Position Summary

Under general direction of the Director of Budget and Electronic Revenue and reporting to the Electronic Revenue Programs Manager, the Electronic Revenue Collection Analyst is responsible for supporting the daily functionality and collecting revenue accurately, especially for the AET program and Clipper program. The District utilizes a regional electronic-based fare system (Clipper) for the Ferry and Bus Systems and administers an All-Electronic Toll (AET) collection system for Bridge tolls. This position is responsible for representing the District and working with a variety of internal and external agency staff and must be able to work with technical specialists, accounting staff, customer service center (CSC) staff, toll system staff, regional Clipper partner agencies, and third parties to ensure that toll and fare payment transaction processing is functioning properly and accurately. Monitors and improves the daily transaction processing for transit, tolls, traffic and passenger volumes, and toll collection rate activities and revenue. Participates in special projects for toll, parking, and electronic revenue programs and resolves operational and functional issues of the Clipper program for the District and proactively resolves customer related issues including system maintenance, customer service functions including direct customer contact, technical functionality and customer issues to aid in uncovering and addressing system issues. Responsible for data trend analysis, budget monitoring, program analysis, reconciliation of financial and programmatic contract issues, and creating/revising the toll collection (traffic and revenue) program reports for management for the electronic revenue program.

 

Essential Responsibilities

•  Extends exceptional customer service to the public, possesses an analytical aptitude, and is detailed oriented while presenting the broader perspective to management

• Support contract and program compliance
• Coordinate and support contractor change enhancements to programs, changes to business rules, and oversee toll policy
• Participate with regional partner agencies and statewide/national committees
• Support future generation work on toll system and back-office functions
• Support operations with program managing changes, upgrades, or implementation of new technical e-fare functionality
• Performs variance and trend analyses on daily traffic/passenger and revenue volumes
• Audits transaction flow from the lane to revenue collection at the CSC system to ensure end-to-end system performance
• Completely understands CSC reporting on transaction processing and works with the CSC to improve reporting
• Responsible for performance standard monitoring and management reporting
• Ensures that the District maximizes electronic revenue of tolls and transit fares
• Ensures proper project documentation control and facilitates weekly/monthly status meetings
• Works proactively to identify issues with transaction processing and/or revenue collection
• Develops and presents possible corrective actions when issues arise
• Creates reports for management regarding toll revenues and traffic
• Works with all levels of District personnel and vendor/contractor personnel to ensure transaction processing systems are operating properly at all times
• Monitors and maintains efficient DMV processing of transactions
• Monitors and maintains efficient toll collection from out of state vehicles
• Monitors performance of the violation enforcement system at the Golden Gate Bridge
• Audits violation notice generation, collections and DMV hold processes to ensure transactions are being handled correctly
• Collects and analyzes data on various violation collection methods at Golden Gate Bridge and throughout California to ensure Golden Gate Bridge utilizes the most efficient methods
• Reviews AET (License Plate/FasTrak) and Clipper data to ensure accurate fares are being collected and analyzes data trends
• Supports District staff responsible for system maintenance, customer issues, and program management, shares information and identifies opportunities to improve toll collection system performance
• Supports the operations of contracted third party cash payment networks and District Clipper networks
• Supports the planning, research, implementation, and operation of new and sometimes unprecedented revenue collection programs and systems
• Supports Clipper bus and ferry operations staff through improving, resolving, and monitoring the system
• Performs additional related duties as assigned
• Regular and reliable attendance and performance is required

 

Minimum Qualifications

Education/Experience Requirements: 
• Bachelor’s degree in Finance, Economics, Public or Business Administration or Accounting related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement
• Three (3) to five (5) years of progressive full-time, recent position-related experience in data analysis, financial analysis, managing customer service operations, collection processing, maximizing revenue collection, or relevant administrative process analysis or related experience 

Desirable experience: 
• Ability to work in a fast paced, operational setting, working with teams, and group facilitation skills.
• Background in working with back end technical contractors, operational systems, collections, DMV processing.
• Working knowledge of electronic payment systems and experience managing technical contracts, including the enforcement of performance requirements, identification and resolution of system anomalies, and the ability to perform query development and analysis.
• Ability to work with multiple partners to achieve project goals and address issues.

AC Transit is actively searching for an exceptional, professional senior recruiter who can source, recruit, and interview good quality candidates for high level, complex and high-volume recruitments. This position will serve as a lead recruiter to support a full cycle recruitment process by developing recruitment strategies, assisting in salary recommendations, and staffing according to EEO guidelines and District policies and procedures. The successful candidate will possess a consultative, customer focused approach with an emphasis on professionalism and a history of providing the best possible support to hiring managers to guide them in hiring high caliber candidates. REPRESENTATIVE FUNCTIONS:

• Directs, organizes and executes complex, high level and high-volume recruitments including development of strategic recruitment plans, planning and placement of advertising, creation of examination plans, writing of announcements and sourcing of candidates.
• Serves as lead recruiter and sets an example in professionalism, customer focused mindset and consistent follow up.
• Evaluates and prepares statistical analyses on applicant data, including trend analysis, utilization analysis and adverse impact analysis.
• Analyzes and interprets federal laws, state laws, District policies and procedures, and collective bargaining agreements.
• Screens applicants for minimum qualifications based on applications, supplemental questionnaires, and other required documentation.
• Analyzes and evaluates the compensation for new and existing positions; recommends appropriate internal and external comparators; conducts salary surveys and makes recommendations for the appropriate compensation for individual positions and groups of positions; explains recommendations to managers, supervisors, and employees; provides recommendations and guidance for compensation system revisions and updates. Develops, coordinates, administers and evaluates oral and written examinations and their results, including compiling test scores, preparing eligibility lists and candidate information;and coordinating follow-up pre-employment drug testing, physical capacity testing, and background/reference checks.
• Analyzes and evaluates new and existing positions for classification; designs and drafts classification specifications or alters existing specifications; explains the classification process and recommendations to managers, supervisors, and employees; and makes recommendations for the improvement of the classification system.
• Conducts job analysis for assigned positions, including identifying job content, analyzing position description questionnaires and writing job descriptions.
• Coordinates and implements recruitment processes for District departments; confers with department managers and supervisors to determine recruiting needs.
• Collaborates with hiring department on workforce planning initiatives.
• Prepare and organize appropriate salary surveys and benchmark comparable positions. May be assigned various human resources special projects as needed.
• Establishes and maintains confidential files and records, and performs administrative tasks such as data entry, and the writing and distribution of correspondence and other documents.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.

Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.

License Requirement: Must possess, or obtain and maintain a valid California Class C Driver License and meet the District’s safe driving standards.

Physical Requirements: Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; and (2) possess physical mobility in order to and within the various District facilities.

The Position

Under the direction of the Youth and Family Services Administrator, the Senior Program Coordinator plays a unique role overseeing the early childhood mental health program, providing direct counseling services and supervising several staff counselors and interns.

The Senior Program Coordinator typically has specialized experience, training and qualifications that enable the position to work effectively with children 0-8 years, parents and youth caregivers.

The Senior Program Coordinator works closely with the division’s Clinical Supervisors and Quality Assurance Specialist to ensure that clinical services comply with all policies, procedures and legal regulations, and that client services are delivered at the highest standards. The position also coordinates with other key positions in the Human Services Department to help clients have easy and timely access to coordinated services throughout the Human Services Department and/or with other partner agencies.

Examples of Duties

- Oversee and coordinate the direct services under the early childhood mental health program, working closely with the counselors and interns assigned to the program.
- Provide administrative and clinical supervision and consultation to YFS counselors and interns/trainees who are providing direct counseling services to children 0-8 years, parents, and family members, while maintaining close cooperation with the Youth and Family Services Division’s Clinical Supervisors and Quality Assurance Specialist.
- Provide direct counseling and early childhood consultation services to children 0-8 years, parents, and family members.
- Together with the YFS Administrator, understand policies and trends related to the provision of early childhood mental health services; and represent the division at County and/or school district meetings.
- Ensure direct service staff and interns are familiar with and fully utilize client Electronic Health Record System and becomes a key user representative on system implementation team.
- Oversee clinical documentation and compliance with State Medi-Cal documentation standards in partnership with Clinical Supervisors and Quality Assurance Specialist.
- Manage the client intake and referral process for the early childhood mental health program.
- Ensure that staff meet contractual and quality assurance goals and audit requirements.
- In partnership with YFS Administrator, Clinical Supervisors, and the Human Services Department’s Fund Development Officer respond to requests for proposals, develop grant work plans, narratives, and budgets.
- Oversee early childhood grant deliverables and reporting for the division.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

- Manage a caseload of clients comprised of individuals with complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
- Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.

Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.
