Upon successful completion of POST Academy, the position becomes a full-time probationary Police Officer position

Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for performance of Police Officer duties.  This position requires a thorough background investigation, voice stress analysis examination, psychological assessment, and a medical exam prior to appointment. This is the non-sworn, entry-level classification in the Police Officer series. Incumbents in this classification receive training in a controlled classroom environment.  Advancement to the sworn Police Officer level is based on meeting minimum qualification standards, satisfactory performance in the academy and availability of police officer positions within the City.

Police Officer Trainees may be eligible to receive a hiring bonus of up to $10,000 disbursed in four equal phases: the first phase upon successful completion of the testing process and acceptance of a final offer of employment, and the last phase two years after completion of the probationary period as a Police Officer.

Compensation:

Police Officer Trainee:   $6,668.53 - $6,997.47 monthly
Police Officer:  $9,113.87 - $10,998.00 monthly

This recruitment is open to those individuals with no prior law enforcement experience and have not received POST certified police academy training.   If you are a POST certified academy graduate, please apply to the recruitment titled Police Officer (Academy Graduate or Participant).

THE POSITION:  This is a trainee level classification which provides transition into the position of Police Officer.  A Police Officer Trainee is hired into this civilian position for the period prior to and during the time they are assigned to a Commission on Peace Officer Standards and Training (POST) certified police academy.  The police academy has an expected duration of approximately 6 months.  Upon successful completion of training at an academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  The Police Officer Trainee is represented by SEIU Local 1021 and benefits are limited to those of a civilian employee.

Upon appointment to Police Officer, duties may include a wide variety of law enforcement assignments such as: patrol, traffic control, criminal and juvenile investigation, and radio communication.  These require operating a patrol car or motorcycle, arresting and citing violators of laws, writing reports, serving warrants, testifying in court and providing information to the public.  Please see the City of Hayward's website for a complete job description.

Essential Duties

Duties may include but are not limited to the following:
Attends a basic POST certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
Receives academy and field training to become a Police Officer.

The Position:
This is complex clerical work involved in central District processes related to the procurement of goods and services, including selection of vendors, volume buying, implementation of bid procedures, scheduling and coordinating deliveries, inventory, assessing availability and quality of goods and services, administering under direction district-wide procurement related tools, such as procurement and gasoline cards, creation of purchase orders, creating and archiving documentation, and assisting the Senior Buyer as needed. Under general direction, the employee provides technical buyer information and facilitates purchasing of both goods and services to all District units. The Position:
Reporting to the Chief Financial Officer, the Payroll Manager performs professional supervisory work involved with managing and directing computerized payroll production for the District. The Payroll Manager develops, implements, and monitors procedures to ensure integrity of the payroll systems and to comply with applicable federal, state and local laws, regulations, and guidelines. Public contact is extensive and involves staff at various levels within the organization, local government agencies, and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions for a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations, and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. A Payroll Manager supervises the work of accounting paraprofessional, clerical, and other staff as assigned.

Duties and Responsibilities:

2. Oversees the preparation of monthly payrolls for District employees and any retroactive pay adjustments
3. Reviews payroll control reports and approves payroll transmissions
4. Hires, trains, supervises, and evaluates assigned staff and provides feedback, training, and developmental support as needed
5. Establishes and monitors timelines and prioritizes work
6. Supervises the maintenance of District payroll records and reports as required by federal, state, local, and District policy, including meeting STRS and PERS requirements
7. Compiles information and calculations for W-2 reporting
8. Sorts and distributes W-2 forms at year-end and answers questions regarding accessing electronic W-2 forms
9. Oversees W-2 corrections and the preparation of W-2c and W-3c documents
10. Monitors and audits the accuracy and integrity of all payrolls, benefit health cost premiums, mandated benefit costs and balances the general ledger

17. Recommends payroll system enhancements/modifications to comply with laws, regulations, tax requirements, reporting procedures, accounting policies, labor union agreements, and organizational needs
18. Confers with Human Resources, ITS staff, and external agencies, including auditors, state retirement agencies, health benefit agencies, consultants, and federal and state agencies

|San Mateo County Community College District’s (SMCCCD) 2020 Annual Security Report (ASR), required by the Clery Act, includes statistics for the previous three years concerning reported crimes that occurred on campus; in certain off-campus buildings owned or controlled by SMCCCD; and on public property within, or immediately adjacent to and accessible from SMCCCD. Our 2020 Annual Security Report also outlines various campus safety and security policies, such as those concerning crime reporting, prevention and response to sexual and gender violence, alcohol and drug use, crime prevention, emergency response and evacuation procedures, and other matters. The 2020 Annual Security Report also includes important tips to help every member of the community remain safe and avoid becoming a victim of crime.
