The San Mateo County Registration & Elections Division is seeking seasonal Election Worker – Office Assistants to assist in the upcoming March 5, 2024 Presidential Primary Election. This is an excellent nonpartisan opportunity to be involved in the election process! We are currently seeking dedicated and hard-working individuals for temporary, full-time positions to be hired into one of the following areas:
 
Clerical Support/Vote by Mail

• Data entry
• Processing Vote by Mail ballots 
• Retrieving ballots from the post office
• Counting ballots
• Operating ballot processing equipment

 
Ballot Retrieval

• Retrieving voted ballots from Ballot Drop Boxes throughout San Mateo County
• Delivering voted ballots to San Mateo County Registration & Elections Division
• Driving County vans throughout the day (and evenings, as needed)
• May also help with delivering supplies to Vote Centers

Supplies

• Inventorying and packing/unpacking Vote Center supplies
• Fulfilling inventory/supply lists for multiple Vote Centers
• Recording and updating inventory numbers regularly
• Operating pallet jacks and other devices to safely relocate supplies
• Accepting shipments and packages to the warehouse 
• Delivering supplies to Vote Centers
• Valid California driver license required

Clerical Support/Voter Registration

• Data entry
• Updating voter registration records based on information from statewide voter registration database and other governmental agencies 
• Preparing, verifying, and processing provisional ballots including a review of challenged ballots
• Preparing, verifying, and processing petitions, including nominations, initiatives, and recall petitions and performing second-level petition verifications

 
Customer Service/Phone Bank

• Assisting voters in finding election material and understanding their voting opportunities over the phone

 
Outreach Services

• Demonstrating voting equipment
• Registering voters
• Presenting information about the upcoming election

Vote Center Help & Support

• Answer and route calls from Vote Center Representatives, Field Techs and Ballot Retrieval Operations
• Assist Vote Center Representatives in resolving procedural, equipment and/or supplies issues at the Vote Centers 
• Create, assign and/or resolve incident tickets
• Call center experience preferred, but not required 

 
Voting Equipment

• Function-testing voting equipment
• Assisting in delivery and pickup of voting equipment at Vote Centers
• Driving personal vehicles to and from Vote Centers to troubleshoot equipment (required)

 
Fluency in Spanish, Mandarin and/or Cantonese, Tagalog/Filipino, Korean, Burmese, Hindi, or Japanese is preferred in Customer Service/Phone Bank and Outreach Services but not required.
 
The hourly wage for this position starts at $21.72.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

 

Qualifications

Ideal Clerical Support and Customer Service candidates will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. Outreach Services candidates will have strong public speaking abilities and are bilingual in at least one of the above listed languages. Voting Equipment candidates will be able to lift and carry materials weighing more than 50 pounds and must use personal vehicles to service Vote Centers. Ballot Retrieval candidates will have a valid CA Driver License and be able to carry materials weighing up to 50 pounds.
 
Critical skills for all Election Worker Office Assistant positions include the ability to prioritize work, coordinate several activities, organize, and maintain accurate files and records, and understand and carry out oral and written directions.
 
Typical office hours are 8:00 am to 4:30 pm, Monday through Friday. However, these positions may require working overtime, including long hours, weekends, evenings, and holidays.   (Any authorized time worked more than 40 hours in the workweek shall be considered overtime and shall be compensable at the rate of one and one-half (1-1/2) times the overtime worked.

Generally, extra-help employees who work on a holiday shall be compensated for such time worked at the rate of one and one-half (1 1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group).
 
The selected individuals must be available for the entire employment period until the completion of their assignment.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

The Ideal Candidate

The Police Department is searching for an effective and self-motivated individual who has the ability to perform first line supervisory duties, as well as provide secretarial support to an executive. The Senior Executive Assistant will be well versed in writing, reporting, supply management, scheduling, organization, time management, equipment maintenance and travel logistics. The incumbent will have strong customer service skills to communicate in a professional and effective manner both verbally and in writing. In addition, the successful candidate will be proficient in Microsoft Office Suite programs (Word, Excel, PowerPoint, Publisher, Outlook).

The total salary range for the Council Chief of Staff classification is $86,318.44 - $172,058.64. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The District 8 Council Office, supporting Councilmember Domingo Candelas, is recruiting for a Chief of Staff position. The position will work closely with the Councilmember and lead the staff support team for the Councilmember. The Chief of Staff is an integral link between the Councilmember and the Mayor and City Council colleagues, City administration, and the community. The Chief of Staff must have excellent oral and written communication skills, effective organizational, analytical, and management skills, and a dedication to public service. The position requires the ability to develop and maintain effective and collaborative working relationships with community members and neighborhood organizations, key stakeholders, and City staff. The Chief of Staff will serve as a liaison to the Councilmember and will regularly represent the Councilmember at City-related meetings and functions. Bilingual language skills (Vietnamese, Chinese and/or Spanish) both oral and written are highly desirable.

• Advises the Councilmember on policy, budget, and community matters. 
• Manages the day-to-day office operations. 
• Supervises staff to implement office projects and achieve identified objectives. 
• Manages staffing to include workloads, training, performance evaluations, and assisting with hiring and corrective or disciplinary actions. 
• Creates and maintains a collaborative team culture within the Councilmember's office. 
• Oversees budgetary, legislative, and strategic planning processes. 
• Manages communications and public relations, interfacing with media, governmental officials, department directors, business leaders, advocacy groups, constituents, and others on behalf of the Councilmember. 
• Responds to other matters as needed. 

Candidates must be willing to work occasional evenings and weekends, and as exempt management employees, are not eligible for overtime compensation. Employees in this classification are not members of the classified civil service and are appointed "at will." Each appointment is for a specified period to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. This unclassified position requires a disclosure of outside investments, real property interest, income, and business positions.

• Receive and maintain the chain of custody and integrity of, and safely store evidence, found property, and property held for safekeeping.
• Advise staff on proper packaging and submission procedures.
• Conduct inventories and audits of property and evidence.
• Release property to the public or the legally authorized persons in accordance with disposition forms, court orders, or stipulations.
• Check out items needed for court, investigations, and forensic testing; share evidence needed for investigation or review; transport items to and from laboratory and maintain strict records of chain of custody.
• Testify in court to verify chain of custody records of evidence.
• Make arrangements for auction of unclaimed property.

The Position

The Police Public Service Assistant (PSA) III is assigned to the Police Department’s Crime Lab and provides support to the Forensic Specialists and Crime Scene Investigators during operations in the Crime Lab. The Police Public Service Assistant III position requires excellent customer service and communication skills.

Examples of job duties include:

• Ordering and purchasing supplies.
• Re-supply evidence packaging area and appropriate lab areas.
• Clerical tasks, to include typing, running stats, electronic filing tasks, etc.
• Pick up and return evidence as needed.
• Pick up and deliver equipment and supplies.
• Arrange logistical operations within the lab and evidence packaging area including but not limited to arranging chemical waste and sharps removal, filter replacement, etc.
• Minor maintenance on office or lab equipment as required.
• Assist in assembling print kits for evidence collection.
• Identify and communicate with police, and outside vendors to complete job duties.
• Escorts outside vendors while they conduct business on the police campus.
