DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).

• Investigate and respond to inquiries and/or requests by members of the public regarding transit system policies, procedures and services.
• Provide minor/general assistance with the Public Works Department.

Substitute Librarians perform professional-level library public service work, including answering reference questions, providing readers’ advisory, providing technical assistance, and presenting programs (as needed).

Substitute Library Assistants perform circulation tasks such as checking materials in and out, and work at the public service desk, assisting patrons with basic requests including answering simple questions, creating new patron accounts, and referring patrons to other staff for more complex questions.

• Knowledge of Library Services and reference materials; readers advisory; professional practices and techniques of library science; and on-line library systems and information resources.

THE POSITION:

The City of San Rafael Fire Department is seeking customer service and public safety focused individuals to join the wildfire mitigation team. Under supervision, inspectors will perform a variety of wildfire prevention duties with a focus on one-on-one education via property wildfire risk evaluations.  The Inspector’s efforts will support resident compliance with City and State Fire codes.

The customer-service oriented positions will support the City’s and Marin Wildfire Fire Prevention Authorities (MWPA)’s goals. The ideal candidate will be able to connect and inspire individual action among our diverse community by explaining complex concepts in easy-to-understand ways.  Inspectors will utilize tablets and other technology to document findings and interactions in the field.

Our highly qualified candidate will be able to work effectively in small teams or independently and clearly communicate wildfire safety-related information to residents from various backgrounds.  We are looking for people who have sound judgment and can communicate effectively with others.  They will need to be able to follow both verbal and written instructions, engage effectively with the public and work harmoniously with our team. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Perform defensible space inspections and wildfire risk evaluations in accordance with San Rafael Municipal Code 4.12.
• Investigates public and referred public agency complaints.
• Provide guidance to residents on suggested and required home hardening and defensible space strategies. 
• Provide residents with appropriate support resources and programs.
• Increase awareness, knowledge and actions implemented by individuals and communities to reduce human loss and property damage from wildfires.
• Collects, enters, maintains, and disseminates data pertaining to fire prevention; reconciles reports, files and records.
• Composes letters and reports based on field notes.
• Collect and input data and images into electronic devices.

KNOWLEDGE/SKILLS/ABILITIES:

• Communicate clearly and respectfully to residents and stakeholders.
• Learn and apply City and State Fire Codes and National Fire Protection Association (NFPA) standards.
• Provide clear and concise written reports free of grammar and spelling errors.
• Utilize personal computers, tablets, and related software including the Microsoft Office Suite, mapping, and database tools.
• Independently conduct fire (defensible space) inspections.
• Apply technical knowledge and follow proper inspection techniques.
• Be self-motivated, work independently to complete assigned duties and responsibilities in a timely manner.
• Interpret and explain fire prevention services, policies and procedures.
• Build and maintain positive working relationships with stake holders to ensure that assigned fire prevention coordination efforts are successful.

MINIMUM QUALIFICATIONS DESIRED:

• In accordance with State legal requirements, applicants must be at least 18 years old by the application filing deadline.
• Graduation from high school or equivalent and any combination of education and experience that would likely provide the required knowledge and abilities in qualifying.
• Must possess and maintain a valid California Driver’s License with a satisfactory driving record.
• A background in customer service or public service.

DISASTER SERVICE WORKERS:
