understand the organization and operation of the District’s aquatics facilities.
• Learn, monitor, and enforce District regulations, policies, and procedures.
• React to and handle swimmer rescue and medical emergencies in a safe and effective manner.
• Administer first aid, CPR, and AED as needed.
• Maintain order and safety in a crowded and noisy environment.
• Maintain facilities and equipment in a clean, safe, and secure manner.
• Perform work in an efficient, effective, safe, and timely manner.
• Demonstrate strong customer service skills and establish, maintain, and foster positive and effective working relationships.
• Use English effectively to communicate in person, over the telephone, and in writing.

Licenses and Certifications:

• At time of appointment, American Red Cross Lifeguard certification maintained throughout employment.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays. 

PRE-EMPLOYMENT CONDITIONS

• Department of Justice fingerprint clearance.
• TB Test.
• Work Permit if applicable.

LIFEGUARD II ($19.20 hourly)
 

SUMMARY

Under general supervision, opens, closes, and secures the pool facility; monitors activities in the water, pool decks, and ancillary areas of aquatics facilities to ensure the safety of patrons; explains and enforces swimming programs and pool policies, regulations, and rules.  Performs rescues and administers first aid, CPR, and AED as needed; prepares facilities and sets up equipment for special activities and events; and performs related work as required.

Receives general supervision from higher-level supervisory staff and direction from higher-level staff.  Exercises no supervision over staff.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the Lifeguard series responsible for performing the full range of lifeguard duties, including patron safety and opening/closing an assigned pool facility.  Incumbents at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the aquatics operating procedures and policies.  This classification is distinguished from the Aquatics Lead in that the latter is an advanced journey-level classification which provides technical and functional direction over assigned lifeguard staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

4. Prepares facilities and sets up equipment for scheduled aquatics activities and events; may assist in the implementation of aquatics programs and special events.
5. Performs all required lifeguard-training skills as needed.
6. Assists and aids in swim lesson programs under the direction of assigned Swim Instructor.
7. Provides high quality customer service in a safe and timely manner.

Under general supervision, lead, perform lifeguard duties in enforcing City public swimming pool rules and monitoring pool patron conduct; perform emergency rescue and lifesaving techniques. To provide instruction in all levels of American Red Cross swimming certification and other aquatics programs.

The City of Union City's Community and Recreation Services is seeking staff for the following roles:

• Lifeguard (Recreation Leader) - $17.14 - $20.84/hourly
  • Under general supervision of the Recreation Coordinator, Senior Lifeguard or Pool Manager, the Lifeguard performs swim instructor duties in teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.  Lifeguards must have knowledge and be physically able to perform emergency rescue and lifesaving techniques. Must be able to provide instruction in all levels of American Red Cross swimming certification and other aquatics programs.

• Senior Lifeguard (Senior Recreation Leader) - $18.24 - $22.22/hourly
  • Under general supervision from the Recreation Coordinator or Pool Manager, must be able to perform all duties as a Lifeguard and know operational rules and protocols of Dan Oden Swim Complex. Must have basic customer service practices and knowledge of all current safety standards and information related to aquatics. Must assist in teaching swimming lessons and lifeguarding.

• Pool Manager (CRS Program Manager) - $19.93 -$24.22/hourly
  • Under general supervision of the Recreation Coordinator, able to perform all duties and responsibilities of a Lifeguard and Senior Lifeguard, assist in staff meetings and lifeguard trainings, direct contact for participants to explain pool rules, policies, and procedures. Pool Manager assists in implementing and scheduling staff, program, and services.

We are now hiring part-time Lifeguards and Water Safety Instructors for our aquatics programs!

Located at the McBean Memorial Pool, our Lifeguards and Water Safety Instructors are an essential part of the aquatics recreational programs that we offer our residents.  Be a part of a team that makes teaches important swimming skills and allows everyone to beat the heat and have fun!

We are looking for candidates with qualities such as reliability, creativity, dependability and enthusiasm.  The aquatics programs will require you to work various days, weekends or evenings, but we are flexible with schedules.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in conducting classes at all participant skill levels (beginning through advanced) and supervise the conduct of swimmers in City pool in order to maintain a safe environment. 
• Perform pool facility maintenance functions as required. 
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Perform related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. DEFINITION: This position reports to the Recreation Coordinator and/or Supervisor managing youth programs. This position involves a high level of management, coordination, and good communication skills. As Camp Director, you will oversee plans, direct and coordinate the daily activities and staff for Mill Valley Recreation Department and Community Center Summer Day Camp Program. You will may have up to 15 part-time staff reporting to you at one time, you may be required to lead the entire camp in coordination and planning on a daily/ weekly basis and you may be asked to arrive early or stay late to oversee/ assist with camp prep and cleaning up. This position requires a commitment to Mill Valley Summer Camp programming and may be between a 20 to 40 hour a week position.

• Ability to develop, coordinate, plan, implement and supervise the day-to-day activities, themes and special events for an ongoing summer day camp.

THE DEPARTMENT

The Public Works Department is comprised of the Engineering, Maintenance, and Water Quality Control Plant divisions.  The Engineering Division is responsible for delivering facilities and infrastructures that meet the needs of City residents and complying with standards and requirements established in the engineering guidelines and the City's Master Plan.

The Engineering Division is headed by the Principal Engineer.  The Senior Engineer position is an advanced-level engineering classification requiring professional registration, performing a wide variety of engineering duties in civil, sanitary, traffic, and other municipal public works, maintenance, and construction engineering projects.  This class is distinguished from other lower-level engineering classes in that it provides direction to staff and performs the more complex engineering and project management assignments.  Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or Capital Improvement Program.

THE POSITIONS

Associate Civil Engineer

Under general direction, the Associate Civil Engineer performs difficult professional engineering work in the design and construction of public works, including sanitary, traffic, and mechanical projects; leads and trains lower-level engineering staff on assigned projects; and does related work as required.
