About the Office of Administration, Policy, and Intergovernmental Relations
The City Manager’s Office provides strategic leadership that supports the Mayor and City Council, and motivates the organization to deliver high quality services that meet the community’s needs. The City Manager’s Office of Administration, Policy, and Intergovernmental Relations, under the direction of the Director, coordinates internal budgets and hiring, citywide public policy, and legislative affairs. It provides the City’s Leaders, Administrators, Directors, and staff with support, coordination, research, and strategic analysis of the city’s critical needs, programs, policies, and services.

About the Position
The Assistant to the City Manager is a key member of the Office of Administration, Policy, and Intergovernmental Relations (API).  The position will assist the Director by supporting organizational capacity-building around policy development and data-driven decision making, and aligning program and policy priorities internally and externally. The position enhances the City Manager’s Office internal planning and management, and supports streamlining inter-departmental coordination for programs, policies, and initiatives. The position is responsible for facilitation and collaboration across Departments to advance the development, implementation, and evaluation of programs and services that support the City Manager’s Enterprise Priorities, City Council Committees, and other services that resolve critical issues. This position assists both internal and external stakeholders to achieve City goals.

The ideal candidate will have a passion for advancing race equity, significant experience in policy analysis, proficient understanding of data collection and data-driven decision making, community and government relations experience, enjoys working in multi-disciplinary teams and has an understanding of administrative functions in the public sector with an enthusiasm for continuous quality improvement.  Central abilities key to this position include excellent communication (written and verbal), leadership and interpersonal skills, strategic thinking, a commitment to customer service and serving the most vulnerable residents, and the ability to simultaneously manage multiple projects and issues. Key position responsibilities include, but are not limited to:
• Analyze organizational structures, functions, procedures, and practices; provide analysis and recommendations of various kinds and levels of services provided by City government to create improved efficiencies.
• Coordinate activities and provide information and staff reports to assist the City Manager and senior and executive staff, City Council Members, City task forces, and committees.
• Oversee the performance of the organization in meeting the City's goals and in carrying out directives of the City Manager and Emergency Operations Center (when activated).
• Establish and maintain good working relationships with a diversity of individuals, community groups, and organizations to ensure that the City's programs effectively serve the San José community.
• Carry out special studies, investigations and prepare reports and recommendations to the City Manager.
• Represent the Director as assigned.
• May supervise professional and/or support staff as assigned.
• Evening and weekend work is occasionally required.

The City of San Jose’s Community Energy Department’s is seeking a Principal Power Resources Specialist to join the Power Supply Team. Successful candidates should have a deep knowledge of California energy markets, relationships, and experience working with a variety of energy market participants, including: large energy trading firms,
independent power producers, investor owned and municipal utilities, and CCAs. Experience successfully managing and improving power portfolio performance for a large utility or power trading firm is highly preferred. The ideal candidates have strong analytical skills with extensive experience related to power trading and origination, and contract negotiations in California energy markets. The positions will be part of a fast-paced team, often working on multiple high-priority projects and short deadlines. Good judgment, initiative, and cooperation with other staff and outside stakeholders will be an asset to this position.

This position will report to the Deputy Director of the Power Resources Division. Successful candidates should possess the following:

• Extensive knowledge of energy market indices, pricing trends, seasonal market dynamics, and experience using this knowledge to improve power portfolio performance.
• Extensive experience in contract negotiations with large energy trading firms, utilities, and renewable developers.
• Extensive experience with energy contracts including energy and capacity transactions, the Edison Electric Institute (EEI) agreement, and short-term Western Systems Power Pool (WSSP) transactions, tolling agreements, and long-term power purchase agreements.
• Strong data analytics skills, experience implementing strategies, data driven in order to improve power portfolio performance.
• Experience in managing power bids and requests for proposals.
• Knowledge related to power generation technologies, major asset owners, risks and benefits of various power sources and contract structures.
• Knowledge and experience working with regulatory compliance agencies such as: the California Public Utilities
Commission (CPUC), the California Independent System Operator (CAISO) , CEC, FERC
• Experience with CAISO markets, or another RTO, power scheduling and settlement functions to ensure compliance and reduce market risks and costs.
• Experience developing long and short-term resource plans; including utility integrated resource planning to develop an electric utility’s resource needs to cost effectively meet expected electricity demand over a long-term planning horizon.

Education and Experience Requirements

-Education: A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business. A Master’s degree is highly desirable.

-Experience: Six (6) years of progressively responsible related experience overseeing and administering energy resources operations, planning, purchasing, scheduling, or contract negotiations.

-Acceptable Substitution: A Master’s degree in a related field, may be substituted for up to two (2) years of the required experience. There is no substitution for the required bachelor’s degree.

The department is seeking to fill two (2) full-time Power Resources Specialist I/II positions. The positions will support the Risk Management, Contracts and Administrative Services Division (1 position) and Account Management and Marketing Division (1 position).

Power Resources Specialist I/II – Risk Management, Contracts and Administrative Services Division 

This position will report to the Division Manager and support risk management and power contract oversight.  Under general supervision this position will support a variety of risk management functions in support of the department’s energy portfolio. The Risk Management, Contracts and Administrative Services Division is responsible for providing independent oversight of the risks assumed in the course of transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, tracks signed energy contracts, and manages the invoicing process.

Duties include the following but are not limited to:

• Verifying that power supply agreements are authorized and executed appropriately and resolving contracting issues; 
• Developing mark-to-market analysis for SJCE power supply portfolio totaling over $1 Billion dollars; and recommending actions to reduce risk and power supply costs.
• Overseeing power supply settlement functions, including verifying power supply deliveries, contract performance, and approval of power supply invoices, totaling approximately $30 million per month;
• Reviewing invoices for accuracy, resolving issues with power suppliers, and providing quality assurance for complex energy-specific contracts;
• Providing analytical support for power supply audits and analysis of power purchases and sale agreements;
• Provide risk management analysis for medium- and long-term contracts;
• Utilize energy trading risk management database to prepare a variety of reports for the power contracts portfolio, utilize data visualization
• Approve energy purchases subject to the risk management policies;
• Provide analysis on emerging technological and procurement options for supply (e.g. distributed energy resources, renewable or storage technologies.)
• Conduct studies and develop analytical models related to energy risk management and forecasting;
• Perform other related duties as required.

Power Resources Specialist I/II - Account Management and Marketing Division

This position will report to the Deputy Director overseeing the Account Management and Marketing. This division is responsible for customer care, billing, marketing and customer outreach, and community programs for San José Clean Energy. This position will support a number of analytical functions related to customer rates and electricity usage.  The ideal candidates should be well versed in PG&E rate structures including residential and commercial rate schedules and have strong analytical skills.

Duties include the following but are not limited to:

• Analyze customer electricity usage and impact of rate changes;
• Analyze revenue collection compared with plan;
• Support division with analysis of financial and greenhouse gas emission impacts of decisions on new product offerings.
• Respond to customer inquiries and interface with and support call center and billing operations contractor;
• Support cost-benefit analysis of potential new Department programs;
• Assist in launch of SJCE’s DAC-GT and energy efficiency programs, in accordance with SJCE’s Programs Roadmap, while incorporating stakeholder input, industry best practices, and market trends to ensure program success;
• Help develop indicators to measure program effectiveness, analyze program outcomes to modify implementation activities, and develop and implement verification protocols to support cost and environmental effectiveness claims;
• Assist with program compliance requirements and reporting;
• Provide financial analysis on impact of alternative contract structures with customers
• Provide quantitative analysis support for City Council and Community Advisory Commission presentations.
• Help develop tools and processes to analyze the potential impact of alternative rate structures (e.g. new time of use variants, low income discounts, etc.)
• Help articulate and implement a strategy for more fully incorporating Distributed Energy Resources (DERs), including Demand Response programs, into SJCE’s business activities.
• Assist in preparation of bids and specifications, and monitoring the timely fulfillment of deliverables by consultants and service providers; Perform other related duties as required.

Salary Information:

The current salary range for Power Resources Specialist I is: $82,867.20 - $100,963.20

The current salary range for Power Resources Specialist II is: $90,168.00 - $109,844.80

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Power Resources Specialist I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

Position and Duties:

The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (the digital divide). Executing this strategy requires negotiating value exchange relationships with telecom providers, overseeing the creation, adoption, and execution of balanced broadband friendly policies, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and setting the vision, strategy, and priorities for the Small Cell Team in the Department of Public Works, and the Macro Site Team in the Planning, Building, and Code Enforcement Department that executes the Permit to Inspect processes for the City.

The Broadband Manager reports directly to the Director of Civic Innovation and works closely with the Deputy City Manager responsible for 21st Century Infrastructure.

The Broadband Manager directly influences over $1B in private sector investments into the City of San José over the next seven years. This private sector investment creates thousands of jobs, dramatically increases regional GDP, delivers hundreds of millions of dollars of Smart City capability, and delivers tens of millions of economic opportunities for the digitally underserved.

The Broadband Manager requires a broad set of skills including strategic thinking, negotiation, telecommunications experience, public policy, team leadership, and public collaboration.  They will negotiate value exchange agreements to generate the demand for broadband deployments and ensure City’s departments fulfill that demand by permitting communications facilities including macro site, small cells, and underground fiber optics.  This role requires collaboration with various City departments including, but not limited to the City Manager’s Office of Administration, Policy, and Intergovernmental Relations; City Manager’s Budget Office; Mayor’s Office; Information Technology; Planning, Building and Code Enforcement; Public Works; and Transportation. The Broadband Manager will also work closely with innovative technology companies to evaluate ways to accelerate broadband deployment, including Smart City technology within the new context of COVID-19 public health, and the shelter-in-place dynamics that highlight the value of digital inclusion. Collaboration with public interest groups, community organizations, and other stakeholders will also be required to ensure public adoption of broadband deployment, especially the deployment of small cells on street lights. Finally, the Broadband Manager will work closely with the City’s Library Department and external stakeholders to ensure progress of social justice for the digitally underserved people in San José.

The Broadband Manager responsibilities include the following:

• Negotiate value trading agreements with broadband providers that promote economic development, digital inclusion, and support for Smart Cities.

• Direct the development of balanced broadband friendly policies.

• Direct the City departments involved with broadband deployment.

• Collaborate with external stakeholders on community concerns with broadband deployments.

• Measure compliance with agreement terms and conditions.

• Evaluate new technologies and approaches to accelerate broadband.

• Report progress to City Council and external stakeholders.

• Advise on federal, state, and local regulations including rulings from the Federal Communications Commission (FCC) and the California Public Utilities Commission (CPUC) and recent court decisions.

• Advise on proposed telecommunications resiliency standards for broadband deployments from and emergency operations perspective such as the CPUC Wireless Resiliency Strategy and the City of San José Power Vulnerability Plan.

• Supervise and manage the Small Cell Permitting Project Manager.

• Manage the Digital Inclusion Program in relation to public-private partnership contract requirements and in relation to City and community stakeholders to advance digital inclusion.

This is a permanent position in the City Manager’s Office.
