The City of Dixon is opening a great opportunity for those curious to learn about the ins and outs of police work for the position of Police Cadet in the Police Department. Under the supervision of veteran Police Officer's the cadet experiences what it takes to develop important cadet skills. Examples: cadet patrol, traffic control, attending meetings, delivery of witness subpoenas, report taking, provide assistance to the various bureaus within the department, directing phone calls to the appropriate personnel, learns how to interact with the community during all kinds of problem-solving situations.

This is an entry-level, volunteer position intended as an educational and career development internship. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will gain experience in the work place.

A Cadet volunteers a minimum of 8 hours per month and work is conducted both in a police station and in the field. Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays.

THE POSITION

This position is focused on coordinating and monitoring information technology operational systems for the City including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas such as applications, operating systems, and database systems. This position has a wide breadth of responsibility and is the backbone for ensuring the City’s technology systems always stay up and running. An example of duties are:

• Performs configuration, modification, testing and implementation of vendor software; develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.
• Assists with the installation of new and existing software; ensures training of staff in the use of new and existing software.
• Conducts systems analysis; develops business and technical requirements; designs functional and technical specifications; writes source code; tests applications.
• Assists with the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Performs technical and functional troubleshooting and on-call support; installs and tests upgrades and system patches; tracks problems and requests for system enhancements and upgrades and resolve problems as they occur.
• Installs, configures, and maintains SQL server, including capacity planning, installation and configuration of SQL management tool and client uses.
• Provides support for specific department applications; tests programs and applications from user’s perspective.
• Coordinates, develops, and performs data export and import routines between applications.
• Acts as a technical resource for staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential and required changes to business processes and/or procedures.
• Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree with major coursework in MIS, business, management, or a closely related field;

AND

Four (4) years of progressively responsible professional experience in computer technology.

Technical certifications are highly desirable.

Licenses and Certifications

Senior Civil & Environmental Engineer
Salary Range: $95,900/yr. - $189,900/yr. (Budgeted salary range $95,900/yr. - $142,900/yr.)

Use advanced engineering concepts and organizational objectives to provide leadership and support focused on engineering, project management, and compliance for the Facilities Management: Utilities department. Work with individual Utilities system managers to evaluate system performance and provide technical leadership for deferred maintenance and capital improvement projects. Conduct master planning for future capacity needs. Conduct system assessments to improve the design of physical plant systems. Lead civil system compliance efforts. MINIMUM QUALIFICATIONS
Minimum License/Certification:

• Current registration as a Professional Engineer in the State of California.

Minimum Education/Experience:

• Bachelor’s degree in Engineering from an accredited program, preferably in one of the following disciplines: Civil or Environmental.
• Over ten years of experience in engineering design, master planning, plan review, project administration and facility operation in storm, water, water reuse, sanitary sewer and solid waste systems.
• Extensive experience with interpreting regulations, permitting, and regulatory compliance for water, wastewater, and solid waste operations.

PREFERRED QUALIFICATIONS
Preferred Education/Experience:  

• Experience with Capital Improvement Project (CIP) budgeting and with developing sewer, water and treatment plant master plan documents and condition assessments.
• Experience with water and wastewater system maintenance; understanding of Enterprise Asset Management System (EAMS) principles.

Deputy District Attorney I-II-III:

THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.

DEFINITION

Under general direction, performs all phases of difficult, complex, professional, and technical planning and related works. Manages a variety of administrative tasks including grant compliance review, processing contracts, and verifying documentation.  Performs other duties as required.

DISTINGUISHING CHARACTERISTICS

The Senior Planner is expected to independently perform the full scope of assigned duties. DISTINGUISHING CHARACTERISTICS

The Assistant Engineer is the entry level class in the professional civil engineering series and is responsible for performing the professional engineering work not requiring registration as a Civil Engineer. This classification is distinguished from the next higher classification of Associate Civil Engineer in that the latter performs the more complex and difficult assignments within the division.

The Associate Engineer is the journey level class in the professional civil engineering series and is responsible for performing the more complex design and construction of capital improvement projects and for reviewing private development projects for design conformance and accuracy. Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering including land development, planning, design standards and regulations, construction and maintenance. This classification is distinguished from the next higher classification of Senior Civil Engineer in that the latter performs the most complex and difficult assignments within the division and may exercise direct supervision over assigned project staff.

The Senior Civil Engineer is an advanced journey level registered professional engineer class and exercises full responsibility for planning and organizing a variety of assigned engineering projects and directing the work of assigned staff. Incumbents perform complex professional engineering and program management assignments demanding considerable knowledge of various aspects of engineering and related program requirements including land development, planning, design standards and regulations, construction and maintenance. • Performs and oversees a broad range of design activities on a variety of public works projects including street, storm drains, sewers, buildings, airports and other public facilities; oversees the administration of construction contracts; performs field inspections; determines design procedures; prepares plans, specifications, project budget and cost estimates; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness; makes recommendations and monitors the approved project budgets.
• Coordinates capital improvement projects with contractors, utility companies and other departments and agencies; participates in the predevelopment project review process; develops and recommends conditions of approval for projects and conditions for development agreements; provides plan check services for developers and contractors to ensure compliance with city improvement standards; processes lot line adjustments, ROW abandonments, easement and grant deed dedications.

• Performs a broad range of design/project management activities on a variety of public works projects, including street, landscaping, storm drainage facilities, sanitary sewer facilities, parks, water production and distribution facilities and buildings; performs site inspections; develops design procedures; prepare plans, specifications, project budget and cost estimates; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness.
• Manages, develops and coordinates assigned program activities such as industrial waste ordinance management, grease trap enforcement, and other City Municipal Code-related activities, including policy development, community education, regional and state program coordination and required infrastructure modifications; recommend program activity budgets.
• Monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable rules, policies and procedures; participates in the development of policies and procedures; recommends programs, projects and work assignments to higher level engineering personnel.
• Assists in the coordination of capital improvement projects with contractors, utility companies and other agencies; administers construction contracts; plans, coordinates, prioritizes, monitors and participates in the work of staff responsible for reviewing design conformance and accuracy of public and private development projects.
• Prepares and provides complex engineering and program reports, correspondence, staff reports, ordinances and resolutions at the direction of the Engineering Manager, or the City Engineer; develops and reports statistics; makes oral presentations and participates in organizational and community group meetings; responds to questions and inquiries, and investigates complaints concerning engineering problems.

• Manages the engineering aspects of private development projects from pre-application through entitlement approval, through plan review and final map approval, and reviews proposed revisions through the construction phase; supervise, review and participate in preparation of environmental assessments and studies, specific plans, and general development plans, financing plans and Development Agreements; manage and review traffic impact analyses, hydrology studies, storm water quality plans, drainage, sewer, and water master plans, improvement plans, final maps and other technical documents; meet with developers to discuss the proposed project or resolve design issues; manage the annexation of territory into the special districts and assist in the formation of special districts (CFDs, Landscaping & Lighting Assessment Districts, Benefit Assessment Districts).
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for services, labor, materials and related resources for public works and utilities projects and/or programs; monitor and control expenditures.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties.  The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service.  Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold.  The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards.  The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

Knowledge of: Principles, procedures, practices and standards of municipal civil engineering; surveying methods and techniques; strength of materials and stress analysis; municipal engineering laws, ordinances, codes, specifications and plans; engineering project inspection methods; modern developments, current literature and sources of information regarding engineering; principles and practices of contract administration; operational characteristics and use of standard equipment used in the engineering profession; methods and techniques of supervision, training and motivation; basic principles of mathematics; applicable federal, state and local laws, codes, and regulations including City, county and state building codes; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Ability to: Perform complex engineering computations; check, design and supervise the preparation of engineering plans and studies; plan, organize, direct and evaluate the effectiveness of assigned program activities; effectively exercise supervisory control over complex professional and technical tasks; negotiate and manage construction contracts; perform the full range of professional civil engineering tasks; prepare and administer a budget; safely and effectively operate engineering tools and equipment; interpret, explain and apply applicable laws, codes and regulations pertaining to municipal public works design and construction; make adjustments to standard operating procedures to improve effectiveness and comply with regulatory changes as appropriate; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; follow written and oral directions; promote and observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

Skill to: Operate an office computer and a variety of word processing and software applications, including graphic and presentation programs. 

THE SELECTION PROCESS

The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process.
