POSITION SUMMARY

The City of Ceres is accepting applications for Academy Graduate and current Academy Attendee Police Officers!   Under general supervision, the ideal candidate will perform state and local law enforcement and crime prevention duties and responsibilities; including traffic control and issuing citations; participate in and conduct criminal investigations, and makes arrests; provides support and assistance to special crime prevention and law enforcement programs; and performs a variety of technical and administrative law enforcement services and activities; engages with local Ceres community and contributes to a positive, trustful, and professional Police Department image, and respected relationships with residents, businesses, academic, and other communities throughout the City.   POA (Police Officers Association) Bargaining Group.  Non-Exempt, Sworn Safety FLSA Status.

REPRESENTATIVE DUTIES

· Patrol designated areas of the City in car, by foot, or other means to preserve law and order, discover and prevent the commission of crimes, and enforce traffic and other laws and ordinances; protect real and personal property by providing security checks of residential, business, and public premises; maintain awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; issue warnings and citations.

· Conduct investigations at scenes of incidents to which summoned or incidents observed; determine what, if any, crime has been committed; identify, collect, preserve, process, and book evidence; locate and interview victims and witnesses; identify and interrogate suspects.

· Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses; may respond to requests for assistance from agencies outside the City for mutual aid in the suppression of civil disturbances, apprehension of criminals, or other related requests.

· Participate in continuous training to enhance law enforcement skills including firearms proficiency, defensive driving skills, apprehension and arrest techniques, investigative skills, and general law enforcement skills.

· Participate in special assignments including Special Weapons and Tactics (SWAT), etc..

· When assigned as a Field Training Officer, train new recruits and lateral police officers; document trainee progress and prepare evaluations; serve as acting field supervisor as assigned.

· When assigned to traffic, patrol assigned areas on a police motorcycle; perform a full range of traffic enforcement duties; observe, monitor, and control routine and unusual traffic conditions; assist and advise motorist; use radar to detect speed; issue citations and warnings; investigate traffic accidents.

· Sign off on citations and Vehicle Identification (VIN) verification.

· Enforce parking regulations; issue citations; tow vehicles that are in violation of codes.

 

Detective Assignment

· Serve on assigned taskforce including auto theft, gang or drug taskforces; gather knowledge about individuals or groups who are involved in criminal activity in order to understand how they function, describe their current activities, forecast future action they may undertake, and provide intelligence and resources that will eradicate criminal activity; coordinate and participate in multi-jurisdictional intelligence gathering and suppression operations.

· Receive, review, and analyze reports and case information on law enforcement activities requiring special and detailed investigations.

· Coordinate and conduct complete and detailed investigations of crimes involving juveniles and adults, crimes against persons and property including child and elder abuse claims, homicides, rape and assaults with deadly weapons, and crimes involving vice, gaming, and narcotics violations; follow cases from reporting, to arrest, to prosecution.

· Contact, interview, and interrogate victims, complainants, witnesses, suspects, and others involved in cases and incidents; obtain statements, documents, and factual and physical evidence.

· Review information and evidence obtained for presentation in court cases; testify in court concerning evidence and facts gathered during the investigative process.

· Remain on-call during stipulated time periods to respond to incidents that will probably require major investigative follow-up and criminal identification work at the scene of the incident .

· Collect, preserve, maintain, and book evidence and recovered property found that is involved with suspected crimes.

· Hold stakeouts, perform undercover activities, conduct surveillance activities, and other observation assignments.

· Prepare investigative reports and case information; recommend disposition of cases including to discuss recommended disposition of cases with legal authorities.

· Perform related duties as required

Public Safety Dispatcher I is the entry level class in the Public Safety Dispatch series.  Performs a variety of duties involved in receiving, evaluating, prioritizing, and relaying calls for emergency and non-emergency public safety assistance; dispatches appropriate units and coordinates response of emergency personnel; operates a variety of telecommunications equipment including radio, telephone, and computer aided dispatch systems; and performs a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Dispatcher I

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course within specified time period.

Experience:

Two years of increasingly responsible clerical experience that includes customer service in an environment with frequent interruptions.

 

Dispatcher II Education/Training: Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course. Experience: Two years of experience comparable to that of a Dispatcher I with the City of Ceres.

 

PHYSICAL DEMANDS and WORKING ENVIRONMENT

SELECTION PROCESS

Application Evaluation:  The qualifications of each applicant, as set forth in the application, will be continuously reviewed by the Police Department and Human Resources. Applicants who pass the initial Application Evaluation Test will advance to the next testing phase, the Interview.   Note: Meeting the minimum qualifications does not guarantee advancement in the selection process.  

Those candidates who successfully pass the Interview phase of testing will be certified to a Hiring Eligibility List and the top three (3) scorers will be referred to the Police Department for a selection interview with the Chief of Police.  A select number of candidates will be authorized by the Chief to advance to the Background Investigation, including Fingerprinting. 

Conditional Offer of Employment:  Candidates who pass the Background Investigation will receive a Conditional Employment Offer and will advance to the pre-employment medical examinations, which will include medical psychiatric and physical examinations, including drug testing.

Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for the performance of Police Officer duties.  This position requires a thorough background investigation, psychological assessment, and a medical exam prior to appointment. This is the non-sworn, entry-level classification in the Police Officer series. This position performs a variety of engineering tasks relating to plant reliability and performance efficiency, troubleshoots plant and equipment problems, leads plant based NERC/CIP reporting requirements, manages implementation of system/equipment repairs and upgrades, acts as project manager for a variety of plant efficiency upgrade and retrofit projects, acts as construction manager for a variety of projects including public works projects, assists in personnel training and scheduling of operations and maintenance functions. This position may also undertake special projects as assigned by and through the Plant Manager. The level of supervision will be dependent upon the incumbent’s classification level (Engineer II, III, IV, or V), but all levels will perform a variety of assigned complex technical and professional work.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

This position requires the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Plant Manager or others as assigned. Level II:
This is the entry-level class within the Engineer series for an employee assigned to a Power Plant. Under supervision, employees perform a wide variety of fields and office engineering assignments within the work unit. Engineers as this level are expected to manage smaller projects with direct oversight.

Level III:
Employees at this level receive only general instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Engineers at this level manage smaller projects with minimal direction. 

Level IV: 
This is the journey-level class within the engineer series. Working with minimal direction, employees at this level assist or lead capital projects, including project management, giving project assignments, reviewing work, providing guidance, and giving instruction to project personnel, including professional engineering staff, other staff, and contractors.   

Level V: 
This is the senior-level class within the engineering series. Working with minimal direction and often taking department goals and translating them into work assignments for individuals and other departments. Employees at this level manage the most complex projects. 

Responsibilities:

Level II:
Participates in the review and technical/economic analysis of new projects, and with the development of specifications, and negotiation of agreements with counterparties. Prepares periodic reports on progress and issues relating to the above.

Manages the covered piping system program and boiler code compliance. Perform inspections. Determine corrective actions. Oversee welding procedures and testing for code welds.

Manages the NERC Compliance Program for the project site.

Provides input to the Plant budget and Business Plan. 

Participates in the facility safety program.

Manages the plant drawing files, including updating files with as-built changes.

Prepares reports and makes oral presentations at public meetings.

Stay informed on industry events, technological advancements, and regulatory issues.

Performs other related duties as required.

Level III:
In addition to Level II class, this item:
 
Interfaces with plant staff to optimize plant output.

Provide specific support as needed to the Operations and Maintenance Supervisors, FOA and Materials Warehouse Coordinator.

Investigates and determines methods to improve performance and efficiency of power plant equipment and systems including turbine generators, condensers, pumps, cooling towers and heat exchangers, etc. and conducts engineering and economic analyses for consideration by the supervisor.

Stays abreast of electricity market conditions and communicates findings regularly to Plant Staff.

Develops technical specifications and assists with the development of equipment supply and construction contracts.

Provides on-site technical support for all DCS, Business Network, Historian and Communications Equipment.

Acts as a point of contact with the NCPA Generation Services Engineering Department and provides engineering assistance as requested.

Level IV:
In addition to Level III class, this item:

Develop commissioning and testing procedures as well as operations and maintenance procedures.

Participates in troubleshooting Plant equipment operating problems, performs “root cause” analyses and assists in the implementation of measures to prevent future problems.

Leads in the review and technical/economic analysis of new projects, and with development of specifications, negotiation of agreements with counter parties. Prepares periodic reports on progress and issues relating to the above.

During the development and engineering phase of projects this position will review, comment, modify and approve the plant designs as proposed by the Engineer of Record. Recommends purchase of equipment, and trains users to use new or modified equipment.

Acts as project manager on assigned projects which includes planning, interdepartmental coordination, budgeting, implementation, progress reporting, quality control, payment approval, etc.

Level V:
In addition to Level IV class, this item:

Maintains and communicates within the Generation Services Department up-to-date information on relevant trends and modern technologies in the field of Reliability and Plant Engineering. Analyzes the need for maintenance activities such as condition based, predictive, preventative, and scheduled. Participates in planning and scheduling maintenance activities.

During construction of projects this position provides management, coordination and quality assurance and control of various contractors. Coordinates and resolves problems with the Chief Building Official.

Regularly performs engineering systems calculations and analysis applicable to power plants, review and approval of engineering drawings and designs, coordinating with various contractors and the Chief Building Official to resolve problems during modifications and improvements. Provides support during the start-up and commissioning of the power plants or any related subsystems. Uses computer assisted engineering and design software and equipment to perform engineering tasks.

Steps into the Plant Manager or Operations and Maintenance Supervisor role from time to time.

MINIMUM QUALIFICATIONS  
Level II:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) at an accredited four-year college or university; and a minimum of two (2) years of related experience in power plant/production engineering. A California Engineer-in-Training Certificate is desired.

Level III:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) from an accredited four-year college or university is required; and a minimum of three (3) years in power plant/production engineering. At a minimum, have a California Engineer-in-Training (EIT) Certificate. A California Professional Engineering License is highly desirable.

Level IV: 
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) an accredited four-year college or university; and a minimum of five (5) years of related experience in power plant/production engineering. A California Professional Engineering License is highly desirable.

Level V:
Education and/or Experience      
This level requires a bachelor’s degree in engineering (Mechanical or Electrical preferred) an accredited four-year college or university; and a minimum of seven (7) years of related experience, preferably within a combined-cycle/steam-generating plant. A California Professional Engineering License is highly desirable.

KNOWLEDGE AND ABILITIES 

Knowledge:
Knowledge of power plant operations and plant design parameters; methods, materials and techniques used in the construction of geothermal power generating plant. General power plant safety principles and practices; Knowledge of local, state and federal regulations applicable to electric utility generator operators and generator owners; Knowledge of utility industry, generation practices, and new developments; Understanding of electric generation plant control systems; Good technical knowledge of electrical terminology and applications;  use and application of computer aided design software; Principles and practices of applicable ASME codes and standards; Principles of budget preparation and administration; Proficiency with MS Word and Excel;  Experience with MS PowerPoint, MS Project, MS SharePoint, OSIsoft PI, CMMS, AutoCAD, and relational databases (e.g. MS Access) is desirable; Demonstrated application of business and systems analysis techniques, SQL, client- server and web base technology, and report writing tools is also desirable; Requirements of Public Works Contracts including, Public Works bid process, roles and responsibilities of NCPA project manager versus contractor, bonding Public notices and registration requirements; project closure; NCPA leadership standards and expected leadership behaviors and considerable skill in verbal and written communications.

Abilities:
Observe and enforce NCPA safety procedures and to establish and maintain project priorities and to reason logically and creatively. SPECIAL REQUIREMENTS

Valid California Driver's License and insurance, as travel by car to NCPA facilities is required.
Additional coursework or certifications in information technology would be helpful.

Engineer II- III has no supervisory responsibilities. 

Engineer IV may lead projects and function as interim supervisor as needed. 

Engineer V – Leads large-scale projects, may supervise other employees, and may function as interim plant manager as needed. 

While performing the duties of this job, the employee is frequently required to stand, sit; use hands to finger, handle, or feel; reach with hands and arms and talk or hear. The employee is required to walk, climb or balance; stoop, kneel, crouch, or crawl and taste or smell. The employee must occasionally lift and/or move up to twenty-five (25) pounds. The Assistant Director, Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of operational areas of accounting including indirect cost allocation plan, single audit, accounts payable, accounts receivable, and payroll. The Assistant Director will prepare reports pertaining to operational accounting and will be a major contributor and advocate for operational accounting in the agency-wide ERP project.  The Assistant Director will provide oversight in the development and/or review of policies and procedures in operational accounting.

In coordination with internal stakeholders, this position will assist in development and/or review of policies and procedures and developing and evaluating the internal controls in AP, AR, and payroll.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the operational accounting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial information and data; and communicate important financial information clearly to all entities. The Assistant Director will perform other job-related duties as needed or assigned by the section.

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree in accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.    

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.

Preferred Qualifications

• 10+ years relevant experience preferred
• Participation in ERP System upgrades
• Experience in the assessment of internal controls pertaining to areas in operational accounting (AP, AR, Payroll)
• Experience with Indirect Cost Allocations Plans (ICAP/overhead plan)
• CPA or other related professional license preferred.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:    

• Provide leadership and manage the day-to-day operations in accounts receivable, accounts payable, and payroll.
• Work with Section Director in onboarding the Indirect Cost Allocation Plan (“ICAP”/Overhead) consultant; manage the annual preparation of the overhead plans.
• Manage internal accounting controls for Operational Accounting including billing and accounts receivable, accounts payable, payroll, and other specialized areas i.e., managing the overhead program.
• Oversee all month-end, quarterly, and annual G/L journal entries essential in operational accounting. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements.
• Plan, organize, and perform assessments to ensure administrative accounting, and internal controls exist and are properly functioning in operational accounting.
• Assist in the management and production of Single Audit Reports and other external financial and governmental/grant audits including participation in the Annual Comprehensive Financial Reports.
• Work cooperatively and collaboratively with MTC staff and external stakeholders.
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. Ensure EEO policies and procedures are followed. Coordinate staff training and professional development.
• Supervise staff, prepare performance appraisals for staff, and provide on-the-job training.
• Perform other job-related tasks and duties as needed or assigned by the section.

The Positions: 

Silicon Valley Power is recruiting to fill various Electric Program Manager positions in the following specialties: Capital Project, Contracts, Distributed Energy Resources and Storage, Environmental, Safety, and System Operations.  

Capital Project Management

The focus and priority of this position will be to perform complex professional project management work to support the successful completion of over $300 million in near-term capital improvement program projects to support electric utility load growth.  The position is assigned to the customer development and project management unit which manages, plans, and oversees the development and implementation of the capital improvement program. This position will report to the Principal Electric Utility Engineer overseeing the System Expansion Program and will work collaboratively on the management of these critical projects. The individual will perform and manage the work related to planning, design, construction, operations, and maintenance of utility projects, including receiving stations, substations, electric transmission and distribution facilities, and other electrical infrastructure.  The incumbent is expected to manage consultants and directly administer public works contracts. Experience in electric utility engineering, utility asset management, GIS and work order management system is desirable.

• Distinguishing Characteristics/Experience:
  1. Direct knowledge in managing, planning, and overseeing the development and implementation of Capital Improvement Program(s) (CIP).
  2. Ability to provide extensive, in-depth, and specialized administrative, budgetary, financial, and compliance research, analysis, and support.
  3. Experience in management, engineering, financial, high-level administrative planning and analysis, and/or project management experience.

Contracts Portfolio 

The focus and priority of this position will be to perform complex professional work to support the development and management of SVP’s contracts portfolio.  SVP’s operation requires hundreds of unique contracts including specialized services agreements, leases, agreements with customers for substation construction, funding and deposits, public works contracts, license agreements, power purchase and resource adequacy agreements, as well as other unique agreements.  The position is assigned to the Business Services Division.  The incumbent will both lead staff supporting contracts functions and have direct involvement in negotiating and reviewing contracts.   Experience in utility contracts is desirable.

  • Direct knowledge and experience in contracts review, negotiating, and management for a variety of contract types.

Distributed Energy Resources, Renewable Energy and Power Purchase Contracts

This position develops and implements cutting edge programs entailing distributed and renewable generation, energy storage, demand response, and microgrids. Incumbents perform professional level, individual work in project development.  Duties may include supervising and participating in the conduct of studies and surveys, data interpretation, forecasting, commodity purchasing, contract negotiation, pricing/rate making, engineering studies, development of policies and procedures, evaluating regulatory and legislative initiatives, preparing, reviewing, and managing budgets and operations.  Commodity purchasing and contract negotiation may include evaluation and development of strategies for electricity generation, both distributed and utility scale. Incumbents may supervise management and non-management staff and act as project team leaders and manage programs and projects.  Project management responsibilities include preparing RFPs, evaluating proposals, and managing contractors and consultants. 

 

Environmental

This position will ensure the City’s compliance with applicable federal, state, and local regulatory agency requirements and guidelines pertaining to Air Quality, Water, Wastewater, Storm water, and Industrial waste.   This position will work with staff across multiple Divisions to develop, implement, and perform procedures and guidelines designed to ensure compliance and develop staff.  They will compose, compile, track, and analyze information related to regulatory, program, and compliance oversight. This position will act as SVP’s Subject Matter Expert and provide technical and functional advisement to Management and Staff concerning Environmental Compliance. This position requires in-depth knowledge of Federal, State, and Local laws/regulations. This position also requires the ability to forecast and identify compliance issues and to develop mitigation strategies to correct issues. The position will also assist in the development of budgets, service contracts and training programs.

Safety

This position establishes, implements, and enforces an effective department wide safety and compliance program that prevents injury and illness. They will work to ensure that employees, both management and non-management, comply with the rules and regulations of Federal, State and Local Regulatory Agencies, and that company safety and compliance policies and procedures are consistently followed.

The position will also facilitate the development and completion of the department’s compliance and controls register, controls testing and auditing, standards development and review, horizon scanning for new and changing regulatory requirements, and serving as an OSHA subject matter for the department. The position will also assist in the development of budgets, service contracts and training programs. 

System Operations

This position will administer programs for work management, maintenance monitoring and asset management focused in all areas of Utility Operations (Metering, Substations, Transmission and Distribution). This position will also be responsible for the performance, review, and implementation of improvements to these programs.  The position will develop, maintain, and improve SVP’s Outage Management System. This position will work to ensure compliance with all applicable NERC standards and seek constant improvement in SVP Work and Safety standards affecting System Operations. The position will also assist in the development of budgets, service contracts and training programs.

LICENSES/CERTIFICATIONS
