Pioneer Community Energy Seeks a Manager, Quantitative Analysis and Modeling

THE POSITION
The Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients.
• Performing fast and accurate market risk measurements.
•  Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitoring exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics.
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

QUALIFICATIONS
Qualified candidates will have an ability to perform complex analytical work in support of Pioneer’s product structuring, resource planning activities and rate setting and apply analytical and research methods to a variety of electric utility program areas including planning, forecasting, load research, utility demand, and demand-side management.

Education:
Bachelor’s degree (B.A.) from four-year college or university in a quantitative discipline such as Engineering, Computer Science, Financial Engineering, or Economics.
Experience: Five to ten (plus) years of experience in a position with similar duties including programming expertise (e.g., C++, Python, R, Matlab).

COMPENSATION PACKAGE
Salary - The salary range is $115,934 - $173,322, with placement dependent on qualifications plus generous benefits

The City of Thousand Oaks is currently accepting applications to fill several part-time, hourly positions in the Library Services Department. The position will require working at both the Grant R. Brimhall and Newbury Park Branch locations.

The Assistant Director, Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of operational areas of accounting including indirect cost allocation plan, single audit, accounts payable, accounts receivable, and payroll. The Assistant Director will prepare reports pertaining to operational accounting and will be a major contributor and advocate for operational accounting in the agency-wide ERP project.  The Assistant Director will provide oversight in the development and/or review of policies and procedures in operational accounting.

In coordination with internal stakeholders, this position will assist in development and/or review of policies and procedures and developing and evaluating the internal controls in AP, AR, and payroll.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the operational accounting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial information and data; and communicate important financial information clearly to all entities. The Assistant Director will perform other job-related duties as needed or assigned by the section.

SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills and abilities:

Knowledge and Application of:

• Enterprise Resource Planning software and/or other financial management applications.
• Methods and techniques for record keeping as well as report preparation and writing;
• Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements and statements, and Uniform Guidance requirements;
• Automated financial accounting systems, in particular General Ledger, Budgets, Contracts and Purchasing and other relevant modules;
• Federal, State and Local grants and grant reporting procedures including:
  • California Government Codes, Street and Highway, revenue and taxation, and PUC codes
  • Electronic payment systems and revenue fare collections

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree in accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.    

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.

Preferred Qualifications

• 10+ years relevant experience preferred
• Participation in ERP System upgrades
• Experience in the assessment of internal controls pertaining to areas in operational accounting (AP, AR, Payroll)
• Experience with Indirect Cost Allocations Plans (ICAP/overhead plan)
• CPA or other related professional license preferred.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:    

• Provide leadership and manage the day-to-day operations in accounts receivable, accounts payable, and payroll.
• Work with Section Director in onboarding the Indirect Cost Allocation Plan (“ICAP”/Overhead) consultant; manage the annual preparation of the overhead plans.
• Manage internal accounting controls for Operational Accounting including billing and accounts receivable, accounts payable, payroll, and other specialized areas i.e., managing the overhead program.
• Oversee all month-end, quarterly, and annual G/L journal entries essential in operational accounting. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements.
• Plan, organize, and perform assessments to ensure administrative accounting, and internal controls exist and are properly functioning in operational accounting.
• Assist in the management and production of Single Audit Reports and other external financial and governmental/grant audits including participation in the Annual Comprehensive Financial Reports.
• Work cooperatively and collaboratively with MTC staff and external stakeholders.
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. Ensure EEO policies and procedures are followed. Coordinate staff training and professional development.
• Supervise staff, prepare performance appraisals for staff, and provide on-the-job training.
• Perform other job-related tasks and duties as needed or assigned by the section.  

The City of San Mateo Police Department is looking for highly qualified, experienced Dispatchers to join our team!

The Foster City Police Department is seeking a dedicated and highly skilled individual to join our team as an Entry Level or Lateral Police Fire Dispatcher. 

Under general supervision, receives police and emergency calls and dispatches police units following prescribed procedures; answers non-emergency calls for public safety and other City departments; performs a variety of general administrative support duties including record keeping, typing, and filing; and performs related work as required. 

This journey-level non-sworn classification is responsible for independently performing the full range of receiving and dispatching emergency call duties in support of the Police Department. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Police Dispatch Supervisor in that the latter is the serves as the first level supervisor within the Dispatch Bureau. 

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  

Equivalent to completion of the twelfth (12th) grade and one (1) year of experience working with radio and computer equipment in the field of law enforcement, fire, or medical dispatching. 

Licenses and Certifications:

• Possession of a valid California Driver’s License
• Possess a POST Dispatcher test certificate with a passing score of 55 and higher and meet updated training requirements as per POST guidelines.

Lateral dispatchers do not need to send a copy of the POST certificate but must have experience as a public safety dispatcher.

The City of Menlo Park currently has an excellent opportunity for experienced Communications Dispatchers. Shift work including weekends and holidays is required.

Communications Dispatchers are responsible for receiving and dispatching emergency and non-emergency calls for the Police Department and City.  Responsibilities are centered on extensive contact with the public over the telephone, in both emergency and non-emergency situations to receive, transmit, and provide factual information and assistance.  All activities are performed within specified legal guidelines.  Incumbents are expected to work independently and exercise judgment and initiative.

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.  

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

 

Each position in this classification may not include all the duties listed below, nor do the examples cover all the duties that may be performed.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed
• Performs other related duties as assigned

 

 

Minimum Qualifications

• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or

• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

ACCEPTABLE SUBSTITUTIONS

• Possession of a valid California POST Public Safety Dispatcher Basic certificate, which may be substituted for six (6) months of the solo status experience.

DESIRABLE QUALIFICATIONS

• Classroom education involving fire science or law enforcement related studies.

LICENSES/CERTIFICATES

• Possession of a valid California POST Public Safety Dispatcher Basic Certificate and a valid Medical Priorities Dispatching System (MPDS) Certificate are required prior to the completion of the probationary period.

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS
Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to his/her final score.
