THE POSITION

This position is focused on coordinating and monitoring information technology operational systems for the City including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas such as applications, operating systems, and database systems. This position has a wide breadth of responsibility and is the backbone for ensuring the City’s technology systems always stay up and running. An example of duties are:

• Performs configuration, modification, testing and implementation of vendor software; develops, coordinates and implements plans to test business and functional processes during system development and quality assurance testing.
• Assists with the installation of new and existing software; ensures training of staff in the use of new and existing software.
• Conducts systems analysis; develops business and technical requirements; designs functional and technical specifications; writes source code; tests applications.
• Assists with the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Performs technical and functional troubleshooting and on-call support; installs and tests upgrades and system patches; tracks problems and requests for system enhancements and upgrades and resolve problems as they occur.
• Installs, configures, and maintains SQL server, including capacity planning, installation and configuration of SQL management tool and client uses.
• Provides support for specific department applications; tests programs and applications from user’s perspective.
• Coordinates, develops, and performs data export and import routines between applications.
• Acts as a technical resource for staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential and required changes to business processes and/or procedures.
• Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree with major coursework in MIS, business, management, or a closely related field;

AND

Four (4) years of progressively responsible professional experience in computer technology.

Technical certifications are highly desirable.

Licenses and Certifications

THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Worker I/II.  Under general supervision, this position performs a variety of tasks involving the maintenance, repair, improvement and cleaning of parks, park buildings, recreational facilities, and related areas. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.
• Prunes, trims, shapes and manicures shrubs, hedges, and small trees.
• Irrigates using manual and automatic irrigation devices.
• Rakes, sweeps, and uses power blower or vacuum to clear leaves and debris.
• Weeds beds, prepares soil, and plants trees, shrubs and plants.
• Repairs vandalism to park facility plumbing, walls and paint.
• Cleans park rest rooms, walkways, patios, and related areas.
• Picks up litter and trash in parks, on and along street islands, and in other areas.

• Installs, adjusts, and repairs sprinkler systems and related plumbing including valves, heads, time clocks, and PVC, galvanized and copper pipes.

• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments to excavate, load, move grade or smooth dirt, materials, and trees; operates street sweeper to clean large paved areas.
• Prepares forms, mixes, pours and finishes concrete.
• Participates in emergency Public Works repairs and maintenance including work in other sections of the department.

• May mix chemicals and operate equipment to apply fertilizers and pesticide.

• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services, SMART Medics and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, Soarian and other tools used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Consult with clinicians in the field to determine a course of action during active crises that may involve law enforcement.
• Tracking of data for established and pilot programs and report these statistics out to leadership.
• Facilitate regular meetings with clinicians and all other systems partners that Crisis and Outreach Team collaborates with.
• Ongoing clinical training for field clinicians and law enforcement including the Quarterly Crisis Intervention trainings.
• Respond to active crisis scenes when required.
• Respond to and support requests involving the deployment of BHRS Crisis Response Team.
• Day to day oversight of the programs under the Crisis and Outreach umbrella.
• All other duties or projects as assigned.

Qualifications

Licensure/Certification:  
Possession of a valid California license in at least one of the following:  Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage, Family and Child Counseling.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Knowledge of: 
Basic program management techniques and practices; principles and practices of supervision and training; human and health services system in the County including private agencies and their community resources; current philosophy, principles and practices for services to clients with serious mental illness; legal and policy aspects of community mental health methods; techniques of family, individual and group counseling and diagnosis; individual, group and family psychodynamics; current principles and practices of psychiatric casework; mental health consultation and education; and problems, needs, attitudes and behavior patterns of patients/clients.

Skill/Ability to: 
Supervise, train and evaluate multi-disciplinary staff; work collaboratively with other senior professionals in planning and developing programs in San Mateo County; prepare and deliver written and oral reports; plan, implement and evaluate all operations of assigned area; oversee/provide treatment to adults; establish and maintain positive working relationships with consumers, family advocates and stakeholders.

The San Mateo County Registration & Elections Division is seeking seasonal Election Vote Center Representatives (Office Assistant I) to assist in the upcoming March 5, 2024 Presidential Primary Election. Vote Centers offer in-person voting, voter registration, and additional services to the public up to a month before the election.
 
We are currently seeking dedicated and hard-working individuals for the temporary, full-time positions of Vote Center Representatives to be hired for the following duties:

• Use an iPad tablet to verify voter eligibility.
• Provide information about the current election.
• Guide voters on use of electronic ballot marking devices.
• Operate office equipment including Windows Laptops, printers, and iPad tablets.
• Provide in-person voter assistance to register to vote and cast a ballot.
• Issue ballots using Windows laptops.
• Maintain accurate files and records.
• Secure Election materials and supplies to maintain the integrity of the election.

Vote Centers will be open for two, four, eleven, and thirty days. Those hired can expect to work approximately 7 – 35 days including training and onboarding. The election will be held on Tuesday, March 5, 2024. The selected individuals must be available for the entire employment period until the completion of their assignment. The last anticipated day of employment will be March 7, 2024.
 
Vote Center Representatives will work eight (8) hours per day in-person once the site opens. Typical hours are 8 a.m. - 5:30 p.m. Monday through Friday with the addition of at least one weekend (March 2-3, 2024). This assignment will include one setup day of at least four hours before opening the location. On Election Day, Vote Center Representatives will work from 6 a.m. - 10 p.m. or later.  
 
The hourly wage for this position starts at: $22.97. These positions will require working overtime, including long hours, weekends, evenings, and holidays.  

• Authorized time worked more than 40 hours in the workweek: compensated at the rate of one and one-half (1-1/2) times the straight-time rate.
• Hours worked on a holiday: compensated at the rate of one and one-half (1-1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group.

 
NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act.  Extra help employees are not guaranteed permanent status at the end of the assignment.

 

Qualifications

Ideal candidates will have a minimum of one year of general clerical, office assistant, phone services or computer experience, experience with customer service, and a close attention to detail.
 
Critical skills for all Vote Center positions include the ability to prioritize work, coordinate several activities, organize and maintain accurate files and records, and understand and carry out oral and written directions. The position requires basic addition and subtraction. Vote Center Representatives must be proficient in the operation of a Windows computer, computer software, and applications. This position also requires the ability to operate standard office equipment, learn computer applications/software quickly and accurately, and serve members of the public.

PEOPLE FIRST – Conduct fair, accurate, secure, and transparent elections to increase public participation and confidence. 
 
The San Mateo County Registration & Elections Division is seeking seasonal Election Warehouse and Field Technicians to assist in the upcoming March 5, 2024 Presidential Primary Election. Vote Centers offer in-person voting, voter registration, and additional services to the public up to a month before the election. 
 
We are currently seeking dedicated and hard-working individuals for temporary, full-time positions to be hired for the following duties: 

• Testing functions of electronic voting equipment 
• Staging heavy equipment containers for delivery
• Inventorying and moving voting equipment and Vote Center supplies
• Assisting in delivery and pickup of voting equipment at Vote Centers 
• Assisting in delivery of spare equipment and supplies to Vote Centers
• Driving personal vehicles regularly to each Vote Center on an assigned route to make sure that all equipment is properly functioning
• Assisting in delivery, connection and testing of voting equipment at Vote Centers 
• Troubleshooting voting equipment at Vote Centers

Typical office hours are 8:00 am to 4:30 pm, Monday through Friday, in-person at 40 Tower Road, San Mateo, CA. The selected individuals must be available for the entire employment period [WY1] until the completion of their assignment. The last anticipated day of employment will be ­­­13 days after Election Day, on March 18, 2024.

The hourly wage for this position starts at $27.16. These positions may require working overtime, including long hours, weekends, evenings, and holidays.  

• Authorized time worked more than 40 hours in the workweek: compensated at the rate of one and one-half (1-1/2) times the straight-time rate.
• Hours worked on a holiday: compensated at the rate of one and one-half (1-1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group.

The use of personal vehicles is mandatory for these positions. Vote Center routes will be assigned based on geography and location. Warehouse Technicians and Field Technicians may report directly to Vote Center(s) during the voting period. All candidates should be comfortable driving for assignments as necessary. Drivers will be reimbursed for their mileage.
 
NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment. 

 

Qualifications

Ideal candidates will have a minimum of one year of computer experience or education and experience working in a fast-paced environment requiring manual labor. Preferred candidates will have attention to detail and be able to lift and carry materials weighing more than 50 pounds.
 
The ability to work multiple elections is preferred. Office hours are 8:00 am to 4:30 pm, Monday through Friday. These positions may require weekend and evening work assignments.
 
Critical skills for all Election Worker Warehouse Technicians/Field Technicians include the ability to prioritize work, coordinate several activities, organize and maintain accurate files and records, and understand and carry out oral and written directions.
