The City of Dixon Fire Department  offers a challenging and rewarding opportunity for qualified applicants holding a career in fire safety and is recruiting to fill vacancies of full-time appointments for the position of Lateral Firefighter/Paramedic. 

To be considered eligible for Lateral Firefighter/Paramedic you must meet the following criteria:

• A minimum of 12 months of current and continuous experience as a full time/career firefighter with no separation time or break in service at time of application.
• Possess a current, valid Cal-JAC CPAT Card issued withing the last 12 months from date of application submission and ability to pass City of Dixon's aerial ladder agility test.
• Possession of a current, valid Mobile Intensive Care Paramedic license meeting the requirements of the California Emergency Medical Services Authority.
• Possession of a California State Fire Marshal Firefighter I Certificate.
• Possession of a current, valid Advanced Cardiac Life Support certificate issued by the American Heart Association or the equivalent. (Pediatric advanced life support & basic trauma life support or international trauma life support)
• Ability to possess Solano County Paramedic Accreditation within three (3) months of initial hire.
• A Firefighter Class C Endorsement and maintain clean driving record

The Dixon Fire Department offers a challenging and rewarding opportunity for qualified applicants pursuing a career in fire safety.  The position performs fire prevention activities to save lives and property; responds to hazardous material incidents; responds to all fire alarms with designated company; prepares and operates the necessary equipment at the scene of the fire such as a hose, ladders, chemicals, bars, hooks, etc.; administers first aid to injured patrons; performs other acts required of a Firefighter at the scene of an emergency; carries out all duties assigned by Superior Officers.  Work involves irregular hours during the day and evenings, and on weekdays, weekends, and holidays.

DEFINITION

Under direction of a higher level professional engineer, plan, supervise, design, coordinate and perform a wide variety of responsible professional civil engineering and public works assignments.

The individual in this position is expected to complete difficult engineering assignments requiring the use of judgment and initiative in developing solutions to problems, assuming responsible charge of assigned design and construction projects, and interpreting and conforming to codes and general policies. This position may require considerable interaction with other City departments and divisions, public agencies and the public.

This position is distinguished from that of the Civil Engineer II by the greater independence, leadership and follow up to completion of assignments, assistance in the performance of related administrative duties as required by the City Engineer, and the ability to make presentations and participate at meetings.

Responsibilities for this position will include supervision of lower level professional engineers and technical personnel, checking of work, and formal employee performance evaluation.

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to, the following:

Review and check plans, subdivision and parcel maps, and computations submitted by developers and outside consultants for conformance to established standards and specifications. Review EIRs, engineering reports, and proposals. Provide coordination with utility agencies, consultants, and other public agencies.

Prepare and interpret legal description of real property, right-of-way, and easements. Design, prepare plans, including drafting and specifications, cost estimates for a variety of public works improvements, including various traffic control systems, streets, buildings, parks, utility systems, appurtenances, and drainage structures.

Perform construction inspection and field surveys. May act as Resident Engineer on various projects. May assume responsibility for a complete engineering function or major phase of a program, including correspondence and complex engineering reports.

Upon request, provide information and respond to public inquiries, and prepare reports and recommendations. Prepare submittals, reports, and applications for State and Federal funding and grants for capital and street maintenance projects.

Confer with supervisory and other engineering staff during preliminary and design stages of work, and discuss technical and policy problems. May train and evaluate work of subordinate engineering personnel.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of Civil Engineering, including traffic control devices, hydraulics, sewer design, computer aided design (CAD) and mapping, surveying, street and road design, soil mechanics, concrete design, project scheduling and management, elements of effective supervision and report writing. Strength, properties and use of the materials of engineering construction.

Modern developments, current literature and sources for technical information, standards, applicable laws and construction procedures in the area of assignment.

Ability to: Perform professional engineering design work of a complex nature. Supervise CAD, prepare plans, specifications, cost estimates for a variety of public works projects.

Apply the fundamental principles of civil engineering theory to solving technical problems encountered in the design and construction of public works; perform studies and prepare technical reports; initiate compilation of necessary technical information, and make independent decisions therefrom; understand and carry out technical instruction; make accurate engineering computations and drawings; maintain clear and concise office records; establish and maintain effective relations with City employees, other governmental officials, developers, general contractors, and the public; prepare reports and general correspondence; communicate effectively when making presentations before groups.

Communicate clearly and concisely both orally and in writing. Take the lead on design projects and related assignments, including construction inspections with minimum supervision. Inspect construction projects, investigate and resolve disputes concerning plans, specifications and review change orders.

Supervise, train, and evaluate subordinates, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:   Four years of increasing responsible experience in professional level Civil Engineering work. Experience in municipal public works or related consultant work is desirable. Land development experience desirable.

Education:   Graduation from an accredited college or university with a Bachelor of Science Degree in Civil Engineering.

License: Registration as a Professional Engineer in Civil or Traffic Engineering in the State of California or possession of a Professional Engineer Registration in another state with ability to obtain registration in California within six (6) months. Possession of a valid Class C California Driver’s License.

The Department

SVP provides power to nearly 55,000 customers, at rates 25 to 48 percent below neighboring communities. SVP is the only full service, vertically integrated publicly owned utility in Silicon Valley owning generation, transmission and distribution assets. As a Public Electric Utility, Santa Clara’s Silicon Valley Power is not driven by profits, as reflected in its significant lower utility rates when compared to other private sector utilities. Silicon Valley Power is community and policy driven, which is reflected in the many green policies that it promotes, reduced rates and its strategic plan. Silicon Valley Power is one of few public electric utilities in California with an upward trajectory of growth. In 2017, Silicon Valley Power also achieved 36% renewable and 72% HGH free energy and, since January 2018, Silicon Valley Power has been delivering GHG-free energy to all residential customers. All this was accomplished while maintaining the lowest electricity rates in Santa Clara County.

 

The Position 

Silicon Valley Power (SVP) is seeking a dynamic, engaging, and highly qualified professional for one (1) management position of Principal Electric Utility Engineer in our Utility Operations Division. 

 

The position in Utility Operations will be responsible for managing and performing work related to Protection Engineering, Communications Engineering, and Operations Support Engineering (Fault and Outage analysis) along with supporting operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities.  This position manages the team responsible for Communications Engineering, Protection Engineering and Operations Support Engineering. 

 

A successful candidate will have at least five years of experience related to the electric utility engineering field and be able to demonstrate the ability to work well with management, industry professionals, administrative support, and our customers.   This is an exciting opportunity to lead positive change for our residents of the City of Santa Clara

Duties include, but are not limited to the following:

Under general direction:

• Plan, develop, coordinate, perform, and direct activities of assigned work area relating to planning, engineering, design construction, operations, maintenance and regulatory compliance of electric utility transmission, distribution and generation facilities
• Provide recommendations on a broad spectrum of related issues
• Manage assigned staff, provide technical instructions and assistance as necessary
• Develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws
• May be responsible for directing the activities of consultants and contractors
• Act as a mentor to staff and provide them with leadership, training, direction and support
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects
• Represent the City at industry meetings, management groups, professional organizations, and other meetings
• Make periodic and special reports, which describe the current activities and prepare reports, including findings and recommendations, as required
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements
• Conduct evaluation of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers
• Confer with and assist in the development of long-range plans, goals and objectives, and budgets
• Manage, schedule and evaluate the work assigned staff, and develop processes designed to support a continuous learning environment
• Analyze assigned work area to determine the most efficient and effective assignment of staff
• Make specialized technical studies and/or investigations
• Prepare complete and comprehensive oral and written reports and make recommendations on engineering and related issues
• Prepare the budget, recommend allocation funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services
• Administer and assist in the staffing, administrative and financial matters of the department
• May act as the Assistant Director of Electric Utility in his/her absence
• Perform other related duties as assigned

Minimum Qualifications

EDUCATION AND EXPERIENCE:

• Education and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in electrical, mechanical, civil or other related field of engineering
• Five (5) years of increasingly responsible experience in electric utility engineering work
• Candidates from a non-accredited college or university must demonstrate educational equivalency by registration as a professional electrical, mechanical or civil engineer in the State of California

Possible Substitutions:
 

• A Master's Degree in electrical, mechanical or civil engineering, or business or public administration from an accredited college may be substituted for one year of experience

REGISTRATION:
 

• Possession of a certificate of registration as a Professional Engineer in the State of California is required

LICENSE(S):
 

• Possession of a valid California Class C driver's license is required at the time of appointment and for duration of employment

OTHER REQUIREMENTS:
 

• Must be able to perform all of the essential functions of the job assignment
• May be required to work unusual hours in emergency situations
• Required to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State, and /or industry security requirements

The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

Our six San Rafael neighborhood fire stations deliver exceptionally courteous, compassionate, and professional public service.  Our firefighters are committed to helping their community and their fellow firefighters. Our workforce is diverse and continuously strives to reflect the diversity of the communities we serve.  Our members work closely with multiple service agencies to ensure we are meeting the unique needs of the multicultural community of San Rafael.

Our department supports a behavioral health program consisting of IAFF trained Peer Support members, as well as members trained in critical incident stress management. The culture established by our personnel is cited as a key contributor to what makes the San Rafael Fire Department a great place to work.  With over half of our line personnel having been hired within the past decade, there is a major focus on physical fitness, training, health and wellness, and an overall excitement about learning the art and trades of firefighting and emergency medicine.

  • Valid California Paramedic License (or equivalent) or ability to obtain prior to appointment (expected initial appointments by February 16, 2024).
