The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.
• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.
• Managing the ticket queues ensuring quality service and promoting fast turnaround time.
• Maintaining and improving the Information Technology Infrastructure Library (ITIL) based operational standards and services.  
• Overseeing customer hardware/software quoting and purchasing operations.
• Monitoring and providing analysis of reports and metrics to management and customers as needed.
• Coordinating and managing key third-party vendor relationships.
• Creating and managing training and development plans for direct reports. 
• Tracking maintenance renewals and subscriptions for users-owned services, hardware, and/or applications.
• Managing escalations and/or complaints and utilizing best judgment and discretion to resolve them.
• Improving customer service quality results by conducting surveys; evaluating and re-designing processes; establishing and communicating service metrics; and, monitoring and analyzing results.

AC Transit is seeking a Finance Systems Project Manager. Under general direction serves as the project manager leading a variety of complex, finance systems-related projects. This position works with department end-users, Innovation and Technology (IT) staff, consultants and, vendors to translate business and operational requirements into workable finance system solutions. Incumbents in this position provide training and technical assistance in the use of the system software.

This classification is distinguished from other finance classifications by the assigned project management responsibilities leading District-wide, finance systems-related projects and studies of considerable size and complexity. Analyzes current and future enterprise finance system needs; prioritizes, manages, and oversees system updates and enhancements; develops requests for proposals, selects vendors, and administers contracts; acts as final approver in the change control process. Evaluates system issues and conditions for risk; develops contingency plans to cover various finance systems failure scenarios and application software systems recovery and restoration procedures.

Analyzes testing criteria and results to support development, evaluation, and configuration of existing and new systems.

Works with IT staff on the development and implementation of finance systems security protocols, including policies and procedures on security, disaster recovery, standards, and best practices.
Oversees the finance software and hardware acquisition and procurement process; develops cost estimates for hardware and software components, connectivity solutions, system integrations, and ongoing support, maintenance, and training for assigned systems and databases.

Serves as staff on a variety of committees; consults with District staff and consultants concerning information technology, finance system issues, work progress, and priorities; coordinates and runs periodic meetings; ensures adherence to standards and procedures; presents recommendations for strategic initiatives, long range planning, and process improvements.

Performs project management functions and activities and is responsible for the full lifecycle of the assigned projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors.

Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.

Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.
For the Finance Systems Project Manager position the following are applicable fields of study: business administration, public administration, accounting, finance, management information systems, or a related field.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. The Finance Systems Project Manager position requires accounting support experience utilizing and supporting financial systems and/or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager II. Years of experience may be substituted for the educational requirement on a two for one basis (two years experience may be submitted for one year of education).

AC Transit is seeking a Project Manager I (Utility Location and Marking) in the Capital Projects department. Under general direction, serves as project manager for routine to moderately complex projects and assists higher-level project managers on more complex projects as needed. This is the experienced level within the Project Manager series. There are four (4) levels within the series, which are distinguished from one another by the technical complexity of the assigned duties and the level of discretion and independent judgment exercised. Positions at this level are responsible for performing project management activities for routine to moderately complex projects.

Positions in the Project Manager series are flexibly staffed to meet the needs of the District. Positions at the experienced level are normally filled by advancement from the entry-level and promotion is subject to the following: (i) management affirmation that the incumbent is performing the full range of duties assigned and (ii) after gaining requisite experience and demonstrating proficiency that meets the minimum qualifications of the next higher-level classification.

Maintain and upgrade as appropriate existing utility location documentation.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a Bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned. For Engineering/Capital Projects: Equivalent to a Bachelor’s degree in architecture, engineering, planning, or a related field.

Experience: Four (4) years of experience in the professional field required by the assigned special projects or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Coordinator. Years of experience may be substituted for the educational requirement on a two for one basis; two (2) years of experience may be submitted for one (1) year of education).

Highly Desirable: 

• Ability to read and understand as-built plans, including construction plans
• Ability to observe construction work performed by others that impacts District's utilities to ensure any site restoration is done to code.
• Must understand the 811 / USA Alert system and program, how it works, how to monitor for projects that may impact our District assets.
• Must know the color codes used to mark utilities.
• Interpersonal skills to coordinate with contractor who are permitted to excavate in/around District assets and with City inspectors to enforce quality standards on subject contractors. Ability to use locator equipment, materials, and hand tools to perform marking tasks. Ability to write reports documenting marking tasks performed.
• Must be proactive and a self-starter. Utility marking requires the individual to stay ahead of the contractors.
• Must be willing to work in inclement weather.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.

• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

The City of San José is recruiting for an IT Support Manager in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure service and day-to-day operations for the City’s Emergency Operation Center (EOC).

The IT Support Manager supports the essential technologies needed to operate the City’s EOC in disasters, including the core network infrastructure, computing servers, storage, enterprise applications, collaboration tools, Mobile Device Management, Motorola Computer Dispatch workstations, and video and audio systems. The EOC technologies include a multi-layer redundant/backup network connectivity with a localized data center, servers, and storage. This allows the EOC’s technology services available during large-scale emergency events.

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment.  

The ideal candidate must be able to take full ownership of managing the IT infrastructure, business collaboration tools, and City applications to support the EOC and lead projects to completion. Infrastructure operations include identity management, private and public cloud infrastructure, server virtualization, system management and monitoring, client and server Windows Operating Systems and client applications, etc. Business collaboration tools include Microsoft Office 365 Productivity Suite, Microsoft Teams, SharePoint, related Office 365 Suite offerings, and Zoom. City applications include GIS, desktop applications, etc. This position demands a proven ability to resolve complex technical issues with limited resources.  A strong leadership mindset, the ability to deliver team productivity, and a strong civil servant mentality are essential to this position. 

The IT Support Manager is a member of the IT Department with a mission to support the EOC. The work plan defines the business requirements with priorities set by the Office of Emergency Management. As a member of the EOC response team, the IT Support Manager will need to be available onsite to support the emergency event. Work hours during an emergency event could be after City’s business hours or on the weekend.

Duties may include but are not limited to:

• Providing technical leadership for the City’s enterprise infrastructure which includes: network, servers, hyperconverged infrastructure, desktops and mobile devices, Active Directory, VPN, Federation Service, Public/Private Cloud support, enterprise storage, system management and monitor, enterprise system backups and restore, as well as Disaster Recovery of EOC IT services. 
• Performing hands-on system configuration and advanced troubleshooting infrastructure issues to ensure service availability to meet service level expectations. 
• Validating and managing system configuration changes to ensure successful system upgrades and configuration changes to production environment. 
• Developing technical guidelines and governance framework to ensure best practices and security.
• Triaging, leading and resolving advanced infrastructure issues and service outages.
• Leading project implementation to completion.
• Coordinating communication and IT service needs with Public Safety and departments.
• Managing asset life cycle, including tracking, replacement, and surplus of equipment.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
