The City of Fremont Public Works Department is recruiting for Engineering Technician I/II (Development).

The Position and Responsibilties

As a member of the Public Works, Engineering Division, in the Development Section, the Engineering Technician I/II will perform a wide variety of support functions to assist with customer service, development review and permitting.

Examples of Job Duties

General Duties for both the Technician I and II in all assignments:

• Operates a variety of office machines, calculators, personal computers and a variety of software applications.
• Makes initial review of project submittals and RFI's and routes correctly.
• Under the direction of a registered engineer, prepares manually or through CAD diagrams for field design changes.

Engineering Technician I (Development Section)

• Reviews and issues encroachment permits for work in the public right-of-way to residents, private utility companies including but not limited to PG&E, AT&T, Comcast, Alameda County Water District (ACWD) and Union Sanitary District (USD).
• Assists the Project Engineer in the review of private development applications from planning entitlement phase, to issuance of building permits, to approval of final/parcel maps and construction of any public improvements required to support the proposed development.
• Provides customer service at the Development Service Center related to private development applications and requirements for issuance of encroachment permits.

Engineering Technician II (Development Section)

In addition to the duties listed above for Engineering Technician I:

• Participates in the review and recommendation process for more complex encroachment and grading permits.

DEFINITION

Under limited direction, the Housing and Economic Development Manager directs and administers the division to which they are assigned. More specifically, the Housing and Economic Development and Housing Manager develops, coordinates, and implements the City’s housing and economic development programs and related activities; initiates key long range planning activities based on the City’s General Plan, Housing Element, Belmont Village Specific Plan, Economic Development Strategic Plan, and regional initiatives; provides housing and economic data to inform key policy decisionmakers; develops and implements marketing, branding and outreach activities for business engagement; and performs related duties as assigned. 

 

DISTINGUISHING CHARACTERISTICS 

The Housing and Economic Development Manager functions as manager over the Citywide area of practice to which they are assigned, i.e., housing/economic development activities and provides technical expertise to other City departments and related agencies. The Housing and Economic Development Manager is distinguished from the next lower classification of either Management Analyst I/II in that the former is a division level manager, with vast programmatic responsibilities, expected to function with limited supervision.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the removal of blight from City property.  Positions allocated to this class are expected to perform skilled and complex maintenance including litter, weed, and debris removal duties and to work with third party contractors.

The purpose of the recruitment is to fill a current vacancy at the Woodland Police Department, Homeless Outreach Street Team, as well as establish an eligibility list for future vacancies.

 

IDEAL CANDIDATE

The Ideal Candidate for this position will have strong communication and customer service skills and possess the ability to mediate or de-escalate conflict. Candidates should possess an awareness of their surroundings and roadway dangers. They should be willing to work in a variety of conditions exposing them to inclement weather, as well as vehicle traffic. The ability to prioritize work and maintain deadlines would be ideal. Candidates should possess the ability to foster good working relationships with local business owners and other agencies and be able to work in a fast-paced environment where task completion is paramount.

 

ESSENTIAL JOB FUNCTIONS

• Work to complete required duties for the City’s Blight Abatement Team such as removal of graffiti, removal of abandoned camps, litter clean-up, power washing, removal and clean-up of bio-hazards and human waste, removal of fallen leaves and minor landscaping clean-up, as well as assist in the execution and implementation of special events that take place within the City limits.
• Work in cooperation with staff from other City departments. 
• Fulfill the tasks assigned to them with attention to detail, speed, and a customer service-oriented attitude.
• Be self-directed in completing tasks and determining the next priority of work. 
• Comply with policies and procedures of the Department’s Illness and Injury Prevention Program.
• Utilize proper safety precautions and set a positive example for others. 
• Perform related duties as assigned.
• Regular, predictable, consistent and timely attendance at City Hall or Police Department is an essential function of the position, in that the employee must be present at work to complete assigned tasks.

 

OTHER JOB FUNCTIONS

Provide general information to the public, other City departments, and vendors pertaining to area of assignment. Perform preventive maintenance and minor repairs on assigned equipment.  

The work environment is located primarily outdoors and consists of completing tasks involving litter, weed, debris and graffiti removal, painting and biohazard abatement. Additional tasks include cleaning of walkways, street gutters, alleyways, and landscape areas. Conditions range from working outside in all types of weather conditions. Some work will involve hazardous and unsanitary conditions. Flexibility and patience are required. Must be self-motivated and able to complete job assignments without regular direct supervision. Must be able to work under stressful conditions.

Meet stand-by program requirements and serve in a stand-by status after regular working hours and respond to emergency call-outs.  Assist in the preparation of cost estimates, scheduling of work, and employee evaluations.   Requisition of materials and supplies for assigned facilities and projects.   Instruct subordinates in proper work techniques, use of equipment and safety practices and requirements. Work cooperatively with others.  Drive vehicles and equipment as required.  

 

QUALIFICATIONS

Education:

High School Diploma or equivalent.  

Experience:

One (1) year of experience performing duties comparable to those of a Maintenance

Worker I.

Bilingual:  Knowledge of a second language is beneficial.

License and Certificate:

Required upon hire, possession of valid Class C California Driver's License.

Forklift Certification, First Aid and CPR certifications, is required prior to permanent appointment.

Possession of a valid Class B or Class A California Driver's License is a plus.

Community Enhancement Specialist
$4,804.06 - $6,131.34 /month
$2,217.26 - $2,829.85 /bi-weekly

Future salary growth includes 4% increase effective July 2024, a 1% increase effective January 2025, a 4% increase in July 2025 and a 1% increase effective January 2026.

The Position: 
 
This is a professional position in the unclassified service, responsible for managing the one or more of the Engineering Divisions of the Electric Department relating to transmission planning, distribution engineering, capital improvement project delivery (design & construction), system expansion program, and environmental compliance.  The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department and with customers, professionals, managers and all City Departments.

Under general direction: 
• Plan, develop, coordinate, perform, and direct the activities of the Engineering Division of the Electric Utility Department;
• Provide management and supervision for all activities of Engineering in the planning, engineering and design of individual system extensions, revisions and improvements;
• Provide recommendations on a broad spectrum of division-related issues;
• Manage assigned staff, provide technical instructions and assistance as necessary; develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws;
• May be responsible for directing the activities of consultants and contractors;
• Attend meetings and work with engineers, contractors, specialists and City staff to ensure that City guidelines are met in the determination of requirements of projects;
• Represent the City at industry meetings, management groups, professional organizations, and other meetings;
• Make periodic and special reports, which describe the current Engineering Division activities and conduct special studies and prepare reports, including findings and recommendations, as required;
• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards;
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and
• Perform other related duties as assigned. 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION
• Possession of a valid certificate of registration as an Electrical Engineer issued by the California State Board of Registration for Civil and Professional Engineers may be substituted in lieu of a bachelor’s degree in electrical engineering or closely related field.

Role description

Under direction, the 2595 Senior EAP Counselor provides direction and supervision to counselors providing organizational wellness services and engaged in direct client counseling; provides clinical assessments, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems; conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

1. Participates in the selection of, trains and evaluates a team of journey level counselors.
2. Provides clinical assessment, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling to family members and significant others as appropriate.
3. Educates employees, managers, supervisors, and union personnel regarding employee assistance program service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program; directs the development of programs, resources, and EAP initiatives.
4. Provides consultation to managers, supervisors, union personnel, human resources professionals, clinical specialists, and family members regarding specific issues of individual employees in conformance with program and confidentiality policies; recommends specific methods or techniques for resolving performance problems, including appropriate managerial and supervisory interventions.
5. Directs development of, creates, and facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.

• Operates a computer and standard office plotting/copying equipment
• Conducts records research including job files, property ownership, easement and right-of-way records
• Maintains records of equipment databases, log books, and map inventories
• Operates passenger vehicles requiring Class C driver's license
• Orders office drafting supplies, manages outside reproduction services, and coordinates vendor services for office drafting equipment maintenance

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Graduation from an accredited junior college with an Associate of Arts degree or higher in engineering or its equivalent, including satisfactory completion of college level courses in writing, mathematics, engineering and related courses; and
• One (1) year working with geographic information system (GIS) tools and systems or one (1) year working with computer-aided drafting (AUTOCAD).
 
Desirable Qualifications:
• One year (1) experience working with computer-aided drafting (AUTOCAD) and one year (1) experience working with geographic information system (GIS).
• Completion of courses in GIS and AUTOCAD.
 
Possible Substitutions:
• Three (3) years of work experience performing mapping/drafting activities of electric utility facilities, involving the use of CAD and GIS systems and tools may substitute for the required education and experience.
 
LICENSE
Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

The Construction Services Manager will directly perform a variety of new construction, skilled building and grounds repair and restoration work, supervises construction crews of staff, and manages the work of licensed contractors. This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.  

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Schedule and prioritize construction projects.

• Inspect and evaluate projects in the field, troubleshoot problems as needed. 

• Follow verbal and written directions.

• Assist in the design and estimating of construction projects.

• Implement safety protocols for construction tools and equipment.

• Identify and scope improvement and repair projects for park facilities.

• Maintain construction project status reports and updates to Division Chief.

• Coordinate with Site Managers to monitor projects and improvements. Provide input and guidance on long-term management plans for existing and new facilities.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Required Hours and Location

The position will work out of the Los Angeles River Center and Gardens and will be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

MINIMUM QUALIFICATIONS

THE POSITION:

 The Senior Management Analyst (Advanced Professional Temp) will support the work of the newly formed Police Advisory and Accountability Committee (PAAC).

• Manages community concerns of the PAAC.
• Supports the public meeting process including coordinating agenda items for public meetings, memorializing meeting minutes and any actions taken by the PAAC.
• Supports the PAAC Chair in the facilitation of the meeting process for this new committee.

• Provides administrative support between meetings and in preparation for public meetings.
