THE POSITION:

The Community Development Department is recruiting for one full-time Permit Technician.  Appointment will be made at the appropriate level depending upon qualifications.  Under general supervision, the Permit Technician will perform a variety of technical permitting and administrative support work associated with front counter, virtual counter, and other office tasks related to department operations.

Permit Technician I:  This is the journey-level class in the Permit Technician series.  Employees at this level are not expected to perform with the same independence and judgment on matters allocated to the Permit Technician II.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.   

Permit Technician II:   This is the journey-level class in the Permit Technician series.  Employees at this level are expected to perform with more independence and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and polices within the work unit.  Depending on expertise and certifications, incumbents may perform minor over-the-counter planning and building plan check reviews.  Positions in this class are flexibly staffed and may be filled by advancement from the Permit Technician I class.

This position performs the following essential job duties (including but not limited to):

• Reviews and intakes planning and building permit applications.
• Determines and collects fees for permits and other review and regulatory services.
• Routes all application submittals to the appropriate departments/agencies for processing.
• Maintains files for all applications after checking for general completeness and accuracy.
• Provides written and verbal information to the public regarding departmental policies and procedures pertaining to topics such as permits, building code requirements, zoning, application procedures, and current projects.
• Reads and interprets blueprints, maps, planning regulations, and a variety of other information while responding to general inquiries.
• Processes minor planning applications and reviews business licenses and building permits for compliance with zoning regulations.
• Provides public information in support of the building, planning, housing, and code enforcement programs.
• Enters invoices, prepares refunds, and reconciles web payments.
• Provides administrative support for public meetings, including preparation, distribution, and posting of agendas and minutes.
• Assists in setting up rooms and virtual webinars for department and/or public meetings.
• Operates a variety of office equipment and uses a variety of software programs, including word processing, spreadsheet, permit tracking software, digital archiving software, and visual presentation equipment as appropriate.
• Maintains and manages an inventory of forms, applications, and office supplies.
• Builds and maintains positive working relationships with co-workers, other City employees, the public using principles of good customer service.
• Performs a variety of other tasks related to office administration and permit services as assigned.

To be eligible for this position, you must have knowledge of/ability to:

Permit Technician I:

• Basic office and clerical procedures.
• Modern office methods, procedures, and computer equipment and various software applications.
• Simple accounting procedures.
• Basic applied mathematics.
• Communicate clearly and concisely, orally and in writing with the general public and customers involved with development and construction, particularly contractors, architects, developers, engineers, and property owners.
• Learn to read and interpret maps, construction drawings and blueprints.
• Learn and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the City including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes. 

Permit Technician II (in addition to the requirements for Permit Technician I):

• Basic knowledge of building, electrical, plumbing, and mechanical codes.
• Basic engineering concepts.
• Basic planning and land use concepts.
• Read and interpret maps, construction drawings, and blueprints.
• Interpret and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the City, including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes.
• Organize and maintain files.
• Operate a variety of office equipment.
• Quickly and accurately review plans for submittal requirements and calculate permit fees in accordance with established laws.
• Research and compile information requested.
• Prepare written zoning research letters and administrative land use entitlements.
• Research, compile, and analyze data for special projects and various reports.

EDUCATION and/or EXPERIENCE (A typical way of gaining the knowledge, skill and ability outlined above is):

Permit Technician I:

• Graduation from high school or equivalent.
• Two (2) years of experience in an office or customer service environment with direct contact with the general public.

 Permit Technician II:

• Graduation from high school or equivalent.
• Completion of two courses in building code, electrical code plumbing code, mechanical code, engineering, planning, or related field.
• One (1) year of experience equivalent to Permit Technician I in the City of San Rafael.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Possession of International Code Council (ICC) Permit Technician certification is desirable for Permit Technician I and II and is required for Permit Technician III.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to write routine reports and correspondence.
• Ability to speak effective before groups of customers or employees of organization.
• Ability to speak Spanish is desirable but not required.

The City of San Rafael is recruiting to fill a Senior Management Analyst vacancy within the Finance Department.  This position will report directly to the Finance Director.   The Senior Management Analyst I/II will support the city-wide budget process, including operating and capital budgets as well as long-term financial planning/forecasting.  You will perform fiscal and policy analysis of city-run programs and services. As a critical member of the Finance team, you will evaluate opportunities for regional inter-governmental collaborations for improved service delivery or efficiencies, participate in inter-departmental teams on priority special projects (such as Enterprise Resource Planning-ERP-system participation), and review financial policies and procedures to ensure alignment with industry best practices.

THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City.

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public.

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.

• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.

• A master’s degree in public administration, public policy, or business administration is highly desirable.

Senior Management Analyst I:

• Three to four years of progressively responsible analytical experience.

Senior Management Analyst II (in addition to the requirements for the Senior Management Analyst I, this level requires):

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.

SPECIAL PAY INCENTIVES:

• Paramedic Pay: 5% Incentive Pay. Plus, the EMT/Paramedic Pay Pilot Program that runs through 6/30/2025 provides Paramedics with an additional 5% incentive pay.

The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. It is our goal that all members strive to attain a synergistic balance of education, training, and experience to provide excellent emergency management on every call. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. We currently operate two Type 1 Fire Engines, one Type 3 Fire Engine, Ladder Truck, three Command Vehicles, one Type 5 Fire Engine, Zodiac Rescue Boats, and one USAR Trailer.  The Suisun City Fire Department is an ALS (Paramedic) level department, supported by Medic Ambulance for transport services. Station 47 is staffed 24 hours a day, 7 days a week.

The Position

The ideal candidate will have well-developed technical skills in the operation and maintenance of fire equipment and apparatus, and be self-motivated, team-oriented, embrace diversity and exercise sound judgment. Work requires a good understanding of first aid techniques and lifesaving methods. The nature of the work requires that the incumbent establish and maintain positive, cooperative working relationships within their own department, other Suisun City personnel, and the general public on an ongoing basis.

Essential Job Functions

• Operates, drives, and maintains pumps and all apparatus to effectively suppress fires.

Senior Planner

• Must possess a valid California driver’s license and have a satisfactory driving record.

Position Summary

Under general direction of the Director of Accounting along with collaboration with the Managers of Human Resources, Deputy General Manager-Administrative and Development, and the District’s legal counsel, this position manages the Payroll Department & represents the District’s interests in all payroll, benefit & pension matters.  The Payroll Manager plans, develops, interprets, and implements all activities of the Payroll Department through subordinate staff in a highly demanding and fast-paced environment.  
 
The position is committed toward continuous improvement in accuracy, efficiency and service levels to ensure readiness for growth and the ability to provide superior service. In addition, this position develops and executes a vision for future processes and systems including project implementation plans and monitoring & reporting of process improvement initiatives. Other key areas of responsibility include, but are not limited to, leadership in addressing financial controls with both internal and external stakeholders; being an expert in compliance with federal and California state laws as they impact compensation and tax reporting, knowledge of Memorandum of Understanding (MOU) contracts, CalPERS legislative policy and procedures, any other pension legislation.  
 
The position also provides professional development opportunities for the Payroll team and implementation of District’s policies and procedures; takes ownership of software systems that support payroll processing and reporting; organize, assign, direct, review and evaluate the work of assigned staff.  The role must stay abreast of the latest developments in compensation and pension law and serves as the subject matter expert on all payroll issues.  In partnership with Human Resources, the position also guides management toward resolution of compensation issues to ensure compliance with the law yet address practicality of proposed solutions and is very hands-on with the District’s payroll objectives and processing.

Essential Responsibilities

• Oversees the in-house compensation processing associated with a multi-location agency, covering 64 bi-weekly and monthly payroll-reporting periods. The District comprises  700+ employees, 26 bargaining units, 17 unions, 4 pension plans (CalPERS, ATU, IBU & MEBA), numerous health plans (high deductible plans, self-insured providers, etc.), and two separate timekeeping systems. 
• Manage compliance with: federal, state & local tax law & quarterly and annual payroll reporting (DE9, 941s), etc., tax deposit reporting, involuntary deductions (levies) (IRS, EDD, FTB), union benefit trusts payment & reporting, Bureau of Labor Statistics reporting, National Transit Database compilation and pension requirements.   
• Interprets, educates and applies a variety of laws and regulations governing payroll administration.  This includes pertinent labor contract and administrative code provisions, annual salary and salary standardization directives, departmental rules and other documents governing employee's pay and benefit rights. Written and oral explanations to management, union officials and employees is necessitated.   
• Advises District management, supervisors and employees on the interpretation and application of Payroll guidelines/policies, Federal and State regulations and internal Memorandums of Understanding (MOU).
• Communicates and enforces organization-wide payroll policies and processes regarding earnings, deductions, timekeeping and government compliance reporting. Develops written procedures to document processes & rationale behind decision-making.
• Supervises internal departmental audits to ensure the accuracy of reporting and compliance with District policies and procedures. 
• Provides support to external auditors in the performance of their work by answering questions involving District policy and procedures and producing schedules/documentation that will assist the auditors in the timely completion of their work.
• Educate & train the Payroll team continuously.   
• May represent the District’s interests at local meetings, including arbitration hearings.
• Performs other duties as assigned.
• Regular and reliable attendance and performance required.

Minimum Qualifications

• A Bachelor’s degree in Business Administration, Finance, Public Administration, Accounting, or in any related field. Qualifying experience may be substituted on a year-for-year basis in lieu of education. A written statement detailing qualifying experience must be submitted with the application. 
• A minimum of nine (9) years of in-house payroll processing and reporting requirements for federal, state and public agency pension authorities in organizations of 500+ employees
• A minimum three (3) years of recent related supervisory and/or managerial level Payroll systems knowledge
• Experience with timekeeping implementation in a unionized environment &/or public sector payroll accounting is highly desirable

Position Summary

Under the general direction of the Director of Engineering and Maintenance, the Ferry Project Engineer will act as marine technical resources for issues related to Golden Gate Ferry Fleet. This position will be assigned to high-dollar complex vessel projects that require complicated processes, such as but not limited to, developing and/or overseeing the preparation of specifications, drawings, and procurement documents necessary to advertise, proceed to competitive bid, and manage the project through completion.   

 

This position will liaise with regulatory and classification bodies; administer vessel technical information; provide project management and engineering support for maintenance; repair activities; regulatory and vetting inspections and capital improvements.

 

Essential Responsibilities

 

• Works with the Director to inspect Ferry Division assets to develop capital improvement plans and   dry dock schedules.
• Conducts research on relevant regulatory issues and support development of compliance plans.
• Manages sub-contractors working on Ferry Division assets within schedule and budget constraints.    
• Responsible for working with the Director and the procurement staff to ensure all sub­ contracting and materials are procured as per the District guidelines.
• Performs quality control inspections of all maintenance work, subcontractor and shipyard work. Subcontractor and shipyard quality control shall be a shared responsibility with the Director at the direction of the Director.
• Consistent with industry practices and mechanics safety manual, ensures that all maintenance work is completed following established safe working practices working utilizing the proper PPE for all mechanics and subcontractors. 
• Closely manages and keeps both the Director of Maintenance and Operations Department apprised of all situations that affect a vessel’s usage. Any deficiency that could possibly be deemed a “no sail items by the United States Coast Guard (USCG) shall be closely managed with all involved parties updated as required to have the least impact on operations. 
• In conjunction with the Director, determines when and where vessels will be removed from service so that work can be scheduled accordingly.
• Leads efforts to ensure engineering documentation is current, accurate, accessible and organized.
• Adheres to the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned.

Minimum Qualifications

 

Education and/or Experience: 

• Bachelor’s Degree in Marine Engineering and/or Naval Architecture.
• Minimum of five (5) years of recent, full-time experience in the marine industry.
• Experience with USCG and various State regulations.
• Experience with CFR's with emphasis on Title 46, Subchapter K.

 

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record.

              

Physical Requirement:  

This position should be available for immediate callout situations 24 hours a day, 7 days a week as required to support operations. Also, should have the ability to travel domestically on an immediate notice possibly for extended periods of time. Requires frequent and extensive physical activities such as lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Working inside and outside in all weather conditions. Work around fumes, odors and dust in an occasionally high noise level environment. Ability to wear a respirator.

• Prune, plant, and irrigate turf, landscape and trees.
• Install, repair, and adjust landscape sprinkler systems.
• Identify plant disease, nutrient, watering and related problems.
• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.
• Mix and apply pesticides and fertilizers.
• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.

• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.

• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.
