THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Worker I/II.  Under general supervision, this position performs a variety of tasks involving the maintenance, repair, improvement and cleaning of parks, park buildings, recreational facilities, and related areas. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.
• Prunes, trims, shapes and manicures shrubs, hedges, and small trees.
• Irrigates using manual and automatic irrigation devices.
• Rakes, sweeps, and uses power blower or vacuum to clear leaves and debris.
• Weeds beds, prepares soil, and plants trees, shrubs and plants.
• Repairs vandalism to park facility plumbing, walls and paint.
• Cleans park rest rooms, walkways, patios, and related areas.
• Picks up litter and trash in parks, on and along street islands, and in other areas.
• Maintains ball fields including dirt areas, striping, and turf.
• Adjusts and performs routine maintenance of equipment.
• Installs, adjusts, and repairs sprinkler systems and related plumbing including valves, heads, time clocks, and PVC, galvanized and copper pipes.
• Maintains swimming pools including measuring chemical conditions.
• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments to excavate, load, move grade or smooth dirt, materials, and trees; operates street sweeper to clean large paved areas.
• Prepares forms, mixes, pours and finishes concrete.
• Participates in emergency Public Works repairs and maintenance including work in other sections of the department.
• Works emergencies and special events.
• May mix chemicals and operate equipment to apply fertilizers and pesticide.
• Operates vehicles with trailers.
• Performs related duties as assigned.

• Identify plant disease, nutrient, watering and related problems.
• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.
• Mix and apply pesticides and fertilizers.
• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

• Previous work experience involving groundskeeping, horticulture, and irrigation is preferred.

Parks Maintenance Worker II:

• Three years of work experience involving groundskeeping

The Position

The City of Fremont’s Human Services Department is currently looking for temporary employees to work evening shifts, from 4:00 p.m. – 9:00 p.m. From December 1st through April 30th, 2024, the City of Fremont will operate the Winter Relief Program to provide a safe and welcoming  environment  for  individuals and families experiencing homelessness. Participants will  have  access  to  shelter  rooms  in  local hotels and an opportunity to access additional services. Shelter monitors  will  work  under  the direction of a Human Service Specialist II.

This position will require up to 20 hours of work per week.

Examples of Duties

• This position is responsible for maintaining the health and safety of homeless individuals and families who are living on the streets or in their cars and need emergency shelter from cold weather and rain.
• Welcome all new program participants and work compassionately with those who may have difficulty engaging with service providers.
• Effectively resolve conflicts among participants and de‐escalate potentially violent situations.
• Maintain a friendly, safe, and supportive environment by ensuring participant adherence to program rules, especially related to behaviors that may be unsafe.
• Respond appropriately to emergencies. As necessary, notify public safety personnel. Pick up meals and personal supplies and facilitate distribution to program participants. Maintain a collaborative working relationship with hotel staff.
• Maintain accurate records including a daily sign‐in sheet.
• Daily use of email to submit detailed reports regarding participant attendance, supply needs, on-site incidents including any 911 utilization and/or emergency responder activity, and information about clients who may need additional medical or behavioral follow-up.
• Monitor and document room condition to ensure rooms are maintained in a clean and orderly fashion.
• Other duties as assigned.

Under the supervision of a Human Services Department Homeless Care and Response Senior Program Coordinator, the Public Service Assistant II supports the provision of mobile dignity services, which include showers and laundry services, at one or more sites, to unhoused participants in the Fremont  and Newark area. The job includes driving a truck and hygiene unit trailer with a combined length of up to 51 feet, to one or more sites daily, and carrying out set-up, operating, and maintenance tasks. Other duties include working with site-based volunteers to coordinate shower usage, provide shower amenities, distribute clothing and other necessities, operate washing and drying machines, register unhoused participants who will be utilizing the service, maintain the daily usage count, and conduct special surveys.

This position will require up to 20 hours of work per week.

Examples of Duties

Coordination Functions

• Works with the Senior Program Coordinator to partner with volunteers at multiple service sites to provide mobile shower and laundry services for unhoused participants.
• Ensures accurate completion of Homeless Management Information System (InHOUSE/HMIS) intake form by clients utilizing shower and laundry services.
• Ensures all supplies needed for services and intake are available on the unit for service delivery at each site.
• Unhoused participants will place their clothes and other personal items needing to be laundered in mesh bags. Public Service Assistant II will place mesh bags in the washer/dryer and operate machines.
• Reinforces training provided by Senior Program Coordinator to volunteers on intake and record keeping processes.
• Communicates effectively and frequently with Human Services staff and other community organizations serving the homeless to identify and make referrals for homeless clients who need assistance accessing other services.
• Prepares a daily report with general client demographics, daily usage data, and incident reports. Prepares, in writing, a variety of operating reports such driving activity reports, accident reports and maintenance reports.

Driving Functions

• Drives and operates 19-foot truck (truck), pulling a 32-foot mobile hygiene trailer (trailer) to multiple services sites.
• Sets up trailer at multiple services sites (1-2 per day), including setting front-to-back and side-to-side trailer level using stabilizer jacks and trailer tongue jack, chocking trailer wheels, connecting generator to trailer, turning on generator and opening propane gas lines, lowering ADA ramp, and setting up portable steps to facilitate access to trailer.
• Loads and unloads heavy items (such as various types of cleaning and laundry supplies). Ensures that loads are properly and safely secured.
• Responsible for basic daily maintenance of the mobile hygiene unit, including: Checking oil and fluid level, and tire pressure,
• Filling and maintaining fuel levels for truck-mounted generator,
• Filling and maintaining water levels for 400-gallon water tanks which supplies water for showers and laundry washer,
• Filling and maintaining on-board propane tanks needed to operate hot-water heaters, Periodic washing of the exterior.
• Emptying black and grey water into City corporation yard dump station or other remote dump stations, on a daily basis.
• Cleaning of interior shower units after each use by a participant; conducts periodic deep cleaning of shower units and pressure washing of exterior of unit.
• Works with City Fleet supervisor to coordinate monthly/annual automotive and chassis repairs and maintenance.
• Utilizes cell phone and tablet for information and safety.

Position Details:

Under general supervision, this position is assigned to perform a variety of duties to support the users of various indoor and outdoor City facilities and programs. The Recreation Specialist will oversee programs and rental activities. Working Conditions:

Work is assigned at both indoor and outdoor facilities, and may include exposure to unsanitary conditions, odors, cleaning chemicals, and some noise. The successful candidate must be able to work variable hours, including mornings, late evenings, holidays, and weekends.

 

Physical Demands

Light to moderate lifting (up to 50 pounds); pushing; pulling; crawling; climbing; and prolonged periods of standing. Lifting above the shoulders, working off a ladder, manual dexterity, and good vision and hearing are also required.

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes.  Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 40 hours (or 5 days) of accrued sick leave in each year of employment.

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. The department’s nationally and internationally recognized programs support residents throughout their life course, from infants to elders. Human Services billing sections supports multiple programs that provide community services to residents. The billing staff work with a variety of HSD staff, including clinicians and administrators, as well as program vendors and state and county agencies.

 

The Position

 

The City of Fremont, Human Services Department - Billing Unit is looking looking for candidates who are eager and interested to learn and grow their finance and billing skills and be part of a dynamic customer service oriented team. Under direct supervision of the Management Analyst II, the Human Services Billing Unit Accounting Specialist I will work as part of a billing team and also across the various department divisions. This position is responsible for assisting in the billing process of our Medi-Cal programs through the use of our new electronic health record system and other county, state and

funder based billing systems. Our department provides an array of counseling and case management services to children, youth, seniors and families across the Tri-City area. The Billing Unit is tasked with ensuring that our services are billed to the appropriate sources. The Billing Unit is committed to providing an engaging and supportive work environment, where staff are cross trained, have opportunities to work independently, and learn specialized skills.

 

Advancement to level II requires gaining the knowledge, skills, and experience that meet the qualifications and demonstrating the ability to consistently perform the work of the level II classification.

Examples of Job Duties

 

• Perform financial, accounting or statistical office support duties including producing invoices and billing of services, accounts payable, accounts receivable and purchasing functions.
• Reconcile service billing to actual service provision. Billing can be done electronically or manually.
• Provide a variety of financial, accounting and auditing office support duties in the preparation, maintenance and processing of accounting and financial records.
• Issue receipts and balance accounts on a regular basis.
• Record or post information, data or figures.
• Maintain a variety of manual and automated records.
• Receive reports and other requests for payment with purchase order or contract documents.
• Reconcile and prepare payment requests for service and non-purchase order expenditures.
• Receive and process bids, quotes, requisitions, purchase orders, agreements, contracts, and other documents.
• Research and assemble information from a variety of sources for the completion of forms or the preparation of reports, invoices and/or cost reports.
• Review and reconcile reports, computer output and related data.
• Provide information to the public or to City staff that may require the use of judgment and interpretations of City policies and ordinances, rules or procedures.
• Make mathematical calculations.
• Provide information to vendors regarding invoices and purchase orders.
• Operate standard and specialized office equipment including computer equipment.
• Enter and retrieve data from an on-line or personal computer system and uses such technology to produce reports, tables and graphs.
• Prepare client statistical reports from database used for Clinical and Family Support Service programs.
• Attend County Medi-Cal Administrative Activities (CMAA) and Targeted Case Management (TCM)provider meetings and trainings.
• Perform a variety of general administrative office support duties such as typing, proofreading, filing, and answering the telephone.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Enter or transfer data to multiple data systems used by the County and State where deadlines may be prescribed.
• Prepare data reports which will assist department administrators to track contract compliance requirements.
