What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.

• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence

The Community Development Department is seeking enthusiastic and customer-service oriented candidates for the position of Permit Technician.

Under general supervision, the Permit Technician will perform specialized work associated with the processing of building permits and clerical work involving a substantial degree of judgment and initiative; and to do related work as required. THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The Aging and Adult Services Division of San Mateo County Health is seeking a full-time Deputy Public Guardian Conservator II/III (DPG). Deputy Public Guardians manage the income and assets and coordinate the care, including the arrangement of placement and treatment, of elderly and gravely disabled persons under the jurisdiction of the Public Guardian as appointed by the Superior Court.  Deputy Public Guardians visit clients on a regular basis, which includes travel to various locations both within and outside of San Mateo County.
 
The current vacancy is in the LPS (Lanterman Petris Short Act) conservatorship unit; however, this recruitment may be used to fill vacancies in either Probate or the LPS conservatorship unit.
 
DPG II is at the journey level with responsibility for managing estates and providing casework services. DPG II administers complex property and litigation cases and may develop comprehensive care plans. DPG III also provides lead direction to other deputies, serves as liaison with specific County and State facilities, handles those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services. All DPGs must accept very diverse roles in the areas of estate management and care coordination.
 
This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.
 
The ideal candidate will be able to develop and maintain collaborative partnerships with a variety of organizations; have strong assessment, motivational interviewing, investigative, oral and written communication skills; have familiarity working with Adult Protective Services (APS), law enforcement, San Mateo County Superior Court system, Behavioral Health and Recovery Services, San Mateo Medical Center and an understanding of the Probate Code. The ideal candidate should also have experience conducting psychosocial assessments and meeting the needs of persons suffering from serious mental illness, as well as experience with asset management and knowledge of various public benefits programs. Lastly the ability to be politically astute, perform client engagement/ case management tasks from a strength-based, culturally sensitive, and racially equitable framework, is ideal as well as the ability to perform duties in a fast-paced environment and exercise discernment and critical thinking to problem-solve immediate client-centered challenges.

• Manages and protects the assets, including making and liquidating investments and arranging for sale of real and personal property as appropriate.
• Collects all income due to the person, secures appropriate benefits and monitors accuracy of benefit amount.
• Pays all lawful debts.
• Creates viable solutions to address financial hardships experienced by LPS clients – for example when liquid assets have been depleted.

For example, a client may own real property vested in Trust and live in the residence with 24-hour home health care services in place. The client's liquid assets have depleted. The Deputy Public Guardian may have to facilitate application for a reverse mortgage, identify and marshal Trust and conservatorship assets, and reconcile these two separate legal entities, as well as develop an estate plan, while ensuring that the client receives care appropriate to his/her needs.
 
 Client Care Coordination:
  

• Arranges for the person's care and protection.
• Decides where the person will live.
• Makes arrangements for health care, meals, clothing, personal care, housekeeping, transportation, and recreation.
• Makes placement decisions that allows for clients to be at the least restrictive placement while ensuring the safety of the public.
• Represents or arranges representation in all legal matters.
• Performs de-escalation and motivational interviewing interventions on an as needed basis.
• Collaborates with the case managers, psychiatrists, social workers, and facility administrators to put together a plan to address emergent and/or behavioral issues and find alternative placement options, as needed.

For example, a client in a board and care home or locked facility may be having a behavioral problem. The Deputy Public Guardian will work with the case manager, psychiatrist, social worker, and facility administrator to put together a plan to address the client's behavioral issues and may also need to work with the treatment team on finding alternative placement, if needed.
 
 Court:

• Arranges appropriate representation in all legal matters.
• Carries out legal and regulation requirements pertaining to the Lanterman-Petris-Short Act (LPS).
• Period reviews of LPS reports to ensure quality assurance/performance.
• Prepares and submits comprehensive reports to the Probate Court providing updates and/or addressing financial, social, placement and medical matters.

Lanterman-Petris-Short Act (LPS) requires the review of client's current needs based on documentation of visits and care conferences, as well as annual report writing regarding that information. Probate requires a review of the past two years of care through the writing of a comprehensive report on financial transactions, social interactions, and medical conditions.

The Behavioral Health and Recovery Services Division of San Mateo County Health is seeking a motivated Supervising Mental Health Clinician - Youth Services Center (YSC) to provide oversight and supervision of the Youth Services Center unit and coordinate the professional work of behavioral health professionals, Peer Community Workers, and interns within a behavioral health juvenile justice setting and community. The Supervising Mental Health Clinician will participate in program planning, administration, and evaluation. Additionally, this Supervising Mental Health Clinician will attend various leadership meetings with Probation staff and provide oversight of specialized psychiatric casework counseling and therapeutic services to children, adolescents, and families.

The current vacancy is at the Youth Services Center (YSC) located in San Mateo but may travel throughout San Mateo County to perform duties of this position. The Supervising Mental Health Clinician will offer consultation to the After-Hours clinician as required. Furthermore, there may be occasions where the Unit Supervisor will assume an After-Hours clinician shift in the event of an unavailable clinician.

The Behavioral Health and Recovery Services (BHRS) Division provides behavioral health services to youth involved in the Probation Department of San Mateo County. In close collaboration with the Probation Department, this BHRS Unit provides services to various sub-populations of Juvenile Court wards. All programs are designed to reduce or help prevent criminal recidivism and unnecessary out-of-home placements.

The ideal candidate will possess:

• Two years of clinical and administrative supervisory experience supervising behavioral health staff
• Experience working with children/youth with serious emotional disturbance, their families, and the community
• Experience working with youth involved in the juvenile justice system
• Experience with evidence-based clinical practice modalities such as Dialectical Behavior Therapy, Teaching Pro-Social Skills, Cognitive Behavior Therapy, etc.
• Experience providing Trauma Informed Care
• Working with multicultural clients and staff; including ensuring cultural humility and cultural competence in the services provided
• Strong interpersonal skills to effectively communicate with collaborative partners including Juvenile Probation, Correctional Health, Children and Family Services (CFS), and the County Office of Education (COE). This also includes active participation in numerous leadership meetings

The County of San Mateo Public Works Department is seeking highly motivated and hardworking individuals to join their team as Road Maintenance Workers. There are multiple vacancies to be filled throughout the department.

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

Road Maintenance Workers perform a variety of heavy manual labor tasks including:
 

• Digging and clearing ditches.
• Trimming and removing vegetation along the roadways.
• Trimming trees.
• Cleaning catch basins.
• Patching streets, repairing potholes.
• Repairing winter damage from slides and slip outs.
   

The ideal candidate will have:
 

• Experience performing road maintenance and repair duties requiring strength, agility, and endurance.

Work Schedule

Road Maintenance Workers work 10-hour shifts, four-days per week (either Monday through Thursday or Tuesday through Friday) and must be willing to work overtime. New employees may be assigned to work from the Grant Corporation Yard in Redwood City or one of the three Coast Side Yards (Princeton, Pescadero, or La Honda).

Storm drain maintenance
 

• Perform inspections of storm drains.
• Rod and flush storm drain systems to remove obstructions.
• Operate pumps to remove debris from damaged or clogged lines.
• Clean catch basins.
• Cut and refinish streets, sidewalks, and driveways; lay cement and asphalt.
• Repair and reconstruct damaged sections of storm drain lines.
• Inspect, repair and construct manholes.
• Operate walk-behind roller.
• Make minor repairs to pumps and other equipment.
• Patrol assigned areas and check drainage pipe, storm drains, and road gates for debris and other potential hazards.
• Drive and operate construction and road maintenance equipment such ½- and 1-ton trucks, oil trailer, haul behind compressor, and walk-behind rollers.
   

Qualifications

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is one year of construction, inspection, or maintenance experience.

Licensure/Certification: Possession of a class C California driver license or equivalent.
 

Application/Examination

Open and Promotional. Anyone may apply. Current County of San Mateo employees with at least six months (1040 hours) of continuous service in classified regular, probationary, Confidential or Management extra-help/limited term, or SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination will consist of a performance test (weight: 100%). Depending on the number of applicants, an application appraisal of training and experience may be used in place of other examinations, or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
