Under the direction of the Assistant Public Works Director, the superintendent will direct the work activities of the Fleet and Facilities operating function in the Public Works Services Department.  The Fleet and Facilities Services Superintendent will have the ability to provide direct and indirect supervision of supervisory, technical, and office personnel including select, supervise, train and evaluate subordinates, including equitable execution of the disciplinary procedures. The Superintendent  will develop and implement goals, objectives policies, and priorities; plan, organize, supervise, review, and evaluate operations, programs and assigned projects; approve and direct implementation of specific activities, projects, plans and procedures prepared by staff; provide instructions in proper work procedures, resolve work problems, interpret administrative policies, and determine the best approach to accomplish work objectives.; plan, prepare, monitor division budget; requisition supplies and equipment as needed; coordinate activities with other City departments and divisions and with outside agencies.

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities is:
Equivalent to graduation from high school and experience as specified below.

• Building Inspector I:
  • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a responsible, innovative leader and skilled clinician for the position of Supervising Mental Health Clinician - East Palo Alto Services. This Supervising Mental Health Clinician will supervise and coordinate the work of mental health professionals and interns in the East Palo Alto and East Menlo Park geographic area in San Mateo County. This position works closely with community members and community providers to develop and sustain programming that is culturally and community responsive.

 

This position will participate in program administration, planning and evaluation. The Supervising Mental Health Clinician supervises and guides the clinical team who provides services to seriously emotionally disturbed youth and their families, and seriously mentally ill adults. Services provided include: medication assessment and management; individual, group and family therapy; psychological assessment; case management; rehabilitation services; and crisis intervention.

 

The current vacancy is in the East Palo Alto Community Counseling Center, located in East Palo Alto but will travel throughout San Mateo County for client visits, trainings and meetings.

 

The East Palo Alto Community Counseling Center offers a unique setting to provide services to a diverse population in a community-oriented clinic.

 

This position supervises a multidisciplinary team that provides clinical outpatient services to adults and children and their families. The team may include psychiatrists, psychologists, psychiatric nurses and social workers and marriage and family therapists. The clinical teams also include master and doctoral level interns and psychiatric residents. In providing clinical services team members also relate to peer counselors and parent partners.

 

The ideal candidate will possess:

• Knowledge of system of care principles and general services.
• Knowledge of program management techniques and practices.
• Demonstrated expertise and skill in clinical work with adults with serious mental illnesses and youth with serious emotional disturbances; and clients with co-occurring disorders.
• Experience working with clients of diverse cultures and backgrounds and with underserved and/or isolated communities.
• Knowledge of evidence-based clinical practice modalities, e.g. Trauma Informed Cognitive Behavior Therapy, Motivational Interviewing and Solution Focused Brief Treatment.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong clinical assessment, diagnostic and evaluation skills.
• Strong supervisory/leadership skills which demonstrate an ability to direct and motivate a multi-disciplinary team.
• Experience guiding or supervising others during a systemic or programmatic change process.
• Collaborative skills and the ability to establish and maintain productive working relationships with consumers, families, professionals and the public; including collaborative community engagement to plan and implement needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information.
• Fluency in Spanish and English is preferred.

 

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: A Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling.

Experience: Two years of professional post-graduate experience in a mental health setting.

Licensure/Certification:

• Possession of a California license in at least one of the following: Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage and Family Therapist.

ABOUT THE POSITION:

The Seasonal Maintenance Worker position performs a variety of entry-level and unskilled labor, maintenance and repair tasks in various public works operations, such as park maintenance, landscape maintenance, creek and catch basin maintenance, street maintenance, and janitorial and facility maintenance.

Typically, work hours are scheduled between Monday through Friday, 7:00 am to 3:30 pm.  Some hours may be adjusted for special events in evening or on weekends; up to 29 hours per week.

This is a part-time, temporary position with limited duration.

 

EXAMPLE DUTIES AND RESPONSIBILITIES:

• Perform preparatory work for maintenance activities – gathering equipment, materials and supplies, loading and unloading, and laying out materials and equipment for projects
• Perform a variety of routine physical labor tasks, depending upon area of assignment, such as posting general notices, pulling weeds, picking up litter, raking leaves and debris, planting, miscellaneous painting, replacing light bulbs, emptying trash bins, cleaning park bathroom daily and other minor custodial work
• Perform cleanup at the end of the day or when job is completed, including picking up tools and clearing work areas of spills and debris
• Operate power tools such as power washer, leaf blower and weed eater, as well as basic hand tools such as brooms, shovels, rakes and hoes

Behavioral Health and Recovery Services (BHRS), provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, families, adults and older adults. We provide behavioral health in diverse settings including community outpatient clinics, field-based settings such as homeless encampments and shelters, and through a network of community agencies and independent providers who offer outpatient services, residential treatment, rehabilitation and other services for adults. BHRS Adult and Older Adult Services serves residents of San Mateo County age 18 years and older with severe functional impairments due to a serious mental illness and/or multiple co-occurring substance use, medical, and/or developmental disorders. The Adult Psychiatric Social Worker/Marriage Family Therapists are integral members of a multidisciplinary team, providing a broad range of psychosocial interventions with the goal of improving the quality of life of the client.

 

The ideal candidates will possess:

• Skills in assessment, diagnostic, and evaluation techniques.
• Demonstrated knowledge of trauma-informed care principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities (e.g. evidence-based practices).
• Experience providing treatment for adults with serious mental illness.
• Experience delivering services to adult consumers who have co-occurring mental health and substance use disorders.
• Experience delivering services in diverse populations for adults and older adults. In a variety of settings (e.g. outpatient clinics, homeless encampments, shelters and correctional settings).
• Comprehensive and timely documentation skills (e.g. progress notes, assessments, client care plans, etc.).
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public.
• Extensive knowledge of available community resources within the County of San Mateo and its neighboring counties.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN, Epic).

 

Example of Duties

Duties may include, but are not limited to, the following:

• Perform initial diagnostic evaluation noting behavioral symptoms which may indicate a psychiatric or co-occurring disorder and interpersonal or family dysfunction.
• Perform risk assessments.
• Determine and develop appropriate treatment plans for all clients in the caseload.
• Provide individual, group and family therapy, care coordination, case management, rehabilitation, and crisis intervention as appropriate.
• Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Conduct home visits and/or field-based services. Crisis Intervention. Make client referrals and plan discharge procedures.
• Assess progress of clients on a selected basis and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients.
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and of patient progress.
• Supervise doctoral interns, masters level student interns and trainees.
• Provide outreach, engagement and refer clients to appropriate mental health program service resources.
• Collect and evaluate psychiatric information such as case histories, behavior patterns and family relationships.
• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation.
